City of Casper Hires Four Private Contractors to Plow Snow
The City of Casper has hired four private contractors to help clear snow from residential neighborhoods, according to a prepared statement from the city manager s office.
The city is still digging out from the record storm that buried the city under two feet of snow, shut down roads, closed schools and businesses.
“The contractors will work from 7 a.m. until 7 p.m. beginning tomorrow to assist us in clearing the snow from residential areas,” Streets and Traffic Manager Shad Rodgers said.
The prepared statement did not identify the contractors.
The contractors will bring in heavy equipment in neighborhoods, and that will require extra caution and courtesy from residents, Rodgers said. ....

Services Australia has been roundly criticised by the Community and Public Sector Union (CPSU) for its growing reliance on IT contractors, with more than half of all staff in its technology service group now non-Australian Public Sector (APS) personnel.
In a submission [pdf] to the parliamentary inquiry investigating the digital and data capabilities of the APS, the country’s main public sector union said the agency had “lost sight of the benefits of in-house ICT”.
It blamed the government’s average staffing level (ASL) cap introduced in the 2015-16 federal budget, as well as an APS-wide bargaining policy that “limits enhancing APS conditions to attract the best and brightest”. ....

Farmers have been warned that there will be ‘zero tolerance’ to the illegal cutting of hedges during the closed period.
The National Parks and Wildlife Service (NPWS) of the Department of Housing, Local Government and Heritage said this was underlined by a recent case where a farmer received a significant fine.
“Hedgerows are superhighways for nature, a hugely valuable and biodiverse network that extends throughout the country and includes some of the oldest and most well-established habitat in our landscapes,” Minister of State for Heritage Malcolm Noonan said. ....
