President Duterte has asked for public understanding over his tendency to use profanity, saying he could not help it.
In a televised address Wednesday, the President admitted he could not stop cursing in public especially whenever he gets angry.
“Sa totoo lang however formal I am, pagka ako nagsalita maski sa maski sa harap ng presidente noon pati kay harap ni Gloria, kasi adviser ako sa law and order, lumalabas, hindi ko sinasadya, hindi ko mapigilan pero ‘yong bunganga ko hindi ko maano kaagad eh lalo na kung nagagalit ako, so kayo na ang magpasensiya (In fact, however formal I am, when I speak even when I’m in front of a president before, in front of Gloria, I was adviser then on law and order, I did not mean it, I can’t help it but I can’t stop my mouth especially when I get angry. PRESIDENT Rodrigo R. Duterte on Wednesday night belittled the country’s 2016 legal victory against China, saying an international tribunal’s decision rejecting China’s claim to more than 80% of the South China Sea was just a piece of paper that could end up in a trash bin.
“I pursued it but nothing happened,” he said in a televised speech in Filipino on Wednesday night. He added that between scalawags, one could always say that “it’s just a piece of paper and I would throw it in the waste basket.”
Mr. Duterte in September told the United Nations General Assembly he would reject any attempts to undermine the arbitral ruling. ....

THE PHILIPPINE presidential palace on Tuesday distanced itself from its top envoy’s tirade against China, saying his views on the South China Sea dispute is his own.
“This is not the policy of the Philippines,” presidential spokesman Herminio “Harry” L. Roque, Jr. told an online news briefing, citing “express orders” from President Rodrigo R. Duterte.
Foreign Affairs Secretary Teodoro M. Locsin, Jr. on Monday minced no words in telling the Chinese to get out of its waters in the South China Sea, cussing at its neighbor for failing to reciprocate its goodwill.
Mr. Duterte “does not approve the use of profanities, particularly in the field of diplomacy,” Mr. Roque said. ....
