On May 3, the Philippine Foreign Secretary, Teddy Locsin, told China to “GET THE F OUT.” He was referring not only to the Philippines’ exclusive economic zone (EEZ), including its fishing grounds in the South China Sea, but to what he claimed was an attempt to make the Philippines into “a Chinese province.”
Since the 1980s, China gradually grabbed Philippine maritime space, including through the massacre of over 60 Vietnamese marines on Johnson South Reef in 1988, the construction of a Chinese outpost on Mischief Reef in 1995, a 2009 “9-dash-line” claim to nearly the entire South China Sea, the occupation of Scarborough Shoal in 2012, and the occupation of Whitsun Reef this year. Since the mid-2010s, China scraped the seabed for endangered giant clams, and put at least 200 times the number of fishing boats on its reefs, as compared with the fishing boats of other countrie ....

In March the Philippines formally protested the presence of about 200 Chinese boats moored near its claimed Whitsun Reef in the South China Sea. Philippines Secretary of Defense Delfin Lorenzana publicly called “on the Chinese to stop this incursion and immediately recall these boats violating our maritime rights and encroaching into our sovereign territory.” An international chorus of concern and clarion calls for action soon followed, with leadinganalystsjoiningin. China said the vessels were fishing boats sheltering from the weather, that China had traditionally fished around the reef, and that their presence was “normal and legitimate[.]” Critics alleged nevertheless that the vessels were crewed by maritime militia and that the boats’ intention was to demonstrate China’s illegal historical claim to the waters.  ....

Philippines Summons Beijing's Envoy over 'Illegal Lingering' by Chinese Ships in EEZ — BenarNews

Manila’s foreign office said Tuesday it had summoned Beijing’s ambassador for the first time to discuss the “illegal lingering presence” of Chinese ships moored in its exclusive economic zone in the South China Sea, as the Philippines stepped up its protest on the issue.
Meanwhile late Tuesday, a government task force said that Philippine military patrols over the weekend had spotted hundreds of Chinese Maritime Military ships also “lingering” in different Philippine-claimed areas of the disputed waterway.
Undersecretary Elizabeth Buensuceso said she met Chinese Ambassador Huang Xi Lian at the Department of Foreign Affairs (DFA) on Monday and repeated Manila’s demand that Beijing withdraw the ships. ....
