In 1991, as communism was collapsing in the Soviet Union, President Boris Yeltsin invited a team from the Heritage Foundation to help draft a constitution for the new Russia. The team was headed by Dr. Edwin J. Feulner, president of the Heritage Foundation, and included key members of the Heritage Foundation. As a member of the board of trustees of the Heritage Foundation, I was invited to participate.
Relations between Yeltsin and the Duma (Russian Parliament) had been deteriorating for some time.
