The Washington Times picks of this decision that started yesterday about the trump theistration, saying longawaited announcement by epa administrator scott pruitt will kickstart repeal proceedings on the rule which limits carbonate Carbon Emissions and was exquisite way designed to reduce the amount of coal burned across the country. This will be challenged in court, with environmental groups and democratic parties quickly vowing to fight any move to repeal the ccp. But the epa chief says he is on solid legal footing, and that the repeal will save as much as 33 billion over the next 13 years. This is part of the argument they make in starting this process of turning back the role, saying the Obama Administration push the bounds of their authority so far with those Clean Power Plants. They prevented the effects to be opposed on the American People while the rule is being challenged in court. We are committed to writing the rocks of the Obama Administration by cleaning the regulatory slate. These are just some of the photos beecher this morning in the featured in this morning in the New York Times. The journeys and mobile home park, and how it has been devastated by the fires there. If you go to the front page of the Washington Post, this photograph showing some of the damage done in kenwood, california. The front page highlighting 15 dead, 180 missing. Risen to 17. As now lets start on this decision clean power on the plant. Ron, West Virginia, thank you for calling. Go ahead. Caller look at all the lives this has affected in our state. We have very bad unemployment here, and this has created the matters worse. The so you are thinking passage of this plan might reverse that . Caller yes. Host do you think other factors came into play, like the rise of natural gas and the resources in the United States do to the way energy is mine in any fractured . Do think that manufactured . s that have a contribute in cause . Caller im sure it does. Host north dakota. James, groundwork, north dakota fork, north dakota. Caller are you mi on . Am i on . Host go ahead. To remove thate everyone born and listening to this was born at a time when they flip daylight and the light came on, and everything was put in place. I think acture lot of people do not understand what it takes to move things and make things work. Time 150nd back in years ago and told your great, great grandmother there was this weerground gas and oil that could get out of the ground, you would not have to freeze to death in the middle of july, she would say go get it. Im am sick of living like this. About the climate issue there has been about 23 climate shifts in the last 40,000 years in north america. Where you are sitting right now was under ice sheets a thousand years ago. Y receded because a metal of massive Global Warming that created the great lakes, and the will continue to change for millions of years the climate will continue to change for millions of years. But think about the movement of cattle, the movement of grain, the movement of construction material. Is esel engine help me understand what that does or what you are whining as far as the Clean Power Plan is concerned . Caller oil my case to talk have oil, you would not anything in your grocery store, no quality of life. The movement of heavy material we could all go electric, go get clean energy, i understand a little bit off the mark here, could Climate Change, we all go to bicycles if we want to, but you will not be able to move things without the diesel engine. Host we got that point. What do you think about the decision made by the administration . Caller i agree with it, because is it is basically just insane, the idea that you can bend the earthly temperatures to your will. The climate is going to change. It is an ego trip, what it is, that you can alter the earths climate. Host lets go to dave, frederick, maryland, democrat line. Hello. Caller hello. Killing the Clean Air Act is a huge mistake. Fossil fuels have no future. Take a look at the auto manufacturers. They are starting to turn onto electric, batteryoperated vehicles. It is really disappointing that scott pruitt is in charge of the epa. I think the guy is totally science and the environment, how it is changing, how we are seeing all of these disasters because of the environment. So the white house just denies scientific facts, i think that is really disappointing. Host 202 7488001, republicans. 202 7488002, democrats. Independents, 202 6280184 , democrats. 00. Ndependents, 202 7488002 if you work in the coal industry and want to give us your perspective, 202 7488003. Court the u. S. Supreme stopped this decision over one year ago, so they are following through on the Supreme Court directives when they said they had to come up with a new way. The Supreme Court decision has been left out of every news story i have seen on the tv, print, or internet in the last 48 hours since this has been talked about. Concerned,as that is this has been dead for over a year. I do not get what the story is. As far as the climate is concerned, the whole solar system has been heating up for the past few years. Mars, venus, jupiter, saturn, all of these other planets are now being heated by co2. I do not understand how these regulations would influence anything that has to do with the climate, since co2 is not a determined factor in the climate. Host do think the rollback of these regulations will change the state of the coal industry . They have been dead for a year. Limiting the regulations will. Elp the coal industry do more they will not have to follow those rules, because i am sure they have been playing they do not know what is going on, but it will allow some certainty of the coal industry, so they know how to proceed forward. That is what is going on. There has been all this who about hoopla regulations, but the Supreme Court killed them. Democrat line . Me, this is just another shameful example of trump trying to roll back president obama signed on, whether it was a good or about idea. Bad idea. He signed off on a bill that sick and not by handguns. Was ado you think this good idea or a bad idea . Caller i think we should err on the side of caution. Back in the 1960s, remember how bad it got . By lifting these, what are going to be the medical costs for people with respiratory ailments . Wheel before that water and air can be polluted we learned before that water and air can be polluted, that is why that stuff came about. And i feel for the coal countries that lost their jobs believe me, i hurt for them, but in kentucky, it was said those jobs are not coming back. They are being replaced with the shale oil. Those jobs are simply not going to calm back. Reno, nevada, republican line. Go ahead. Trump iseah, donald just undoing everything president obama put in place to save the environment. Look, trump just funded a mining right undid a mining regulation to where they cannot dump their runoff in the local rivers and streams where your Drinking Water comes from. Much does the World Population have influence on . There is not a specific number on that. 99 of all Scientists Say we are contributing to Global Warming, and for him to do another rollback, for pruitt to do another rollback on something that is evident obama did to help america, himself, and the environment, they do not care. They care about taking away what president obama has put in place. And like the last caller said about the gun rights and Social Security, are you there . Will go on to james, arizona. Republican line. Yes, i want to know how many of the liberals or progressives out there are willing to park their vehicles if they are so concerned about this. Why dont they start riding bicycles . Seriously, if they are out there driving their cars and heating their homes and using natural gas and all of these other issues, just sit there and take care of themselves and their families, why dont they park their vehicles if they are going to sit there and preach, then please, talk the talk or walk the walk type thing. Host what do you think of the decision yesterday . Caller i totally agreed with it. If it is going to put people back to work, i am totally in agreement with it. Is the problem is liberals and progressives are talking the talk that we want to do this, but it you are not parking your car, and if you and heating in your home natural gas to cook on your stove, you know what . Get off the freaking problem. Host why do you think there is a connection between the rollback of this and putting people back to work . Caller i do not have all the answers for anything, but to me, you know what, if it is going to do something, it is the coal burn a tear either or china is going to burn it. It does not matter, because the coal industry is going to go back to work. If we do it locally with clean , or we cleaner energy ship it overseas, these people are going to burn it and they are not going to have the epa regulations that we have. So the pollution is not going to stop. Host james in arizona. The New York Times takes a look at how the states might be affected by the decision by the Trump Administration, saying windy Obama Administration unveiled a plan in 2015, each state was given goals to slash energy omissions, focusing on things like natural gas, nuclear, and solar to help address Global Warming. \ they start that 25 states that are part of this plan might be able to meet their targets. Some to the midwest, some to the northeast. 10 states, particularly in the south will come close to hitting their targets, and most states will likely miss their targets, 12 states, particularly the middle section of the country texas included and finally, a statebystate explanation of where things are in their goals and what they were doing under the Clean Power Plant. As of the New York Times this morning, we are getting your opinion on this rollback of the administration, to change the climate regulations put in place under the Obama Administration. 202 7488001, republicans. 202 7488000, democrats. Independents, 202 7488002. Indiana, brian. Democrat line. Good morning. Caller thank you for having me. I love cspan. It is where i get all my news, besides social media and other news stations. But we are looking toward the future here. There is no clean coal burning. There are other purposes that if you havefor, but kids, you have to be concerned about the air you are breathing. With the fellow down in arizona who is just on the line, he needs to think about that air he is breathing with valley fever, is that spore that can kill you from breathing the air. I actually got it from being in arizona. It is just bad. Like your terms said, electric, gas, and trump is nothing but a dog and pony show. Host mark, independent line. Caller good morning, thank you, pedro. I do not agree with the rollback , as the gentleman from arizona was just mentioning about the chinese burning the coal. That is totally false, because the chinese are actually windasing their renewable turbines and solar because of the problems with dilution in beijing and other places. Withow the coal plants the coal plants they have built. I am not apathetic to the people that live in the states, but the reality is unless you can sequester the co2 from coal, it is all done. As other guests or collars have haveoned callers mentioned, Oil Companies are investing in these Renewable Companies themselves, and all you need to do is read online or heck of a paper and you will see it. Thank you. Host chattanooga, tennessee, catholic, kathy, democrat line. Caller i guess this is more of a personal testimony. I live in chattanooga, we are surrounded by beautiful mountains, my dad worked in a foundry for years, and i remember as a child seeing him come home with black stood over his face. Black lung disease, and now i can look back and chattanooga has put a lot of things in place to decrease the pollution from coal. The coal industry has pretty much gone its way in our area, and i can look back and compare now to then. I did not appreciate the loss of much morethe air is viable for our children, our grandchildren, our elders. The caller said before, i do appreciate the loss of jobs, but in this case, i guess our city is not as big as may be some of the northern cities, but comparable geographic wise, we are surrounded by mountains. But the coal industry was a detriment to our city. So i appreciate the rules that have been put in place. They just have to open their eyes. Could just stop looking at ourselves and look at the bigger god has called on us to keep this earth. Look at the Bigger Picture and not just my pocket. I am a hard worker, but not for my pocketbook, for the great of man. These rules were put in place to help people, not to harm people. So President Trump, what scott pruitt stet at the end of his end ofnt said at the his statement, we will listen with humility, this is all sides i think that is just rhetoric. If you were listening and looking at the whole environment , you would not try to just cleave one set of people. I do feel for their jobs, but there are other jobs. You have to be willing to educate yourself for these jobs. Cathy in chattanooga, tennessee, giving us her perspective. The epa on its website talks about some of the next steps after the decision yesterday by the Trump Administration. Talks about the proposed repeal and accompanying technical documents, presenting a wide range of analysis and scenarios to the public. As well of the notice and comment prophetess process for the proposed repeal, the epa will continue this analysis and inform the public. The final action on this proposal will be a thoughtful and responsible approach to regulatory action ground with the authority divided by the statute. Administration is respecting the states roles and how we protect the environment. We added a line for those who work in the coal industry, 202 7488003. Phyllis, florida. How are you . Caller fine, thank you. I would suggest that President Trump go work in a coal mine for one day. I watched my father die of black lung, and it was horrible. It was horrible. Just 1 if he works just one day, i guarantee you he will change his mind. Coal is far as concerned, you do not think it is a viable source of energy in the u. S. . Caller no, i dont. We have been doing without it. So why go back to it . Why go back to the dark ages . Look how many people died of black lung. Dot aside from the deaths, you think newer types of energy, clean energy, will satisfy the demand the u. S. Has for energy . Caller you get pros and cons. Everybody is not going to agree. Christ could not please everybody. Why should we try . ,ost glen, new york independent line. Go ahead. Caller hello, how are you doing this morning . Host i am well, thank you. Caller i have a couple comments and some questions. Before you hang up on me, i have a knock on you here. 3, 4 years ago, you had a bean counter on to figure out how much land it would take to put windmills and how much energy it to use renewable our clean energy, and you cannot Power New York city. It is impossible to do it with wind or solar power. Would take ait space the size of rhode island to put up windmills. When it comes to cars, technology, it is not there. The batteries that is the problem with the batteries . You cannot do anything with the batteries once they go bad. People do not understand like the windmills they take a special oil that has to be changed to put them up. It takes 50 yards of concrete just for one pad to put the windmill up. Figure how much you will power these cities with this stuff it is not there. What i would like you to do on cspan is bring in experts to explain to people how much dorgy it would take to renewable energy, how many batteries, and what you do with the batteries. When you are done with them, nobody will take them. You cannot put them in the landfills, you cannot do anything with them. So right now, the way the technology stands, you cannot afford it. Dogooders ishe they want to do away with all singlefamily homes and stuff because it uses too much energy. People do not understand that. They want you to live in a situation where you can walk to work or use a bicycle, and live in commune situations. I would like to see you guys bring in the experts you used to have to explain to the people what renewable energy, at this point in history, would take and how it would affect everybody. Caller glen, thank you for this host glen, thank you for the suggestions. Republicans,1, independents, 202 7488002, democrats, 202 7488000. If you work in the coal industry, 202 7488003. NotTrump Administration has always been careful making rules. The first immigration executive iter was a classic in ways undermined its goal. In this case, it is favoritism. Canada trump put much stake in restoring the coal industry. Indeed, whole country is suffering and obama hogtied the industry with red tape. That does not mean trump should break the rules to help coal, as early hints suggest it may. Be new climate rules should as neutral as possible. Epa administrator scott pruitt put it well Regulatory Power should not be used by any regulatory body to pick winners and losers. We trumpet through us, we hope, understand the difference between minimizing harm and helping industries. We will hear next from jean, republican line. A great idea. S we need to start putting young, black men to work. This is not 1950 any war anymore, there are ways to deal with black lung and pollution. Every small step for our employment is a good step. Host West Virginia is next. We hear from gary. Do you have experience with the coal industry . Worked 24 years in the coal industry. I just wanted to comment that i think is a great thing that trump is doing, rolling back these regulations. Took over, and i was making 38 an hour in the mines. They were absolutely booming. Afterward, they cut us down to 25 an hour, and it was not long after that they cut us down to one shift. They came in and made their own rules, and completely shut us down. In 2013, i was working at the dorders there was 32 West Virginia, and that is a danger where they shut your mind down. Mines got 16 of those orders. They completely broke the laws and broke the rules, and were going to shut us down. What obama did was completely wrong. It was bad. Host as far as energy is concerned overall, what do you think the natural the abundance of natural gas we now have, fracking, getting that, what have those things done to your industry, and do you think those are contributing factors as to why your industries in the current state it is . Is with thething natural gas it takes twice the gas to run a plant as cold as. L does. Ve coa they have so many systems for clean coal, and it was not like it was in the 1950s. A mine was dirty, filthy, nasty runoff everywhere. What they do now, cole is a very clean system if it is done right. They do a very good job of doing things right. Natural gas does not compete with coal. Host if these rules get rolled thinkhow long do you before you see something happen in your industry, where there is more hours and things are not currently as you described it . Caller since President Trump has taken over, we have already seen a rise in people getting hired. Notas to where you could buy a job, but now the mines are picking back up. Gary, West Virginia, who works in the coal industry and giving us his position on this decision by the epa to roll back the Clean Power Plant rule. We are taking calls, we have taken them for the last half hour and will take them for the next half hour. If you want to comment on that. , republicans. 01 202 7488000, democrats. Independents, 202 7488002. Back and forth with Rex Tillerson and President Trump and issues with iq, the president fired a shot at tillerson over the war on i think it is fake , but if hes said did that, i guess we would have to compare iq tests. And i can tell you whos going to win. [indiscernible] undercutdid not anybody. I do not believe in undercutting people. Thank you very much, everybody. That was the short statement yesterday. If you go to the pages of the hillhis morni the this morning, the organization mensa has an invitation to both President Trump and Rex Tillerson, describing itself as an International Society whose only qualification for membership is a score in the top 2 of the population in standardized intelligence, and if they were to take trumps be happyn, they would to have a testing session for President Trump and secretary tillerson. Bythe topic of the decision the epa, republican line. Go ahead. Caller good morning. Studying here at the university of maryland about biogeochemistry, i know a little bit about chemistry and some of the Environmental Concerns involved with coal. As a result, that is usually why i do not support it and see why people want to push toward natural gas and renewable resources. Coal,ou are mining for as are often getting pyrite well as which contains a lot of sulfur. It breaks down readily in streams arethese being pumped with a ton of sulfur, which creates very acidic conditions, and basically kills the whole thing. It releases other metals, which kills fish downstream. We will have to let you go, apologies for that. The connection is falling off. Battle creek, michigan, independent line. You are on. Lets go to robert into henderson, kentucky, independent line. Pedro. Good morning, i have lived here for 32 years. Coal at one time was a promising industry here. I cousin worked in the coal mine, my greats brother was there for 65 years. I saw the my greatgrandfathers brother was there for 65 years. I saw the residual effects from coal. It is not coming back. It is outdated. Lying, ismp is misguided. His efforts to confuse people to make them think that coal is going to come back it is not coming back. It is a dying industry. There are certain types of coal that you can burn that are as detrimental to the environment as the old kind coalal, but nevertheless, is not coming back. It is a misnomer and the perception donald trump uses to pander to his base and to people that are desperate. Host when you say it is not coming back, what do you base it on . Caller i base it on that right here in my hometown, several mines have closed. Union county closed, mines and western county closed. These mines are closing and laying people off. I have people working above i know people who work above ground and coal, but underground, those jobs are not coming back. There is no place for it. It is just a misnomer, and really a delusion. Donald trump should be ashamed of himself. The epa wants to erase anything obama has done. Thats what the Trump Administration is. Democratem, oregon, line. John, hello. Caller hello. I agree with the last caller , and coal being something of a dinosaur, the sulfur emissions are not any good. We see what happens in china with a coal fire plants, and how china has moved to what do you call it . Solar power. But what everybody is missing out on is nuclear power. We have not built a Nuclear Plant for 25 years, and the engineers have gotten so much better that our Nuclear Plants are safer than ever before. Host do you think they can provide alternative enough energy if coal is a dying industry . Could those plants provide a Good Alternative . Caller oh, for sure. Host why is that . Caller because they produce more electricity than coal fire plants, they pollute less than , and the onlyts problem with nuclear is that you have the nuclear rods that, once they are wasted, you have so long that you have to recycle them. Engineering is therefore Nuclear Plants. There for Nuclear Plants. Fear that happened years ago still happens, but they are the best way to generate energy. Oregon,hn in salem, giving us his thoughts. If you more stories to show you. This is the wall street journal, brian powell saying that a Congressional Committee issuing subpoenas targeting a research a dossiercomposited of unverified and unflattering information on President Trump, issued by the House Intelligence Committee to employees at fusion gps, which performs research for political and corporate clients. Compiled a 35eele page dossier on President Trumps alleged ties to moscow. The information remains unverified, and President Trump has denied having any improper ties to russian government or business interests. The subpoenasof was confirmed by an attorney for fusion gps and a democratic aide familiar with the congressional investigation. The subpoenas were first reported by cnn. It is hard to justify withholding information after a governor leaves office, said it nate jones of the National Security archive at George Washington university. Republican line, june. Hello. Comment is that we had eight years of somebody trying to push us into isialism, and all of this about regulation after regulation after regulation to economy, keepour people from their jobs, and as far as im concerned, it is all a bunch of hokum. It started over there in britain with that guy, who started this stuff and got gore started about the environment. Saying that all regulations are bad, like cleaning up the chesapeake bay. They did not take everybodys job away when they did that. I think it is just ridiculous. Host do you think the reversal of these regulations will change anything in the energy industry, particularly when it comes to cold . Coal . Caller i think it will. They talk about clean coal. I do not understand that, but i am assuring myself that has something to do with the emissions control. If you want to put omissions on cars, you will find out from state to state in rural areas we do not have emissions controls. It is just in the cities and so forth, and a money thing, like Everything Else. We will never be in the same chinahina is an shape is in. They do not really care. In this country, we work toward doing things that are progressive. But when it comes to changing our government system, that is all this is about. It is constantly working against our constitution, trying to change things and make us more like italy, greece, england, brussels, and so forth. You know what . They are working pretty hard at it. Int ok, that is june virginia. Matt smith on twitter this morning, talking about the decision made by the epa. All policy creates winners and losers. Under scott pruitt, the American People are the losers so coal ceos can win one last time. Matthew, vancouver, independent line. Caller caller i believe caller i believe that coal is very dirty, especially when they. Se mountaintop mining the rain comes, it is washing the oil and those chemicals down into the streams, killing fish, making people sick. Fracking is not a good idea either. It is causing a lot of into thees and run off water. You hear about water shortages . That is because of the methods they are using for fracking. Solar and wind mills that is a push by a guy who is hidden back, the finance guy of the whole democrat i should not say democrat, because there are good democrats out there the liberal progressive democrats. Hes in San Francisco and hooked up with george sursoros. It is all about money. Around the early 1900s, Benjamin Franklin came out with lightbulbs. Kerosene was no longer needed by rockefeller, and he got scared. It automobile came out and was meant to run on alcohol, but then he did some deals and stuff and that is how we got into oil for a long time. We can grow enough props in this country to run our vehicles off are a lot, and there of other alternatives. But nuclear is not good, if you look back at fukushima. The waste from fukushima, people are worried that that is where korea that their plutonium from. Host aside from growing corn for alcohol, what other Energy Sources could meet the u. S. Demand . Wind and solar i do not mind that, but what i think mr. Trump is trying to combat is that this guy is trying to get a world trust, so he is the only one who produces in germany. Lar panel three so plants in china by working with the government there. I remember something about obama not allowing a certain manufacturer of windmills i think it was in washington or oregon to be able to come in, and the Supreme Court judge questioned why you were doing that . There is profit, stock markets in this whole thing. That is why this whole climate thing i do not believe in the climate going hotter or whatnot, it has not changed in the last 30 years. But i do believe that there is a lot of stuff making our environment bad. Host the president sending out a tweet, taking a look at the nfl. Demandut time that that all players stand for our Great National anthem and respect our country. The pages of the wall street that theeflect that, manual on game operation for the nfl does say players should stand for the national anthem, not saying they must stand, even though the word is used in numerous instances in the manual regarding player behavior during games. Scheduleds are to meet next week in a new york. The story goes on, saying after mr. Trump began his criticism of the league three weeks ago, referring generically to players who knelt during the , whom, mr. Lockhart reserve served when bill clinton was president , took on mr. Trump directly, saying the league fundamentally could not disagree more with him. In the that is available wall street journal. Jasper, indiana, independent line. Yes, i agree with all the gentleman in the past about the coal industry being an unhealthy occupation. Solar the idea that energy would be the way to go. That is all i have to say. Do you think solar can meet all of our demands here in the u. S. . Caller i think so, because china is going to town with that stuff, and it is so much cleaner and healthier. That is the way i think we could go. The wall street journal also highlighting what power plants themselves are thinking about this decision by the epa. Sizable power companies, such as American Electric Power Company and rg energy and Southern Company corporation have said the move will have only a marginal effect on their planning. The chief of improving technology and consumer demand are creating a marginal creating a market for cleaner energy that is largely unaffected by what is happening in washington. And moretural gas, efficient power plants have run coal burning rivals out of business. Advancements in wind and solar power with help from subsidies have cut Carbon Emissions as well. Virginia, our line for those affiliated with the coal industry. What is your experience with the coal industry . Caller my father was in the coal industry for about 40 is as but my main comment geologistt is a predicted about four or five years ago that the coal industry, the seams would be running out in 20 years, 20, 25 years. So work in the coal industry within probably be nonexistent. I am talking about coal. So i am referring to that geologists projection for southern West Virginia. Host so are you around the place were coal is produced . Southern West Virginia, i am in the midst of southern West Virginia, where there are many calls ground and also host places where coal is mind. Around there,e what is the work situation . Give us a picture of what it is like an oak hill . Caller some are out of work because the mines have reduced their force, also just because of mechanisms. Reduced their force, others have closed. I am talking about by two coal now. Minors are going into other areds, going miners going into other fields, going back to school, and many people around here feel that within several years, there will be no Jobs Available for those cool minors coal miners. Regulation never took effect in the first place. If im hearing you correctly, you are saying coal was going to run its course anyway. Caller yes. Host so when it comes to concerns about future energy, there is natural gas, some have suggested solar, nuclear, wind power as alternates versus. What you think about those as potential replacements for the Energy Produced by coal . Wind power, probably. I am not a fan of drilling for gas, like the other gentleman from i cannot member which te remember which state he talked about earthquakes in the use of water. That is just as bad for the where there is, run off from coal and sulfur and what have you. So it is a tossup, really, on what type of coal. Nuclear, also, i agree with the other gentleman that getting rid problem. Ent rods is a that is a tossup on what we want to do in our world and with our health as a people. Host thank you for telling us about your experience, particularly there in West Virginia. Calling on our line that is set aside for those who are involved in the coal industry, someone who worked in it, lived around in it. 3 if you want to get your thoughts in the last few minutes of this time, talking about the decision made by the epa yesterday. Huntington, West Virginia, lowell, go ahead. Thank you, pedro, and thank you cspan. I drove electric generators, and those can use any fuel whatsoever. I would like to replace the coal burning units that i helped build in the 70s 1980s. N the 1970s and we are ready have the locks and bands in place in mississippi. 125, 1300ace , filledctric generators them in dams in mississippi and the various rivers we are blessed with in the United States, we could produce all of our electricity without using any fuel whatsoever. We do not even need the fuel cells or the batteries. We could use wind cells, fuel cells, and use the energy of the current of the river. Host lowell, in West Virginia with his signal breaking up a bit. Thank you for calling in and giving your perspective this morning. Delaware, republican line. Hi. Caller hi, how are you . Host i am well, go ahead. Caller i am calling in reference to western virginia. My father was a coal miner, and i lived in the West Virginia area many years ago. It was very prevalent that many of them caught they were victims of black lung, you name it. But the people who lived in those surrounding areas, that is from the coal mines, it infiltrated the homes. You could be sitting in your home and still get coal dust all over you. I do not think it will be a return as well with the coal mines, because they have youpped so many places out, know the seams of coal . There is nothing really left. That is very damaging to the earth. I cannot see that we continue. Our problem is that we continue to harm the earth and everything that god has actually given us for the viability of our longterm existence on this planet. I am in favor of the solar energy, to where you can regenerate the air, recirculate the air. You need to come up with some kind of situation to where they have large turbines or something that can do a regeneration, to purifyion juice the existing air in which we live. If they continue to have run off in our creeks and riverbeds, we will not have anything in the oceans. All of that will be absolutely polluted. Epa in certaine aspects, because if there were no regulations, they would continue to dump and pour everything into our creek beds and rivers and stuff, which would cause us to have no fish or no life in the sea or ocean. Host jeannie from delaware. The Washington Post business section this morning highlighting an effort that took chicago, the city of the soda tax and the repeal of the soda tax, saying the tax has been plagued by legal challenges , implementation glitches, and a multimedia battle between the soda industry and Public Health groups. On tuesday, the board of commissioners voted 151 to roll back the tax, as effective december 1. Pitched plugged as a as a means to plug a 1. 8 billion budget gap, and is a means to improve Public Health. But there were early signs that the soda tax might not raised revenue that advocates hoped, and the policies roll out was dogged by implication errors and legal challenges. When the tax finally did go to consumers august 2, organize highly visible boycotts. New york is next. John, republican line. How are you doing . I did vote for trump. He is the first candidate i have ever cast a vote for, it president ial and a president ial election or otherwise, but i am slightly concerned there is a big chunk of ice the size of manhattan that just broke off of and article antarctica. Global warming, i do not know if it is real or not. The earth does go through cycles. Take into he would consideration the zero point energy system, based on andtromagnetics selfpropelled. All you have to do is look it up online, check out the videos, and you tell me is it real or bs . Host that is john from new york, and she will be the last call on this topic. Expected soon is the decision about the Iran Nuclear Deal and the United States, whether they will remain with it or not. And washington journal starting at 7 00 a. M. Eastern on cspan. Washington journal continues. Host joining us now, Blaise Misztal of the bipartisan policy center. He served as the here to talk about the Iran Nuclear Agreement. Good morning. Can you remind us what the u. S. s role is in the agreement . Guest sure. The u. S. Was one of the leading countries trying to get this agreement and the first place. As part of the agreement reached summerident obama in the of 2015, the u. S. Has the off of to lift nuclear sanctions. The deal specifies nuclearrelated and nonnuclearrelated sanctions. Was thetimately, what hope of the Obama Administration in putting this deal together . Guest a couple of different things, depending on who you ask and also at what point you listen to president obamas speeches on this. It was really to restrict Irans Nuclear program. But if you look at the announcement from president obama in discussing it, there was a hope that by bringing back iranian grange met with the world, bringing back iranian commerce internationally, that a change in theto country either with respect to the regime or change within the regime itself. Host any indication of that happening . Guest certainly not come in a. If anything, we have seen the regime strengthen in the fact that they have unfreezing of they aresets, undertaking greater influence in the region. Host we are supposed to see President Trump make an announcement on where we are going to be on the deal. What is the perspective . Guest it is important to remember that this was a deal struck by president obama sort of unilaterally. It was not a treaty, it did not involve congress, which did not Mean Congress did not want a say. They passed the Iran Nuclear Agreement review act, which gave them a say. And also set up a process that is the deal didnt go forward, it requires the president to certify that iran was living up to inside of the agreement, so every 90 days, the president has to say iran is meeting for criteria that the deal is fully implemented, that iran has not reached a deal, is not in violation of the deal, that iran is not continuing its Nuclear Weapons program, and that the deal remains a vital interest of the United States. This week, they expect President Trump to say he refuses to give authorization after the october 15 deadline. Host we want to ask our guest questions about where you are. 202 7488001 for republicans, 202 7488000 f democrats, and independents, 202 7488002. cspanwj on twitter. Is iran keeping up with the treaty . You could probably make an argument for all four. Sure. Estion is if you let me run through the criteria. I think the one President Trump will follow through on is the National Security interests in the u. S. He says this is the worst deal ever. On the Iran Nuclear Program are in time hold timelimited. High itses, how uranium. Within the next year, all those restrictions follow way, so that remain int can still Good Standing under this deal. The limits on new sanctions on iran are permanent, and that one sidedness, that worry that we are just delaying Irans Nuclear program, not preventing it altogether, i think is what President Trump will react to. That iranalso things has done that indicate they may not be complying fully with the deal. There have been instances where iran has more Nuclear Materials than it is supposed to under the and there have been instances where, at least the u. S. , has wanted to inspected facility in iran where iran refused the inspections. So you can make a case of minor violations of the deal. Inspections, it gives all access to everything that might produce or are there sectors . Ed off guest there are a couple of different categories of facilities under the deal. Anything whether his nuclear uranium, there is 24 seven access to. It reduces things to the nuclear program. The deal goes a step further and says if we think there is a delete where you might be doing something related to Nuclear Weapons, we can go in and inspect, but it is convoluted, not at you. I. D. E. A. Our military facilities where the u. S. Thinks we need to inspect, but the International Inspections agency has not pushed it far enough for the Trump Administrations liking. Host our guest is Blaise Misztal of the bipartisan policy center, talking about the iran nuclear engagement. You are first. Good morning. Caller my first comment come anytime of the founders, there was no mass media, twitter anyone elevated height of politics to be considered by presidency was vetted by collings here he worked with elbow to elbow in the , he knew the abilities of the people getting high enough to be considered for president. Advent of after the twitter, primaries, Cable Television searching things that attract eyeballs more than asen shed as much light your program. We have someone like mr. Trump who can rise to the top of the selection, that bypass the vetting of people in government who already know that he is capable of doing the job. Host so get to the iran deal, please. Caller the part of the iran deal is you have to have someone with a modicum of substance, of knowledge, who has been vetted by colleagues, who is qualified to even talk about the issue. It is so complicated. We have people who are advanced physicists and others of that expertise, but at least he should know who to ask and what questions to ask, and we do have Something Like a bar exam in place of the betting that were used to have done informally to establish whether someone is qualified to be on the ballot. Host Blaise Misztal, as far as President Trump is concerned, is he leading the effort . Guest i think we have seen a very engaged administration, whether that is secretary of defense mattis, secretary of state tillerson, h. R. Advisor, the security and certainly that has been an iran policy review going on white house and very first days administration, so whatever decision is being made, whatever announced this week, i think is going to be the result bya multimonth deliberation the administration, and certainly one that has been thinking about iran well before the presidency came into office. Secretary mattis, then general mattis, testified in front of congress and said iran, iran, iran. 3 generally, the people working in this administration have experience on this issue. Host eric in maryland is next. Caller good morning, pedro. Good morning, america. Good morning, guest. Thank you for allowing me to express myself. I used to be a democrat. Failure that one made me switch to an independent because president obama, according to me back then, was the element. I think it was a really naive thing to think that iranians would change just at the snap of his finger. They are learning from north korea. Other sense, like benghazi, libya, when they killed qadhafi, and now libya is parading around with isis. There are so many policies under obama. I completely agree with President Trump, and if it were up to me, it would be changed completely. Host eric, thank you. Guest i do think libya is an interesting case when thinking about nonproliferation largely. Off he actually had a nuclear and Chemical Weapons Program that he gave up thatetely in 2003 completely allow the International Community to come in and take away everything, all , so for other countries who might be thinking about doing the same thing, when you look at that, when he gave up his nuclear and Chemical Weapons Program, and then look what happened to him in 2014, i think that is an unfortunate example. If i want to survive, if i want my regime to stand, maybe i should hold onto these weapons of mass destruction, and that is what we are seeing happen in north korea. Hopefully that is not what we will see happen in iran. But it does pose a major challenge to nonproliferation. You work with these regimes that might be really bad to try to give them reassurances in order for them to give up their most dangerous rep weapons. From pennsylvania, democrats line, hello. Caller hello. Thank you for taking my call. You said general mattis and other people in the administration are going to be in on the decision. Well, general mattis and then do nott and said they want in the agreement. I want to know what is President Trumps expertise to make the decertify when a report came out this morning that said he wants to raise the United States Nuclear Arsenal tenfold. That is why he is called a more on. Thank you for taking my call. Guest that is an important point and one that is a little technical. And the two certification of the field is not actually related to the withdrawal of the deal. The certification is related to and is basically about the president telling congress whether he thinks the deal is working or not. It is not, by itself, change americas standing in the deal. Under the terms of the deal as long as the United States does not put back the sanctions put on iran, they can call the deal horrible, onesided, they can say whatever they want about the deal. We are still part of the deal. Decertification will not change that. The question is what will President Trump say beyond decertification . What will the policy on iran be beyond the certification . The members of the Administration Come as you just pointed out, suggested they are pushing for saying we will think the we do not deal is working as it should, but we will not leave the deal, we will stay within it, try to work to improve it, and also what i think is important, and hopefully well hear from the president this weeks construct a policy beyond what goes to the Iranian Nuclear program. Whether that is the army, has laucoma supporting assa hezbelloh, supporting assad, whether that is supporting the huthi in yemen, there are a whole range of issues beyond iran. Host if i am one of the five International Partners waiting for the speech, what what i hope to hear . What would be the reaction if he decides to go ahead and decertify . Guest we have actually seen pretty much all the members of the t5 plus one, the International Body that helped pass this deal, say they do not want to see President Trump decertify. That is partly based on the misunderstanding that decertification means he will try to pull the u. S. Out of the deal, which is not necessarily the case. Europeans want to keep doing business with iran, from the russians and chinese who are more closely aligned with iran, they do not want to see this deal end. We have also seen iranians try to signal that they want to portray any certification as a violation of the deal, as a sign untrustworthy,ng that it is not credible, that it does not le live up to its international commitments. But we have others who are itching to see the u. S. Do more on iran. Not to necessarily blasted the deal but have a more aggressive site for iran tampering in the region. So we have different expectations from different groups of allies that will have to be balanced. Host the bipartisan olives the center is where our guest works, the National Security director and i partisanpolicy. Org, the website. Talk about what you do as director for the program. Guest sure. As the name suggests, we believe bipartisanship is vital to issues facing the united eights, and i believe that is particularly true on National Security, where these days, longterm threats whether the Iran Nuclear Program, dealing with russia and china, north korea where one president will not to the conclusion of these issues. So bipartisanship, comprehensive strategy is really critical to resolving these challenges, and we try to help. Host republican line, jack from rhode island. Caller yes, hi, good morning. I was taught as a kid when i , with my germanic background, that technology can never be regressed. It can only grow. Now, with this iranian deal and with north korea, you can slow down technological growth, but you can never stop it. Iran, in time, will become a Nuclear State. North korea is a Nuclear State that i do not think can hit the United States right now, but they are coming to that point, ok . The country that have the problem with iran is israel. Israel is a technological theirtate, however, geographics are very small, basically the size of rhode island. Nuclearneed is two warheads, basically, to hit israel, and israel ceases to exist. Now, you cannot stop it. You can only slow it down. Israel andhing, too, saudi arabia today have a quiet alliance. They have to keep it quiet. Saudi arabia is sunni muslims, iran is shia muslim. They are at each others throats. Host lets leave it there. Guest youre right, jack, there is no way to put the genie back in the bottle. There is no way to make Iran Nuclear Scientists forget how to build a Nuclear Enrichment program, how to construct a Nuclear Weapon. The inspections part is really key to any nonproliferation regime. In fact, every signatory of the nonproliferation treaty, which is every country except five in the world right now, accepts concessions. That is why we happy Atomic Energy agency that goes around the world to inspect programs to have an idea of what each country is doing. Iran has some of the biggest, most inclusive inspections of any country in the world precisely because we do not entirely trust the. Prevented if they decide they want a Nuclear Weapon . No. Then it becomes a question of international well. What do we want to do to prevent iran from having Nuclear Weapons . Do want to prevent a north korea by all means necessary . I would also point out that iran is not just a threat to themselves. Iran is a threat to the region. Look what theyre doing to iraq, to yemen. They are a threat to the United States. Look at the naval vessels in the persian gulf. They attack naval vessels. They launched missiles against u. S. Ships in the red sea, and actually plot terrorist attacks in washington. In the Obama Administration, there was an iranian plot that was stopped. Up there going to blow entire pc restaurant while in a vassar was having dinner. This is not a regime that is only focused on israel. This is not a regime that is contributory International Peace and stability. There is a threat. Host eliot engel, the vice chair of the House Foreign Affairs committee, made a similar statement, when he talked about supporting it at first, but he said in part what you said, this revolution establishes a timelimited ban s Ballistic Missile program, and conventional arms transfers coming yet iran continues to ship weapons and to syria, yemen, iraq, and lebanon traded us is on acceptable, and our partners should join the United States in demonstrating to iran that he will not tolerate it. , the president has definitely stated what he thinks about the nuclear deal, but what are we going to do about it . One of the criticisms about the nuclear deal that is not address the rest of irans nefarious activities still need to put in a place, a strategy that us. I think that is a question for President Trump is how do you begin to at least contain, possibly push back on iran, its dominance of iraq in syria, support for hezbollah, support yemen . In that is something that there is definitely interest in the middle east allies to do. He last caller is right. There is a bridge. There is a great feature in the wall street journal editorialpage today. They see iran not stopping at the border of iraq. Israel is concerned that they are next. Saudi arabia is concerned. They call itself a protector of all muslims, not just shia muslims. So far, we have not had an answer to it. We are hoping to hear something this week that will go beyond the nuclear deal and address the regional issue. Host 20 democrats line, lets hear from gary in atlanta. Caller how are you doing, cspan . Listen, i just wanted to say that the gentleman from rhode island hit the nail on the head. This is all about israel. This is the same stuff we heard leading up to the war in iraq. It is the same talk. What they want to do is they want to bomb 80 Million People over there and make iran look just like iraq. That is what they want to do. Israel, well, it has got Nuclear Weapons. Nobody said nothing. They have more weapons per capita than any other country in the world, but nobody says anything. It was the israelis who introduced terrorism to the middle east. When they chased the british. Now everybody adopted it. Israel has a heavy hand, they have used a heavy hand, and all the countries felt uncomfortable with israel having Nuclear Weapons. Host ok, gary, thanks. Guest it is important to point out that Irans Nuclear Program Israel is far more advanced than we ever thought Saddam Hussein was in iraq. There are three elements to a Nuclear Weapon. The material you need, which is either uranium or plutonium, you need to know how to build the Nuclear Weapon itself and make a Nuclear Chain reaction, and you need of Ballistic Missiles delivering the Nuclear Weapon. We know that iran has developed all three of those. We have credible evidence. Were modeling Nuclear Weapons and testing high explosives. We have seen Ballistic Missiles that iran has tested. This is a very real program with no doubt where iran were headed. Host do we accept other nations having Nuclear Programs . Is that something we can approach iran, just living with the idea that they have a program . Accept othernot nations having programs. He nonproliferation treaty was signed, and grandfathered the ones who already had it. That is the United States, the soviet union, now russia, china, france, and great britain. The nonproliferation said no more beyond the us. Isia and pakistan, israel believed to have but not confirmed to have Nuclear Weapons. But we really want to stop that there. We wont accept the breaking out, leaving behind the obligations and trying to get weapons. With north korea, we do not accept north korea having Nuclear Weapons. Denuclearization remains the policy. I do nothing will ever accept a nuclear iran. Host other countries just want to be in the club, so to speak. Guest yes. Tensions between themselves they have National Security interests that they think will be served by having a Nuclear Weapon, and i think the same is true in iran. If dont need to believe iran is going to use Nuclear Weapons against whether it is israel, saudi arabia, or the United States to be scared of it, because them having it creates the deterrent, right . Countries do not want to mess with the because they did not want the possibility of a nuclear contest. That allows you to do a lot of things. North korea gets away with a lot of stuff. It hacks the United States. It increasingly shells south korean positions. Were not respond because we are worried about an escalation with a nuclear conflict. That is what we are worried about with iran. All the things that is already doing, supporting terrorism, destabilizing the region, it can do that times 10 because it knows we will not go to war for it. Misztalxt for blaise from the bipartisan policy center, from hawaii, this is alan. Caller hello. Listen, i have a few questions. First of all i will just give you some questions you answer when i am off the air. First of all, some new intelligence is apparently coming out of these military bases that were not part of the original agreement, and they need to be well examined and even parts of the and you mentioned some of these problems with inspections. At the u. N. , there was discussion with north korea that scientists may have actually assisted north korea in expanding to 2 stage Nuclear Weapons, and what is the problem that we are not able to survey very well north koreas interests in moving materials and components back to iran for money . S type of proliferation this would probably be in the ocean and would require blockades and would require a lot of surveillance. But these are things that need to be considered. North korea probably thinks iran is a prime customer right now because iran is still trying to look like they are compliant. Host caller, thanks. Guest a lot of good points there. A couple of clarifications. There are no such thing as nuclear bases that are not covered under the agreement. The agreement specifically gives the i. D. E. A. Inspectors the authority to inspect anywhere they want to. It is just that some of the procedures for doing so are complicated and wire asking iran first of myon process that can take up to 30 days. The issue right now is places that the u. S. Wants it to inspectionsi. D. E. A. Agency is not going to ask iran to inspect those. It is not necessarily about the inspection. Host the last call, baltimore, maryland, mike, hello. Caller yes, thank you. I think the speaker touched on a major item, that most of these countries want these weapons to serve as a deterrent, and as was mentioned, without the weapons, gave up his weapons, we still went in and took him out. It is not because of covert activities such as terrorism, which you mentioned earlier, which is a way of bringing attention to issues that we are proliferating in their country, the expectations and attempts to sabotage their society. Wants thoselly resources in these countries, and these countries are pushing back by obtaining Nuclear Weapons fo from north korea. In particular, we dropped bombs on north korea during the war more bombs onpped north korea during the north korean war than on world war i and world war ii combine. Guest i think if you were to ask anyone in the region right now, iran is the largest regional aggressor. They have been involved in conflicts in iraq and yemen. Funny after the experience we had in the iraq war, but we are looking for the United States to come back in order to bring peace and stability, in order to deter and roll back aggression. Regionalually the countries, the sunni arabs but also the kurds and a lot of other minorities in the middle east are asking for the United States to reimpose piece and are iran as the aggressor. Blaise misztal of the bipartisan policy center, again, bipartisanpolicy. Org. Thank you for your time this morning. Guest thank you. Host coming up, we will talk rob goodallntative of georgia. Later on in a program, california congressman ted lieu will talk about the Trump Administration and Immigration Reform. Those conversations are coming up next. Everything was devastating for him at the end of thing was really isolated and alone. Sunday night, author and williamr emeritus taubman. Prof taubman he trusted the American People. Totrusted them to allow him leave them where they had never been to go. To follow himm and trust him to become a market economy. He trusted them to follow him as he made peace in the cold war against the ancient enemy, the United States. He trusted them too much, as it turned out. Sunday night at 8 00 eastern on cspans q a. Cspan is available in washington on 90. 1 fm, on a website, cspan. Org, or by downloading the free cspan radio app. Cspan radio, at 20 years, when you hear history unfold daily. Washington journal continues. Host our next guest is rob woodall, the representative republican from georgia and a member of the Budget Committee, or to talk about tax reform. One of the things going along with the idea of what republicans are proposing is what it does for the deficit. How do you change the tax structure and not blow up the deficit . Guest it is not the only opportunity to get rid of the deficit. We balanced the budget in 10 years. We are the only folks in town balancingout the budget in 10 years. Even that helps 3 trillion over the 10year window until we get the balance. If we can talk about increasing economic growth, getting north of 3 in terms of gdp growth, we will talk about increased tax revenues. You cannot pay income taxes unless you are making an income. Theave got to give folks Work Force Participation rate that has been so discouraging low over the past few years. Those. Back into the workforce the more money the American People are making, the more money American Families have, the more money they can a in taxes. That will be the answer in a longterm. Host you talk about the proposal increase, 1. 5 trillion to the deficit. How do you reconcile that plan . Guest i hope this we will see that plan come out of the senate, go to congress, and we the planetary gear optimistic. I think for good reason. The house has been very successful. We have rebuilt we have passed asked in a bipartisan way, about 80 pass in a bipartisan way, waiting on some action. It is not about a number of programs they will be able to detail. I hope we will come house or to the house position in the conference, in the senate position, but candidly, we have to come to an agreement to unlock this pathway to tax reform. If i can get 80 of what i want, i will call it a good day. Host what is your thinking about things that go along with actual numbers, things like mortgage deductions, state and local taxes. Some people . Are concerned about those going by the wayside . People are concerned about those going by the wayside. Guest it is good to have folks committed to their community. It is good to allow folks to prepare for their retirement. Of course it is. We want to keep doing that. Is there a reason we decided to dump state and local taxes . Of course there is. You already paid the tax wants. Why should you have to pay it again . Is there a flip side to the conversations . Of course there is. We are subsidizingextra sections at the expense of low tax jurisdictions. At the end of the day, we have an opportunity for once in a generation tax reform. We are talking about taking america from being the least competitive tax code in the world to one of the most competitive tax codes in the world, and that is the biggest deal for me. I think Everything Else is going to be a negotiation in terms of how do we get to the vote. I think the votes are around protecting the Home Mortgage interest reduction. I think the votes are about reducing other exclusions, but we will have to count those votes one by one, and we will have to hear from the American People and where they are. Host you will have to change how the deficit is affected. Guest i do not think that is where we will end up. I think there are enough moving pieces that we will be able to come around a revenueneutral plan. I dont folks in the senate are not quite as optimistic as i am. I am proud of the budget discipline i have seen over the past six years i have been in congress. Can we cut our way into prosperity . No. But the budget has to be part of the economic growth. Host rob woodall, our guest, to talk about tax reform and the efforts that are being made by republicans in the house and the senate. 202 7488001 for republicans, 202 7488000 for democrats, and for independents, 202 7488002. If you want to tweet us, even as you can do so cspanwj. What is the possibility that democrats will go with this . Guest i believe some will. The truth is, you do not have to get it through with 50 votes. We have passed legislation bills in the past with 60, 70, even north of 80 votes. Tax reform is good for all americans. Making america the most competitive taxed nation in the world is good for all americans. I am optimistic we will be able to see the. I appreciate what the white house has done to the folks to say i want you to be at the table when we move through this tax reform is not a democratic issue. This should be an issue that we can all get through on. Bob corker particularly in the long run, what do they do for longterm such as giving tax reform done, how much of a hindrance is it . It . Guest i think for the president , relationships are a negotiation. And downne day another. The president has achieved a lot of the white house. Candidly, i am excited about the way we have shaken up the normal flow of capital. I think with the American People said in the last election is the normal flow of capitol hill is not getting it done it anymore. Maybe the clintongingrich area, we were getting things done, but not so much these days. Lets shake it up. Secondguess to the white house during the president has been incredibly successful, in my opinion, in terms of managing those relationships and finding the right places to apply tension in order to help congress to move forward. I hope he remains very engaged in that way. Host we have a call lined up for you, the first one from florida, independent line. Patrick, you are on with representative rob woodall, a republican from georgia. Caller thanks for taking my call. A few things first. The labor Participation Rate was epidemic, and i would like to remind the studio audience that either the last part of the Bush Administration or the early part of the Obama Administration has sued walgreens and purdue for oxycontin. Your representative from georgia, once you guys send a dollar into the fed, you get three dollars back, you keep saying tax reform at the blue stated i think jersey sense 1. 61 into the blue states and gets 1. Graham, where is he from, the carolinas . 30 comes from federal subsidies. I wish to have tax reform at the state level so most of the large states, especially in the south, do not live off of the federal government anymore. Guest i think patrick makes a lot of good points. Let me start with the workforce Participation Rates. Undeniably, when i go out and visit employers across the state of georgia, folks cannot find employees who can pass the drug test these days. The Opioid Epidemic across this country is profound, and one of the things we have been able to come together on in a very bipartisan way on capitol hill putting more resources in the hands of local communities who have found success ways to address that for them. Atlanta is at a crossroads of humanrafficking and i trafficking. You see a bipartisan commitment to solving that issue. It is a longterm solution process, and folks are working hard on that. As a result of which states are taking in the taxes, undeniably, if you are in a high income state like new york or new jersey, you make a lot more money, you pay more in income taxes. That has always been the way has been in the country, and it is always going to be the way that is. When you talk about what those responsibilities are, the states, just understand, patrick, often times you see congress responding to voter pressure in that way. One of the good things i can promise you about congress is it is responsive to voter pressure. Who do you want handling of issues in florida . Who do you want handling medicaid . Do you want the fed to contribute 50 plus for medicaid, or do you want florida to handle that on its own . Do you want the fed to participate in major transportation projects in florida, or do you want florida to handle the things on their own . Those are legitimate questions, and undeniably when you look across the federal spending portfolio today, we are feeling more of those roles today that have been state roles in the past than ever before. One of yourals is goals, which is rolling back federal participation, to make sure washington is focused on National News while states are filling those local rules. Host next call, tennessee, democrat line. Caller hello. Hi. Thank you. I want to hear in the tax plan more about what you really intend to do for large corporations. You are going to reduce the tax rate from 35 , i think im a to 25 . 25 . Think, to do not even pay that. 100tune publishes corporations a year who pay no to, and i am opposed lowering to taking away the estate tax. Guest you are absolutely right about the way that corporations have used provisions in the tax code, perfectly legal provisions, to virtually a limited their tax liability. What you will see in this tax reform plan is the elimination of all of those loopholes. Going right through the tax code line by line by line and doing away with those special deductions, special exemption from a special carveouts, and instead of lowering the rates. You point out the companies that are paying absolutely no taxes here while earning money here. We also have a about the corporations were not paying a penny in taxes because they have moved operations overseas. This proposal seeks to end that incident to keep the jobs overseas, keep incentives to plan your next facility in america. But the horror of tax reform as it relates to Corporate America is this corporations do not pay taxes. They either packs taxes on to you and me as consumers of their product, they pass them on to their employees and benefits, or they pass the taxes on to holders of capital in that country in the form of lower rates of return. Corporations do not pay taxes they just collect money from one of those three groups and give it to the United States government that is a very inefficient plan, and it hides the real cost from you and me. I have to tell you, connie, you have a wonderful congresswoman the form of in diane black. She is the chairwoman of the budget in which i serve. She has spearheaded this entire process. Im nothing we would even be here talking about tax of one today if it were not for the eadership of tennessee in and chairwoman diane black. The New York Times highlights this about the passthrough entity Congressional Republicans and President Trump are trying to national. Aside from the experience, is that something you would agree, and how d can you explain how that work . I have talked to friends from congress, and they are weary of that as well. As far as 1986, we had a what they call corporations you have to have board meetings, you have to have reports and those escorts, those entities that look like wheredpop businesses folks are doing their home and Business Impact on their same tax reform. Right now, there is about a 10 difference in terms of the top marginal tax rate for these passthrough entities and and for c. Pse corps. We want to bring it down. Rating. C corp. At the end of the day, we have to distinguish between those who are high income earners that we pay a higher rate and those momandpop businesses who are filing every single with local businesses. We spoke to a trucking company, three generations. The family has never taken a penny out of that business. They plow every single penny of profits into the business. We need to distinguish between those folks that are big shareholderowned corporations and those folks who are just mom and pop entrepreneurs trying to make a business work. That is the combinations would that is the conversation we are having. Host here is gary from maine. Caller i think tax reform is not something they should be talking about. The only thing we need to do is tax code reform. Tell you something. My mother told me back when i was a teenager, when i was eight, that was back in 1968, that if everybody paid five dollars extra on their taxes every year, the National Debt would have been paid off. That the congress does not want to have debt paid off, that they would rather have a deficit. So until we do something about the deficit, and you guys do something about tax code reform, we are all going to have a debt, and nothing is going to help. As far as what ive seen from your plan, when you go from 10 taxes on the lowest income to you pretty much can understand that is a tax increase on the lower income people. Thank you, goodbye. Guest gary, i appreciate that. I always appreciate a mothers with him. I have no doubt your mother was right when she shared that with you in 1968. Today, it has gotten worse. 16 increase on every single taxpayer in this country, running a 70 billion deficit this year. That is real money. A fact some if you look at 10year window, the cbo has projected about 10 trillion in deficit if we do not do anything differently over the next 10 years. To put that in perspective, the entire federal budget this year, about 4 trillion proposed. For trillion dollars in deficit over the next decade, 2. 5 years inth of spending gone deficit if we were to balance the budget today. It is not just deficit spending, it is now what we are paying in interest. At the end of the 10year window today, the cbo is projecting we interestd more on payments that we will spend on national defense. We spent twice as much on Interest Payments than we do on our national veterans. And 20 times more than we invest on science, space, and technology combined. That is why deficit reduction is important not cutting for the sake of cutting but cutting for the sake of not applying our hardearned taxpayer dollars with Interest Payments butughout the foreign land to apply those taxpayer dollars to real Funding Party spirit home. This is going to be a tax code reform bill. I believe rates will rise as we make it easier, less complex, for the American People and american businesses to file taxes. It is true that the bottom rate the lowest rate is actually 0 . Were talking about doubling the standard deduction. The standards auction today is about 12,000 per couple. We want to take that up to 25,000. If you are a couple earning 25,000 or less, you will pay zero under this plan. If you learn more than 25,000 coming to get into the bottom rate of 25 . People think were taking the rate from 10 and bringing it to 12 , no, we are taking the rate 10 and bring it to 0 , and taking 25 and lowering it to 12 . Host three criticisms step one of this is taxes for the growthd claim economic will pay for it. Step two, vance is the only way to fix that is spending cuts. Step three, doing nothing to make millionaires pay their fair share. Guest these are the traditional criticisms you here, pedro, and i want to pretend like my friends heart is in the right place. First, it is not going to be the case that Social Security and medicare survive in the absence to the actuaries, the nonpartisan actuaries who look at those programs will not be able to continue outside of the 15year window. That there is not money to pay for those programs. We do people a disservice when we pretend that one side wants to destroy a program while someone else wants to save it. If we do not come together and save these programs collectively, if we do not make tot a cooperative effort, deal with spending while we can deal with spending and deal with revenue while we can deal with revenue, these programs will not have what all americans want them to have. I am disappointed that instead of the answer being yes, the answer is the traditional know because. No, because. Host miami, florida. Hi. Caller good morning, representative. I have a question. I realize it has not been finalized, however, if you can on the figures, so speak, after the threshold, after the 25,000. There is a lot of anxiety, and there is not a person on capitol hill who celebrates that youre the reason we did not come right out brackets, those tax with each tax bracket, is because we wanted room for it to be a negotiation, not just between republicans and democrats and the white house, but between different regions and america. State of50,000 in the georgia means something very different than earning 50,000 in manhattan. We can buy a whole up more with that 50,000. So it is going to be this ongoing negotiation to try to get those rate in the right place, but know this i do not know a Single Member of congress that leaves you will make a better decision then i will make on your behalf, the incomeer income bracket, the more important it is for families to make their own decisions to leave more money in those pockets. Eigenvalue that if the commitment. The valueation over is going to be something that you have an opportunity to be a part in. Host the president has two harrisburg, pennsylvania today to talk about tax reform. California next, independent line, joseph, hi. Caller hi. Thanks for taking my call. Bp oil and j. P. Morgan chase were just fined. Bp oil find for the original horizon, and j. P. Morgan chase d for the housing collapse. Both of them were able to take thateductions on fines they were charged come and it will reimburse by the United States government, and both come in either one, paid taxes back then. The plan, ill part of for this tax reform that you are talking about . Guest joseph, i have not seen that line item. We have not been in that level of details of the plan. Was joseph is talking about, for folks who do not know, is whether or not you are defined by a court, you can claim that as a business expense. Where, i will tell you the conversation has been, that is around whether or not that looks like a derelict activity or whether it just looks like something that is a negotiation in the common rate, the common plan of doing business. The two particularly egregious examples that you cite are offensive to all americans. When you are fined by a court, is that a business expense . That if the quest question joseph is answering. An answer tois not that, but i am certain we will have that discussion, not just in a backdoor session, but outside in public. Host the president of the speech later on this afternoon at 5 35, you can see it live on cspan two. If you miss it, you can also go to our website, at cspan. Org. Allave all of the video and the other videos not only from the president but legislator in all the tax reform debate. You can watch that all available to you, courtesy of our cspan video library. Printer, your next. Caller good morning, how are you . Host good morning. My comment to this guy, he just sat here and said if you make point 5,000, you wont pay no taxes, but if you make up to 12 , it goes cocoa because that is over 25,000. You can lower the tax rate 0 for rich people, have a are not going to bring their money back. Donald trump is not going to be president forever, and that means when he gets out of office, he has the lower tax rate. That is all i have to say. Guest richard, let me touch on points. Those as it relates to people bringing their money back, i would have to look back a decade ago when we did have a temporary lowering of the tax rate i believe it was down to 5. 25 for companies to bring their foreign earnings back to america. My understanding and that is a very shortterm experience is that every single penny available to those multinational corporations that they could bring back under those terms, they did bring back under those terms. So it really does make a difference in behavior. As a relation to tax brackets, let me tell you, i am sure you have touched on something a lot of people have a concern about. The brackets are cumulative as they rise, so if you are making upwards of 25,000, you are paying 0 . Youou are making 25,001, are than paying . 12 in taxes. It is not that once you cross a threshold Committee Goes back retroactively. It is that every new dollar you earn over 25,000 will have the tax on it. That is before any other deductions and exemptions you might claim, your Child Tax Credit, for example, is going to be fully refundable cure were talking about a dependent care tax credit. If you have an elderly, a family member, or a minor dependent, someone who is now over the age qualifieslonger tied for the Child Tax Credit but still a dependent in your 25,000 20 5,000, is . 12. 25,001, host if she decides to run for governor, will you be interested chairmanship . Guest i absolutely believe i can make a difference on a Budget Committee. Is of greatope comfort to your viewers watching, pedro, is we have got a whole beach of people on the Budget Committee that would be outstanding chairman. Like to count myself to be among those. You do not have to worry about the next round of leadership. Diane was the best, but you will get a pretty good second. Host representative, thank you so much. Guest thank you, pedro. Host coming up, we will hear from representative sunday nighta after words. Historian shirley on the life of Newt Gingrich with his book making of a , reagan conservative, hes by tom davis. This is an era before cable elevision, Cable Television is prominent today. Cable news wasnt there. No, it wasnt there, before cnn, before msnbc, pockets here mostly i love andy griffith, no talk radio. It was cspan. Potency y realizes the of giving special orders every fiveminute iving a speech because he was then being 100,000 over cable into homes around the country and former congressman, sed to rib him about it and gingrich would say, dick, would 100,000 100,000 eech to people . Of course, you would. That is what you are doing with cspan, with special orders every afternoon. Cspan became, i mean, he becomes a political leader and hes getting 700 from people k around the country to this back member from georgia, a member of a minority arty, achieving a national following. Watch after words on cspan 2s book t. V. Washington journal continues. Guest, ur next representative ted lieu is a member of the Judiciary Committee. Good morning to you. Good morning. Host the president released, released 70 se principles they would like to see when it comes to efforts on Immigration Reform. Is there anything from the list with . Ree with or are okay guest i support a clean authorization of the dream act, bipartisan and you have democrats, republicans who are is what we that should do. The white house doesnt want to do that, they want a first entree heir is completely unacceptable. His is just too many poison pill necessary there, well not be able to vote for a wall, mean, in terms of the deal. E will not be able to agree to allow things they are asking for. There is room for negotiations, to negotiation with republicans and the president. Areas are open . I believe border security, democrats and republicans think inefficient and stupid way of going about border security, i think we also need we dont restrict immigration in exchange for through. Ca go host as far as those under the program currently, what do they you think the house and particularly the house could come up with something in a time frame the president initially asked for . Guest it is possible. Sense the al president would like a fix, i dont think he wants to be thousands hundreds of of young adults, children, youth, brought here through no their own. If you look at their in the daca youth program, over half came here efore they were age of seven and to take these kids, young adults, back to the country they known is harsh and cruel. I dont think the president wants to do that. Serve on the committee, bob goodlad, what was for and dent looking his thinking as far as what should be done with dreamers . Dont know bob goodlads thinking, i work with him on the Judiciary Committee, chair. Hes a good on this particular issue, i do not know his thinking on it. Ted lieu here to talk about issues regarding and dreamers. If you want to ask questions, republicans. For 2027488000 for democrats. 2027488002. Ts, the followup to the judiciary ommittee, will they consider any type of hearings when it comes to where dreamers are concerned . Guest it comes through the Judiciary Committee, we want as the people to coauthor dreamers act, as we can. It is 200, bipartisan and would to 218. Get host remind people what the dream act entails and how it from the other legislative proposals when it comes to dreamers. Sure. the dream act, the senate and house support, we support a authorization, we want this to go through, protect ndocumented youth and eventually give them a pathway to citizenship. Have to meet other conditions and it is the best deal out there to protect as we can. Ple as there are other bills that coalesce re or less, around the dream act. Rays s opposed to the act or what to do about dreamer . Guest so i am also original cosponsor of the american hope act that actually goes further dream act, but the belief was we want to get this and a bipartisan package we thought the dream act was the best act to be able to get to sign , republicans on to. Host you are 212, you need 218 . 218. T need host as far as republicans, who are aligned with the dream act currently . I think every republican should, currently we have some republicans in california, who cosponsors of the dream act. I think any republican that is moderate district should cosponsor the dream act. Many have said they will vote act whether or not they are a cosponsor. Host this call is from texas, arli arlington, texas, you are on with representative ted lieu. Hello. Caller mr. Ted lieu, this is bob in tex. Went to the most conservative high school in all f california. Of california. I think that your situation has by the trips you have made with maxine waters. Shes just a real flame thrower. I wish you would settle your and obey the law. Undocumented are and you need to support the constitution and not some maxine waters. Undocumented and you thank you. Guest thank you, bob, for your question. I respect the constitution. One reason i joined the u. S. Was to is active duty protect and defend the constitution and under the gets to tion, congress rite immigration laws, that is what were doing, we have total power to say, look, if you are a praut brought to the United States, we will not deport you to a country you have never seen. That. Ve full power to do host our guest is Lieutenant Colonel in the air force reserve . Promoted colonel recently. Thank you. Host from wisconsin, john, line for democrats. Go ahead. Caller yeah. Ted lieu, id like to thank you for what you have been doing. From california, but we would love to have a guy like wisconsin because we need people that can think as clearly as you do. Is all i want to say, thank you. Guest that is very nice. Great guy in wisconsin, randy ironstash run ryans district, take a look at him. Ost republican line, mark, hello. Caller good morning. I wonder why you are so oncerned about legalizing people who came here illegally versus protecting us from having this ants come into country illegally. It doesnt make sense why you tryingosed to laws were to pass and interested in trying to promote people to become citizens, then you are not addressing chain migration and other issues that come with it. Seems like you are propagating more illegal immigration, id you are doing y that instead of the other option weve been trying to deal with years. Guest thank you. For me personally, several reasons. Christian, n to be im catholic. The bible teaches us that the ins of the father shall not be passed on to their sons. N this case, to take children who were brought here through no fault of their own and deport them to a country they have been to is unchristian, unamerican, its cruel, harsh is why both democrats and republicans dont want to happen. T im happy to have a broader conversation on immigration, how o we make the immigration system better, i believe we are a sovereign nation and can fine l our borders. Im with doing more to control our borders, but right now we have a ituation where youve got 800,000 undocumented youth who have known no other country than america and they might be sent to a totally is erent country and that wrong. Host one element the president proposed on the larger issue of chain migration, that of green cards, system. Ased what do you think of that proposal . Uest i would object to any proposal where you are restricting immigration and utting conditions on, such as merit based. If you want to expand additi on, okay, give additional slots and put in merit on there, that is something i would have to think about. Host what is wrong with the meritbased system . Guest it is hard to tell if merit. Has you dont know who the next instein is or the next steve jobs. Steve job, look at him, he came over here, he would not have a very good meritbased system on points. Cant look at folks, you predict whether they will be totally awesome, total failures, to tell that based on any meritbased system. Host next from minnesota, derrick, you are on with our representative, ted lieu. Ahead. Caller good morning, america. Good morning, cspan. All right. Interesting because you are on the judiciary. Lot. E a country of in 1986, we passed one of the iggest reforms ever in immigration and we basically, ell, we did give amnesty to 3 Million People who were here illegally. Democrats l, the supported border security, whether it is a wall, whatever about. T to talk the bottom line is this, there are rules in that law that these people came after, the democrats eep talking about badge, these people are 25 years old, they were just kids at the time. Post1986. Even after ents, great generosity that america it Ronald Reagan signed into law. These people still came in after, okay. So whether they have children or not, they have to go back to country and wait 10 years and get in line, that fair. At is why are you doing your work here . Ional host caller, sorry. Go ahead. You for your question. First of all, it is not unconstitutional, congress can do whatever laws we want. Issue with the constitution. Second, i am christian and i the y believe the sins of father shall not be passed on to the sons. Completely nally cruel and unfair to deport someone who came here as a child they have never known. I am an immigrant. My parents came here to seek the dream. N i was brought here when i was 31 2, through no action of my own. Not have boarded a plane as a 31 2 year old, flown here and survived. Parents happened to have naturalized me later f. They idnt do that, i would be in the same situation right now as one of the dreamers and this is me and the ssue to thought of deporting all these people who are americans, some served in the military, they are amazing of them, somemany go to school at ucla, in my district. Thought of sending them to a country they have never known is unamerican and not christian. Republican line, richard, go ahead, you are next, good morning. Caller good morning, sir. To you, ing congressman. Question. I believe democrats and republicans both agree that daca. Is an issue with we dont want to see these Young Country ported to a they have never known. Owever, i dont understand why he democrats are so opposed to fixing the problem all at one time. We have the ability to do it right now. Go ahead and pass the daca keep everybody here before we fix the problem, we will ow that the problem not get fixed. Guest thats a great question. Let me just say, i support reformhensive immigration and democrats support omprehensive Immigration Reform. There was a package that u. S. Senate put out on a bipartisan years ago that was comprehensive, it would have addressed many, many issues. It was a good bill. Unfortunately, the then speaker of the house refused to put that for a vote. If he had, it would have passed bipartisan basis, as well. I agree, we should do reform, m happy to support comprehensive Immigration Reform. Host when it comes to other democrats reform, could settle on border security. What would you accept . What other exceptions would you accept . Guest im fine with increased using , fine with Different Technology to secure the border. I would be opposed to a wall, it is stupid, inefficient, costs a lot of money. Hard to build a wall and even republican legislators say the the most e of inefficient ways of trying to secure the border. Host one element from the includes businesses, expanded benefit of everify, is are on board you with . Guest i would consider it. That brings up an interesting make. I want to i remember a political cartoon everal years ago, it was a fence along the border. One sign said, keep out, the to it said, help needed. You have this tension now, where businesses andof companies who dont want to see deported. Ing you have agriculture businesses, lot on es that rely a immigrants coming to the United States and they are opposing is the Republican Party trying to do. Host from new york, democrats line. Jady is next for ted lieu from california. Go ahead. Hello. I was just wondering if you could talk about the numbers, dreamers are there and how many undocumented ofigrants and the population the United States. It is my understanding that this s like a drop in the bucket in terms of population wise, like the dreamers are a small population, yes . Guest yes. We have well over 300 Million People in the United States. The dream act would cover, depending on different estimates 800,000 to a een little over a Million People. Bucket, a drop in the that is absolutely a good point to make. Hat were talking about, though, is a lot of undocumented country know no other than america and to deport them cruel. Lly harsh and host alecot city, maryland, nick, go ahead. Caller this is nick from maryland. Have one question to ted lieu. It says that ct, children who are brought here shouldnt you include children here brought legally, lot ofecause there are a legal children who are facing the same issue, like daca child, and the child and dont know any other country they are basically aging 21 and the same or more is my onen that, that question and the second question you say that democrats work on the we in t want to enter anything the dream act, before that, in legal here were few immigration bills saying that comprehensive Immigration Reform. Why this has changed now . Thanks. Guest thank you for those questions. On your first question, if a legally, rought in they should be able to be naturalized, which is what in my case. If there is such a long backlog problems, i will look into that, i was not aware of that specific issue, until you raised it. Will look into it. Then your second question, why were not talking about Immigration Reform. I would love to talk about comprehensive Immigration Reform. To do that, unfortunately, the only thing the white house is open to right a fix for the with some m, along what we thought border security, now they have added other were not , but they talking about comprehensive Immigration Reform. If the white house wants to sure democrats would talk about comprehensive Immigration Reform. Potential for comprehensive Immigration Reform in office was still and why didnt it take place then . Uest i dont know why it didnt happen. I wish it would have happened. Line, from ican texas, lisa. Good morning, go ahead. How are ood morning, you . I have a couple of quick uestions, the first one was, i understand you keep hitting on the fact youre a christian and as a fellow christian, my to you is what about what the bible says about the will obey land, we the laws of the land. I understand the kids were illegally and i understand the situation, however, im sure you saw, as where mrs. Pelosi was attacked because at this point, hey dont want citizenship for themselves, but also for the parents that brought them here illegal illegally. There shouldnt be any kind of reward for them bringing them illegally, like it is never enough. If it is not a foot, it is a more, more, more, that is the first thing. The second question i have for you. Off topic, but since you are hitting on the christian, what is your stance on abortion . Guest thank you for those questions. One, the dream act doesnt provide a pathway to parents, it is dealing with undocumented youth. Republicansyou have and democrats supporting the dream act and that really is the big that should become law. Also, as you know, matthew 25 35 i was at, you know, hungry and you gave me food, i you gave me drink, i was a stranger and you welcomed me. Hat is something that always struck a cord within me and then in terms of the issue you asked on abortion. I believe it is an issue of whether or not government should making that decision. This is a decision i think human be done between a being and god and the government it. Uld not play a role in host aside from what weve been talking about, you recently introduced legislation looking President Trump and his ability to declare first strike nuclear, can to you explain what your legislation is and what it is based on . The of course, under constitution, only congress has the power to declare war. Current nuclear law approval process is unconstitutional. Why ed marky and i introduced hr669 to require the approval from t congress before launching a Nuclear First strike and that is now one person, the president , could send up of Nuclear Weapons that could kill hundreds of illions of people in less than an hour, that is war. If you dont call that war, you out of the constitution. We want to make sure the white house complies with the constitution. Are you so concerned he might do that . Concerned last year when we thought Hillary Clinton was going to be president. Should be a ere systematic fix to the process note congress is completely involved and to us that is unconstitutional. In office trump because of his behavior, definitely highlighted need for it last, but we brought year under democratic administration. Ost launch approval process sounds complicated, are you saying it is not . Is not. T i will briefly run this through. Hen you read it, says you need approval of national commander, which sounds impressive and complicated, its two people, the president and his secretary of defense. Secretary of defense cant object to the president s order, he just has to execute it. Gives order launching Nuclear Weapons, the secretary of defense executes goes down no chain of command and missiles fly. That easy. Host ted lieu from california, overing beverly hills, manhattan beach, member of Judiciary Committee frchlt new bernadette, hi. Caller good morning, everybody. Thanks for taking my call. Former educator, former ilingual educatoeducator, i tat many of these children that were brought in by their parents and illegal. My dedication as a teacher, an to ator, my obligation was teach these children to the best of my ability. Retired now. Im they grew up, they took jobs for example, medical rofession, doctors offices, the court system and so out of of these children made some bad decisions, like steal peoples Social Security numbers, identities and things like that. I dont blame them. It is not their fault, they want a better lifelike everybody else. However, something has to be done to make these children feel dont have to ey go and do something illegal to stay in america. That is about all ive got to say. Thanks for everybody. Do . An, what can we guest thank you for your question. Dream act ink the would solve some of the issue. We need comprehensive Immigration Reform. It is important to just talk about some facts. Here is this narrative being pushed by the white house that causing mmigrants are more crime. That is just false. Every study that has been put researcher that looks to this concluded native more mericans commit crimes than americans who are immigrants. Up, there is this no objection to that. Countries look at that dont have immigration, they tend to stagnate. Great because we have immigration, we keep renewing amazing , we have business and companies being ounded by immigrants and do amazing things, not just for america, but the world. Americas is one of core strengths. Host paul is next, hes from connecticut. The independent line, youre , yaur on. Caller good morning. Yes, the congressman makes the it is essentially bad for kids of illegals to be sent to their country of origin. And i think hes leaving out half the equation here. For the country of origin that people who have good social and governmental mbitions run away from their grow y and come here and up sometimes bringing certain huge bits, such as families without any sense of planning or and a drain on ur economy, but i really think the congressman needs to wake up and smell the coffee, whether good idea to have, you know, good part of mexico and pouring inth america ere draining our resources and ringing down our overall level of social responsibility when maybe we need to be giving them no, were not t open for that.
