The Duterte government dislikes using the term "red-tagging" to describe its dangerous act of accusing individuals and groups of being communist rebels.
Assistant Solicitor General Marissa dela Cruz-Galandines on Tuesday, May 4, said that the term was "not coined by the government," and that it was "used by the leftists."
"It is the submission of the government that what it does is truth-tagging and not red-tagging," she told Supreme Court Associate Justice Ricardo Rosario during Day 6 of the anti-terror law oral arguments.
Galandines echoed the messaging of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). The term red-tagging is often used in place of "red-baiting," a term more likely used in the West, and not coined by communist rebels in the country, according to a fact check article published by Rappler in January 2021.

President Rodrigo Duterte will not likely certify the bill criminalizing red-tagging as urgent, Justice Secretary Menardo Guevarra said Thursday.
“The prerogative of president, he may or may not grant the request to certify the bill as urgent, but looking at the current priorities of this present administration, I mean the legislative agenda, it doesn’t look very probable that the president will issue a certificate for urgency,” Guevarra said on ANC.
He explained that the administration has already laid down its legislative priorities and Duterte will “most likely” follow his agenda.
“This matter of anti-red tagging bill does not fall in that legislative agenda,” Guevarra said.

Justice Secretary Menardo Guevarra said he supports the enactment of a law against red-tagging, adding that "it may help reduce the problem of reckless endangerment."
"It would be best that the Congress enact a law clearly defining and expressly penalizing what is loosely called today as red-tagging," Guevarra told reporters on Wednesday, April 28.
Guevarra was asked to react to Deputy House Speaker Rufus Rodriguez's call for the National Bureau of Investigation (NBI) to investigate the red-tagging of community pantries.
"If the Congress is minded to criminalize red-tagging, it should enact the appropriate legislation. It may help reduce the problem of reckless endangerment. It’s really something for the congress to ponder on," said Guevarra.

Two House committees will look into the persistent red-tagging incidents in Cagayan de Oro, Deputy Speaker Rufus Rodriguez said on Tuesday, April 27.
The Cagayan de Oro 2nd District representative said this a day after he filed Resolution No. 1725 to call on the National Bureau of Investigation (NBI) and the Commission in Human Rights (CHR) to separately investigate the red-tagging and alleged police profiling of community pantry organizers in the city.
Rodriguez said the House committees on justice and human rights would call hearings to tackle the relentless red-tagging in Cagayan de Oro which, according to the New York-based Human Rights Watch (HRW), is emerging as the Philippines's "red-tagging capital."

The Maginhawa Community Pantry has temporarily halted operations on Tuesday, April 20 because of red-tagging from the government, forcing residents dependent on the pantry to go home empty-handed.
The recent red-tagging by the Quezon City Police District and the National Task Force to End Local Communist Armed Conflict caused an uproar among Filipino users, who called the move “sickening.”
Many were angered by the "misguided priorities" of the government, as it countered an initiative that emerged from people’s need for aid during the pandemic.
For Twitter user @bampdnim, the attacks and profiling of pantry organizers only shows “how anti-poor the government really is.”
