Arrest of sex offender in new case sparked questions on registry. Here’s how it works.

STATEN ISLAND, N.Y. Following the latest arrest of a registered sex offender who authorities allege used Instagram to try to lure a 12-year-old girl to a mall meet-up, questions began to arise regarding the inner-workings of the registry process and the restrictions placed on those convicted.
Readers expressed confusion over why Ryan Behar, 42, of New Springville, who was first arrested in 2018 on charges he tried to coax a 13-year-old child to his apartment for sex, was not on the state’s online sexual-offender registry (he was a level-one offender, and thus not listed). Some asked questions about how offender levels are determined and what that means for the convicted and their neighbors. ....

Sheriff says Mac’s Public House co-owner should be in jail; bar lawyers want Sheriff to resign
Updated Jan 25, 2021;
STATEN ISLAND, N.Y. An attorney for Mac’s Public House is calling the New York City Sheriff a “liar” and says he should resign after what the Grant City bar’s owners and lawyers allege are “unprofessional” actions carried out by his officers in the Dec. 6 arrest of co-owner Daniel Presti.
The statements came days after a grand jury of Staten Island residents declined to indict Presti on felony counts of assault and reckless endangerment stemming from the incident in which he allegedly drove into a Sheriff’s Office deputy while trying to flee an arrest for defying city and state coronavirus (COVID-19) restrictions. ....

Fines and criminal summonses totaling more than $40,000 were issued when the Grant City establishment refused to shut down in compliance with COVID-19 restrictions, as owner Danny Presti and his business parter, Keith McAlarney, declared the pub an “autonomous zone.”
One of the Dec. 22 notifications stating the summonses had been dismissed was addressed to Presti, and stated in part:
“The New York City’s Sheriff’s Office has failed to file a legally acceptable accusatory instrument with this court. There is no need for you to return to court on the summons number referenced above.” ....
