The Exchange, Southgate Street, Winchester A WINCHESTER pub could lose its licence after series of public nuisance complaints have been made. Hampshire police have asked Winchester City Council to review the premises licence of The Exchange, in Southgate Street. A notice on the council’s website states: “Winchester City Council, as the licensing authority for the district, hereby gives notice that it has received an application the Chief Officer of Police, a responsible authority, for a review under the Licensing Act 2003 of the Premises Licence number 288, The Exchange, 9 Southgate Street, Winchester, Hampshire, SO23 9DZ. “The grounds for the application are: the prevention of crime and disorder; public safety; the prevention of public nuisance and the protection of children from harm.”
