LAWRENCE Since the 1940s, the GI Bill has helped provide educational benefits after service members complete military service. The most recent legislation, the Harry W. Colmery Veterans Educational Assistance Act, known as the Forever GI Bill, has expanded benefits and reduced restrictions, leading more veterans and their dependents to seek higher education. Those veterans often bring with them experiences requiring support and counseling beyond the commonly discussed post-traumatic stress disorder. Yet until now, little research has examined how well the most common counseling and psychological screening tools on college campuses work for veterans.

With its history of expansions and additions to benefits for service members and veterans, the GI bill has been a life-changing piece of legislation since it first passed in 1944. Today, the GI bill helps qualifying veterans pay for higher education and training programs.
The original bill, the Servicemen’s Readjustment Act of 1944, expired in 1956, but the colloquial term “GI bill” refers to legislation that has created programs for veterans since then. The legislation was extended as the Montgomery GI bill and again in the form of the Post-9/11 GI bill. ....

During his 12 years in Congress, Rep. Phil Roe, R-Tenn., has seen the Department of Veterans Affairs budget balloon from $94 billion in 2008 to $240 billion this year. But as he prepares to retire, he has lingering doubts about how well the money was spent.
