DORCHESTER, N.J. In his three decades servicing oil platforms in the Gulf of Mexico, boat captain Keith Piper rode out all manner of storms and gales. Still, he had never faced the elements that tested him last winter at a wind farm off the coast of Rhode Island. Subzero temperatures. Snow. A nor’easter blowing 70 miles per hour. BOSTON (CBS) – In the world of wind, there are gentle breezes and full-fledged gales. A project developing south of Martha’s Vineyard is the latter. After years upon years of exploring and attempting to tap New England’s potent offshore wind, Vineyard Wind is one federal permit away from building the first commercial-scale offshore wind farm in the United States.
Lars Pedersen, CEO of Vineyard Wind, calls our offshore region, “the Saudi Arabia of offshore wind” because of the extremely consistent nature of the wind here. New Bedford s Marine Commerce Terminal is a huge spread of open concrete jutting into the harbor. On a recent day, a few refrigerated trucks were unloading seafood at a processing plant next door, but the terminal itself just looked like a giant empty parking lot. As the wind swept across the vast space, the biggest action was the crowds of seagulls hunkered down, squawking at each other.
This is where Bruce Carlisle wants you to use your imagination.
In my mind s eye, I see the tower sections stacked and lined up. I see the blades all ready to go. I see forklifts and cranes and crawlers and just all sorts of activity, says Carlisle, managing director of offshore wind at the Massachusetts Clean Energy Center, or MassCEC. ....

Vineyard Wind Resubmits Plan for Energy Farm Off Mass. Coast
Vineyard Wind has told the Biden administration it will resubmit its plans for an 800-megawatt wind farm 15 miles south of Martha s Vineyard.
In the waning weeks of the Trump administration, the offshore wind company suddenly pulled its construction and operations plan, or COP, off the table, fueling speculation in some corners that the project was in trouble. At the time, they said they yanked the plan because they had changed their mind about the size and power of turbines they wanted to use.
But today, only days after President Joe Biden was sworn in, Vineyard Wind said no changes are needed in its COP, and that it believes the federal permitting process should be able to move forward before the Bureau of Ocean Energy Management, or BOEM. ....
