Headlines for Monday, August 16th

Fairfield police say a 69-year-old man died in a motorcycle crash last night at the Intersection of Route 45 and Highway 15 west of Fairfield. Police say he appeared to be westbound on Highway 15 at approximately 8:50 when he lost control and struck a curb, then a traffic sign. The motorcycle then hit another curb and ejected the operator. The man was pronounced deceased at the scene. His name is being withheld pending notification of family. The City of Fairfield, with the assistance of Frontier Community College, has announced a Back to Business Grant workshop later this week. The workshop will be held in Room 24 of Mason Hall from 6 to 9 p.m. on Wednesday. Fairfield Zoning Officer Flo Simpson will be on hand to assist businesses in submitting their grant applications; the program will begin accepting applications on Wednesday, and it will close October 11th. Anyone needing more information should contact Simpson at 842-4802 or 842-6604. Several people were booked in the Wayne County Jail over the weekend. Wayne County deputies arrested 24-year-old Mt. Erie resident Cheyenne N. Heldenbrand Saturday afternoon on a charge of domestic battery. She was held in the jail, pending the setting and posting of bond. 30-year-old Fairfield resident Cody R. Lee was arrested yesterday on a Wayne County failure to appear warrant for driving suspended and speeding. Bond for the warrant was set at $595. The Wayne County Farm Bureau and Wabash Valley Service Company invite farmers to attend the Nutrient Loss Inhibitor Demonstration Field Day today at 5. The event will be held rain or shine at the Fred Blessing farm three miles north of Fairfield, just west of Enterprise Road on County Road 1220 North. It will be held in an air-conditioned machine shed, and Bare Bones BBQ will provide dinner. To gain an accurate food count, farmers are encouraged to RSVP attendance by calling 842-3342. A new state law makes it easier for educational support staff to take time off under the Family and Medical Leave Act. The law lowers the threshold of hours worked that must be met to be eligible for the FMLA from 1,250 to 1,000 over the past year. It takes effect January 1st and applies to staff ranging from secretaries and teacher's aides to maintenance and cafeteria workers at Illinois K-12 schools, community colleges, and universities. The Fairfield Public School District 112 Board of Education will meet tonight at 6. Last week, the District updated its mask policy in accordance with the Governor's mandate, saying everyone in 112 buildings and on buses is required to wear a mask. Masks would also be required for all indoor extracurricular activities for all participants and spectators, and several parents are expected to attend to speak against the mandate. The Edwards County Board of Education will meet tonight at 7 in the West Salem Grade School Science Room. Business items include approving the tentative student handbook, reviewing and approving the FY22 Tentative Budget, setting a budget hearing, and approving donations over $500. Administrator salaries for the upcoming year could also be set. Fairfield Community High School Guidance Counselor Lori Robson says all FCHS students should pick up a new schedule today. Schedules will be available outside of the main entrance of the school, and students should look for the corresponding table based on their last name. Due to a COVID outbreak in the Wayne County Jail, 25-year-old Brodey I. Murbarger has had his next pre-trial conference in Wayne County Circuit Court pushed back. He was set to appear tomorrow at 9, but, by agreement, the meeting has been moved to September 7th at 2 p.m. The last meeting in the case was over Zoom and lasted about five minutes; State's Attorney Kevin Kakac and Defense Attorney Christian J. Baril said they had spoken about a trial date at that time, and the next conference was set with the intent of having a more concrete idea for said trial date. Murbarger remains in the Wayne County Jail on $300,000 cash bond. He faces three counts of first-degree murder, one count of concealment of a homicidal death, and two counts of home invasion in connection to the death of Megan Nichols. According to dph.illinois.gov, as of Friday afternoon, 4,791 people in Wayne County had been fully vaccinated against COVID-19, or 29.34 percent of the population. The Edwards County Health Office said Wednesday 1,735 people in its county, or 27.14 percent of the population, were fully vaccinated. Wayne County's COVID-19 positivity rate from August 1st through the 10th was 13.2 percent, again per the state, with 751 total tests performed. The state said Edwards County was at 12.8 percent with 243 tests. Some schools in Illinois have opted to defy the governor's executive order requiring masks for indoor students and staff. IHSA Executive Director Craig Anderson says that could eventually impact their status with the IHSA. He says, initially, defying the order does not eliminate schools from competing in the regular season or state series. However, an eventual change in status from the Illinois State Board of Education could force the IHSA to not allow participation in its activities. Patoka has received a letter from ISBE beginning the process of putting the district on probation for not following the mask mandate. The school will eventually meet with ISBE to review the district's current plan, and it will then have 60 days to submit a compliance plan. If the state isn't satisfied at that time, it could remove the school's accreditation, cutting or removing funding and rendering diplomas worthless. A package of new state laws will help protect the mental health and physical wellbeing of first responders. Changes include more options for sentencing Scott's Law violators, a clarification that drivers need to slow down and move over when the see flashing lights on the side of the road, and the formation of a new task force to study ways to prevent such crashes. Richmond, Indiana man receives 62-year sentence for 2017 killing

RICHMOND, Ind. — "I'm sorry, and I wish I could trade places with James."
In tears, Jacob Lee Rasner, 26, apologized Monday to the family of James Herbolt II for the then-27-year-old's 2017 death. Rasner told the family members, who sat front row in the Superior Court 1 gallery during his sentencing, that he struggles daily with guilt and regret.
"Even though I didn't shoot James, I have accepted that my actions led to his senseless and tragic murder," Rasner said. "I could have done something, anything to avoid or change the outcome. I didn't."
Judge Charles Todd Jr. sentenced Rasner to 62 years of incarceration for two felony murder convictions. He also issued sentences of 12 and 24 years for robbery, criminal confinement, battery and kidnapping convictions, with Rasner to serve all sentences concurrently. Rasner also must register as a violent felon for the rest of his life.
