Regrettably for the United States, but more tragically for the people of Afghanistan, history is repeating itself.
When a great power commits to defending an ally, it assumes a moral obligation of faithful stewardship. If the great power fails, it may not in good conscience simply abandon those who stood by its side, placing their lives and futures at risk in reliance on the good faith of their protector.
Yet abandoning those who trusted in us is exactly what the U.S. did at the end of the Vietnam War and what it is now doing to the Afghans. ....

At a time when the nation is beset with rage over police killings of African Americans, violence against Asian Americans, heated divisions in government, and admissions of refugees at historic lows, the passing of former Vice President Walter Mondale provides an opportunity to recall what was arguably his most powerful address. It was a moment of bipartisan collaboration that brought the world to its feet in honor of the humanitarian leadership of the United States.
The story begins on a freezing cold night in early 1979, when Iowa Governor Robert Ray sat in his office and watched a news story featuring reporter Edward Bradley. Standing on the beach of a small island off the coast of Malaysia, Bradley was describing how a boat filled with refugees, having escaped from Vietnam, was now being pushed back out to sea. Local officials, fearful that they would be inundated by the seemingly endless flow of refugees. ....

A Hmong refugee named Shoua Her embroidered this “story quilt” that depicts her daily life in Laos, her exile to a refugee camp during the Vietnam War, and her arrival in the United States. She settled in Oskaloosa in 1976.
In 1975, Southeast Asians who allied with America against communism faced torture, starvation and murder. The Tai Dam, an ethnic minority, fled persecution in their homelands of Vietnam and Laos. From Thailand they sent a desperate letter asking U.S. governors for asylum.
Iowa Gov. Robert Ray responded by creating a refugee resettlement program that lasted 35 years, and the first Tai Dam arrived that winter. ....
