Duluth city staff laid out their slow-to-evolve plans for Lincoln Park to a passionate audience of about 30 people participating in an online public meeting Thursday night.
Senior Parks Planner Cliff Knettel said a $750,000 grant provided by the National Park Service will be the largest source of funding for the $2.1 million project. He said the purpose of the program is to assist urbanized areas located in underserved communities with parks that are outdated or deteriorated. ....

Calling the structure a ticking time bomb, the city of Duluth has asked a judge to allow at least partial demolition of Pastoret Terrace, the historic downtown building that long housed the Kozy Bar and Apartments.
