Why Pennsylvania's Medicaid Program Has Seen Consistent Increase In Enrollment Numbers

Driven by job losses, changes in federal rules, and an increased focus on health care during the coronavirus pandemic, enrollment in Pennsylvania’s Medicaid program has swelled by more than 400,000 people over the last year, according to statistics from the state.
Enrollment in the state s Medical Assistance program increased by 14.7% between February 2020 through March of this year, the most recent statistics available.
In addition to pandemic-driven economic hardship, some of the large enrollment numbers are likely fueled by federal rules that say once an individual is enrolled in Medicaid, they can stay enrolled, with limited exceptions, state human service officials said. That keeps people from leaving the program if their income rises, and fewer people are being removed due to failure to submit renewal paperwork or related processing errors that would often kick people off the program before the pandemic struck. ....

Abstract
Single-payer health reform has secured its place in the mainstream American health policy debate, yet its implications for particular subpopulations or sectors of care remain understudied. Amidst many unanswered questions from policymakers and political pundits, rural health has emerged as one such area. This article explores rural Canada’s five-decade-long experience with a national publicly funded health insurance program as a valuable opportunity for cross-national learning. During March 2020, I conducted 13 semi-structured, elite stakeholder interviews with government officials, academic researchers, rural hospital executives, public health association leaders, rural health administrators, and representatives from provincial medical, hospital, and physician associations in Ontario. Sharon Parrott is President of the Center on Budget and Policy Priorities. Parrott has nearly three decades of experience at the Center and in government. Her expertise spans a broad range of issues, including policies to reduce poverty and expand opportunity, the intersection of the federal budget and low-income programs, and the use of data and analysis to inform policy debates.
Parrott rejoined the Center in 2017 after two years at the Office of Management and Budget (OMB) and served as the Center’s Senior Vice President for Federal Policy and Program Development before taking over as President in 2021.
