WASHINGTON: Defense Secretary Lloyd Austin has signed the strategy guiding the massive effort to knit troopers on the front lines to F-35s, submarines, satellites, ships and commanders across the globe, known as Joint All Domain Command and Control. If the new DOD task force on China is serious about looking at the state of our technology competition, it needs to understand that the balance of technological power has shifted – and it has primarily been a self-inflicted wound.  The best ideas no longer arise in a US defense industry encumbered by 60 years of Stalinist-style central planning and security controls, but from commercial sources that once were primarily in the U.S. and are now globalized.

WASHINGTON: “The principal challenge DoD faces is not a lack of innovation,” Christine Fox told Congress Tuesday. “The tougher task is how to adopt all this new innovation more rapidly into DoD programs….We have lots of prototypes but what we need is sustainable programs.”
Fox, the former head of the Pentagon’s powerful Cost Assessment & Program Evaluation (CAPE) unit, was testifying to the first-ever hearing of House Armed Services’ newest subcommittee, Cyber, Innovative Technologies, and Information Systems.
