Institutional viability threatened by student debt crisis
The institutional viability of South African universities is under threat from a mounting student debt crisis, leading to calls from top officials and university leaders for fundamental reform of the way in which the public higher education sector is funded.
“If we increase student funding at the expense of the system, we are then shooting ourselves in the foot,” South Africa’s Minister of Higher Education, Science and Technology, Blade Nzimande, told parliament on 4 May.
“As we increase student funding, we should also be pushing for an increase [in funding to higher education institutions], otherwise we are funding students to go into a system that will increasingly be unable to address their needs,” he said. ....

Transformation? Impossible if word remains undefined
A failure to define what ‘transformation’ means and how it may be measured is blocking prospects of broader change at South Africa’s public universities. In fact, the term is so “overladen with what may be called ‘surplus politics’ that it obscures, rather than clarifies, research and debate”, according to a number of the country’s leading higher education analysts and former planners.
The discourse around the concept, which was first popularised by anti-apartheid activists, has obscured the actual changes taking place within the system – such as the significant increase in the numbers of black students and academics at South Africa’s higher education institutions. ....

The African Evaluation Database (AfrED), which was developed collaboratively by the Centre for Learning on Evaluation and Results, Anglophone Africa (CLEAR-AA) and the Centre for Research on Evaluation, Science and Technology (CREST), is an information and knowledge base that provides easy access to a variety of evaluation evidence on a wide range of subjects and development sectors on the African continent. AfrED constitutes a unique information resource on country-specific evaluation research for the African continent conducted between 2005 - 2020. The primary goal of developing the AfrED was the construction and population of an interactive knowledge database with respect to evaluation studies in Africa. It provides a resource on Anglophone Africa’s ‘state of evaluation’, including evaluation findings and unique methodologies. ....

Sara Grobbelaar is an Associate Professor in the Department of Industrial Engineering at Stellenbosch University. She s also a research associate at the Centre for Research on Evaluation, Science and Technology (CREST), Stellenbosch University.
