Anti-development movement could stifle New York's recovery, Building Trades Employers Association report says

The construction and real estate sectors accounted for nearly 10% of the city s jobs and 20% of its total output in 2020, the report said. Property taxes also make up nearly half of the city s tax revenues a point that developers and landlords have been using through the pandemic to push for more relief from both the federal and state governments.
The BTEA report also called for state legislators to cut down insurance costs for builders which are driven up by the Scaffold Law, which puts all of the liability for injured workers on their employers. The rates, which are more than quadruple the rates in other states, can be as high as 10% of a project’s total cost and are also a major impediment for small, minority and women-owned businesses who can’t pay them, the report said. ....
