The Norman City Council leaned in favor of several proposed projects that staff said could be funded with American Rescue Plan Act federal dollars during its annual retreat Friday.
The retreat, which allows councilors and city staff to publicly gather each year and discuss proposals and ideas, focused heavily Friday on how the city should spend its allocated federal dollars from the ARPA.
Open to the public, no public comment is allowed and no actions are taken based on any discussion at the retreat. Ward 6 Elizabeth Foreman was absent. The retreat continues Saturday morning beginning at 9 a.m. ....

Norman, state officials reflect on historic winter weather

Before the record-setting freezing weather that blanketed the state last week, the last time Norman saw temperatures this cold was in 1905, when Cleveland County recorded temperatures as low as -12 degrees.
As an unusual burst of arctic air forced its way through the American heartland all the way to the Gulf of Mexico, Norman again saw temperatures as low as -12 degrees on Tuesday as Oklahoma City recorded a record-breaking -14 degrees at Will Rogers World Airport, according to the National Weather Service. ....

With record low temperatures continuing to grip Norman, some residents have expressed concern over the potential increase the weather will have on the cost of utility bills.
Norman resident Carol Ann Lindley is one of many whose households have been leaving water running from their faucets to prevent their water pipes from freezing. While Lindley said none of her houseâs pipes have burst, she is concerned that the continual flow will run up the familyâs water bill. ....
