In order to remedy this situation, Roosevelt on December 8, 1940, proposed the concept of lend-lease, and the U.S. Congress passed his Lend-Lease Act in March 1941. This legislation gave the president the authority to aid any nation whose defense he believed vital to the United States and to accept repayment “in kind or property, or any other direct or indirect benefit which the President deems satisfactory.” Though lend-lease had been authorized primarily in an effort to aid Britain, it was extended to China in April and to the Soviet Union in September. The principal recipients of aid were the British Commonwealth countries (about 63 percent) and the Soviet Union (about 22 percent), though by the end of the war more than 40 countries had received lend-lease help. Much of the aid, valued at $49.1 billion, amounted to outright gifts. TEPCO officials reported that tsunami waves generated by the main shock of the Japan earthquake on March 11, 2011, damaged the backup generators at the Fukushima Daiichi plant. Although all three of the reactors that were operating were successfully shut down, the loss of power caused cooling systems to fail in each of them within the first few days of the disaster. Rising residual heat within each reactor’s core caused the fuel rods in reactors 1, 2, and 3 to overheat and partially melt down, leading at times to the release of radiation. Melted material fell to the bottom of the containment vessels in reactors 1 and 2 and bored sizable holes in the floor of each vessel a fact that emerged in late May. Those holes partially exposed the nuclear material in the cores. Explosions resulting from the buildup of pressurized hydrogen gas occurred in the outer containment buildings enclosing reactors 1 and 3 on March 12 and March 14, respectively. Charles visited centres of military aviation, where he assessed the pace of Germany’s rearmament, while Anne was fêted in Berlin. Lindbergh praised the Luftwaffe’s fighter and bomber designs, and he asserted that “Europe, and the entire world, is fortunate that a Nazi Germany lies, at present, between Communistic Russia and a demoralized France.” Lindbergh viewed the Soviet Union as the paramount threat to Western civilization, and his belief in the supremacy of airpower led him to conclude that Britain and France were effectively prostrate before the growing might of the Luftwaffe. ....

The first phase of the battle for the Atlantic lasted from the autumn of 1939 until the fall of France in June 1940. During that period the Anglo-French coalition drove German merchant shipping from the sea and established a fairly effective long-range blockade, while the German navy attempted to inflict some measure of damage on Allied forces at sea. The battle took a radically different turn in May–June 1940, following the Axis conquest of the Low Countries, the fall of France, and Italy’s entry into the war on the Axis side. Britain lost French naval support just when its own sea power had been hurt by losses incurred in the retreat from Norway and the evacuation from Dunkirk and stretched by Italian belligerency. Axis air power imperiled and eventually barred the direct route through the Mediterranean Sea to the Suez Canal, forcing British shipping to use the long alternative route around the Cape of Good Hope.
