departments say there is no risk to residence. >> five people under quarantine at travis air force fwhas have possible symptoms of coronavirus tested negative. that word from the cdc today. they're among 2933 american citizens who arrived at travis from wuhan china, last week. the quarantine is expected to be over by wednesday. >> and one south bay camly is finally back together. a mother-daughter trip led to the evacuation followed by a 14-day federal quarantine at an air reserve base in southern california. now they are both back in the bay area. we're here with this ach noon a very special and emotional reunion. amanda? >> absolutely. today's reunion was six weeks in the making. and without skipping a beat, the wife, husband and 15-year-old daughter were present during after school pickup. this is the most emotional one yet. >> this is the first time in a month and a half she was able to enbrace her 14-year-old daughter. the two immediately if tears. not far behind, the 11-year-old son. the kids spent three weeks with family friends in san jose while their mom and sister were under federal quarantine. their father was in southern california waiting on their release. it was a flood of emotion as the family became whole again. >> sadness. there is joy. and there is also the confusion of what's going on in your head and what's going on in your heart. and sometimes you don't know what you're going feel. but then when you do feel it, it's kind of a relief that you know that this is happening that, they're finally here. >> you get a whole new perspective we cried out of joy. i don't think it's because we were sad. and that's what's going through. i'm happy we're reunited. hopefully nothing will separate us again. >> the woman and her daughter were in wuhan visiting family in january when the virus hit. they were on first evacuation plane in china. they were then put under federal quarantine in southern california. and they were released with going to hear from in a moment is about to get off the ship and on to land and then eventually come back here to the bay area to be reunited with her family. she just tweeted in the past hour that pedestrian death downs to zero. after last year matched a record high number of deaths. abc 7 news reporter chris wynn is here to explain what that money will pay for. >> hi. there yes. the allocation for that 7 d$7 million will be happen over the next two years. they can reduce the number of traffic related fatalities across the city. >> a troubling trend in the bay area's largest city. last year 60 people died in a traffic related incident on the streets of san jose nearly half of them were pedestrians. >> we know that speeding is the primary collision factor in a lot of these fatalities. >> tuesday night the city council voted to allocate nearly $7 million towards the vision zero plan. taking action in an attempt to reduce the amount of traffic related deaths. >> it's a priority over the whole city. one fatality is too many. so that's the whole goal for vision zero. we've been moving in the wrong direction. >> the department of transportation identified 15 corridors covering 56 miles acro across the city. one area including this intersection on center road. >> we're going to be using plastic, paint, signal timing, quick build materials other than concrete thro c concrete. >> another problem spot includes story road at jackson avenue where a bicyclist was hit and killed last year. city officials say the funding will also go towards increasing traffic enforcement as well as an awareness campaign to get people to slow down. data collection tools will be used to help better understand driver behavior. >> i want to save people's lives for decades to come. not just, you know, for the next fiscal year. >> the funding may be a step in the right direction. but advocates say more needs to be done to make a dent. >> the most important thing is taking our urban places and that right? >> it's not a mistakes. but congress passed a secure act which made some retirement account changes. one of them is the required minimum distribution which you have to draw down once you retire. they changed that to 70 1/2 to 72. >> is that this year? >> that's effective this year. >> okay. so before if you had a minimum amount you had to take out of your 401(k) or ira once you turned 70 1/2, right? >> that's correct. >> so now can you dodge that for two more years? >> yep, keep building that wealth. >> do people know about that? >> it is relatively new. most of my clients, i'm telling them for the first time. >> so is it -- so they can take out less? it's better to go ahead and start now or just put it off? >> well, you know, some people are thinking about, you know, the next generation. maybe they want to bequeath the 401(k) to the next of kin. maybe they want to take more time to bumd the retirement account before they actually retire. you know, power of compound interest. >> right. >> yeah. >> very good. the are people happy to hear they have two more years? >> yeah. people are way happy. and there is a whole bunch of other changes. i recommend people consult their tax professional about. there is another significant changes that now when you inherit an ira or 401 k, you have ten years to draw it down. >> before you had forever. >> yeah. >> that doesn't overnight especially near coast and bay and locally overnight lows are in the low to mid 40s mainly. then tomorrow, the low clouds will pull back to the coastline. but they will reside there for the rest of the day. inland and over the bay though, mostly sunny with high temperatures in the low to mid 60s near the bay. mid 60s and upper 60s inland and upper 50s on the coast. now as we -- let's talk about this dry spell we're in. the last soaking rain storm we had was on january 16th. we're now 12 days through the month of february with no measurable rainfall at all. so it is bone dry out there. and the outlook calls for no rain here. no measurable rain. the next ten days. where is the rain? just about everywhere else in the 48 contiguous states. especially in the east. so maybe some rain before march -- yeah, march. that's the next month. yeah. that's the next month coming up. i can count on the calendar. looking at friday, valentine's day, lovely day. it's going to be also nice
