I grew up in Missouri surrounded by three rivers. Nearly every spring, at least one of them would flood. Each time this happened, families, businesses, and sometimes whole communities, would be forced to higher ground until the water receded and returned to its banks.

Gender gaps in labor market outcomes during the pandemic largely reflect differences in parents’ experiences. Labor force participation fell much less for fathers compared with other men and all women at the onset of the pandemic; the recovery has been more pronounced for men and women without children. Meanwhile, labor force participation among mothers declined with the start of the school year. Evidence suggests flexibility in setting work schedules can offset some of the adverse impact on mothers’ employment, while the ability to work from home does not. ....

Working women bare the brunt of COVID-19 recession, studies say

UNDATED – According to a new study, working women are experiencing the worst effects of the COVID-19 recession. In “The Impact of COVID-19 on Gender Equality”, a National Bureau of Economic Research Working Paper, researchers suggest that more women in the United States will have lost their jobs because the industries they tend to work in have been harder hit by the effects of the pandemic. In addition, the coronavirus shutdowns have closed schools and daycare centers around the country, keeping kids at home and making it even harder for parents to keep working. In another survey by the Federal Reserve Bank of Kansas City, women held less than half of all jobs in March 2020, but more than half of the job losses in that month resulting from COVID-19, were jobs that women held. ....

U.S. Cross-border Tax Reform and the Cautionary Tale of GILTI

Key Findings
The U.S. joined many other developed nations in adopting territorial provisions and anti-base erosion rules as part of the 2017 tax reform.
One major piece of that reform, that is not typical in other territorial systems, is a new definition of currently taxable foreign earnings, Global Intangible Low Tax Income (GILTI), which is taxed at an effective rate of 13.125 percent, with the rate set to increase after 2025 to 16.4 percent.
Recent research has shown that foreign earnings of U.S. companies remain taxed at similar rates even after the 2017 reforms, implying that while the structure of U.S. taxes on foreign earnings changed, the overall burden did not. ....
