Break the paradigm and go co-op, à la Mirisata, Portland’s only Sri Lankan restaurant, which is also vegan and entirely BIPOC- and worker-owned. The SE Belmont spot’s prospective owners prove themselves not with a fat wad of start-up cash, but via a few months of a trial working period. During the height of the pandemic, Mirisata went from pop-up to brick-and-mortar restaurant using small loans from customers and friends.
Another innovation: a buy-in membership program for $40 a year, which includes perks like discounts on orders. So far, Mirisata is Portland’s only restaurant operating under a co-op model, but its worker-owners say it’s a way forward for those who’ve historically faced barriers, including women and people of color, to gain business ownership in a notoriously brutal industry.

Bridgeway, other local organizations get Measure 110 funds grants


Organizations included community-based nonprofits and government entities.
“We are very impressed with the quality of the proposals that were submitted by organizations who will provide these urgently needed, culturally responsive substance use services,” OHA Behavioral Health director Steve Allen said in a news release. “The need is great and I’m looking forward to the work the OAC is doing to develop the next grant opportunity to ensure these services are expanded to meet the needs of Oregonians struggling with addictions.”
Three of the organizations selected work with the Marion and Polk community, and two are based in Salem.

Oregon Just Decriminalized Small Amounts of All Drugs. Now What?


Now, if you’re caught with one or two grams of what some refer to as “hard drugs”, you won’t be charged. Instead, you’ll either pay a maximum $100 dollar fine, or complete a health assessment within 45 days at an addiction recovery center. This new system for services will be funded through the state’s marijuana tax.
But the measure is still controversial, and members of Oregon’s addiction and recovery community are split on if it’s a good idea. So how did we get here?

One of the country's biggest rollbacks of restrictive drug laws went in effect in February. In November, voters passed a measure to decriminalize possession of small amounts of drugs, making it the first state in the country to do so. Tera Hurst, executive director for the Oregon Health Justice Recovery Alliance, said possession will go from a misdemeanor to a citation, and on that citation will be a number to call for recovery help. "The options will be to pay a $100 fine or call a 24-hour, seven-days-a-week phone line and talk to a peer-support specialist and get a social-services needs screening done," Hurst outlined. Hurst said they then can be connected to someone in their community. Services for treatment options are funded through a portion of marijuana tax revenue. Critics of the new law said it's flawed and are particularly concerned with how it will play out for youths, since there is no language on whether their parents should be notified. The law's oversight and accountability council is forming today as well. Hurst explained it will determine rules for the new law and also where grants and money are disbursed. "[The council will] really focus on communities most harmed by the war on drugs," Hurst shared. "So in Oregon that's Black, indigenous, native, tribal and Latinx communities, and then people with lived experience, incarcerated for drug use and people in recovery." Hurst noted a lot of states are interested in what happens with Oregon's decriminalization law. "You needed somebody to jump in the pool," Hurst remarked. "And now I think people are watching to see how it goes but also really excited by the momentum that this created."

Oregonians passed Measure 110 last fall to take drug users out of jails and put them into clinics. That could move thousands of people into a system already clogged and lacking evidence it’s effective, an investigation by Salem Reporter found.
For years, Oregon has had among the highest rates of substance abuse in the country. Federal estimates indicate more than 332,000 Oregonians are substance abusers, based on surveys about drug and alcohol consumption. 
Alcohol abuse accounts for the bulk of that, but Oregon ranks first among states in painkiller abuse and second in methamphetamine use.

New Oregon law that decriminalizes possession of common street drugs goes into effect


    PORTLAND, Oregon (KPTV) — A new law that decriminalizes possession of small amounts of drugs goes into effect through Oregon on Monday.
Voters passed Measure 110 in the November election, and Oregon is the first state in the country to have a rollback like this.
Possession of common street drugs will go from a misdemeanor to a citation, and on that citation will be a number to call for recovery help.
Tera Hurst with the Oregon Health Justice Recovery Alliance talked about those resources.
