More than a year since the COVID-19 pandemic first began, we are all familiar with the ways in which it has impacted industry in the United States. While it decimated brick and mortar businesses and caused thousands of bars and restaurants to close, it also propelled retail trends in e-commerce to light speed. “Direct to consumer” trends are impacting every industry, with consumer convenience as the primary objective.
The alcohol industry is among those irreversibly altered by the COVID-19 pandemic. Aside from the obvious pain caused to the bar and restaurant community, the same trends towards consumer convenience have gained substantial momentum. While some of those trends occurred organically as consumer demand shifted, the COVID-19 pandemic also spurred legislative efforts to loosen certain regulatory restrictions in Florida’s Beverage Law. ....

Certain alcohol sales methods allowed by the Governor’s emergency order during the pandemic will now be permanent 
ORMOND BEACH, Fla. – Today, Governor Ron DeSantis signed into law Senate Bill 148, which authorizes restaurants, or vendors of alcoholic beverages also holding a public food service license, to sell or deliver alcoholic beverages prepared by the vendor in sealed containers. The bill extends additional sales options, commonly referenced as alcohol-to-go, that are similar to measures implemented by emergency orders of Governor DeSantis during Florida’s state of emergency related to COVID-19. ....

With just over two full days left in the current Florida legislative session, the Florida House and Senate continue to play tug-of-war over their respective bills for comprehensive data privacy reform in Florida. The Florida House passed its bill, HB 969, on Tuesday, April 27, 2021, moving HB 969 into the Florida Senate for consideration. In response, the Florida Senate passed a strike-all amendment that shredded HB 969 in its entirety, and replaced it with a modified version of the Senate’s bill, SB 1734. Florida Senator Jennifer Bradley, a Republican who represents District 5 in Northern Florida, filed the Senate’s amendment Wednesday morning. The ball is now back in the House’s court for final negotiations before the legislative session ends on Friday. ....

TALLAHASSEE, Fla. The Florida House passed SB 148 Wednesday, which would allow restaurants to sell alcohol as a part of to-go orders.
The final vote was nearly unanimous: 115 to 1. The lone dissenting vote came from Jacksonville Rep. Clay Yarborough. Four representatives did not vote.
Restaurants like Sneakers Sports Grille in Jacksonville Beach feel that having expanded to-go options helped their business earn money when restaurants were shut down. ....
