The structure fire started on sunset and east street about 10 00 last night. Video showing clouds of smoke rising as the flames burn through that building. Crews used 5400 gallons of water per minute to get that building, under that fire out. The fire Officials Say the building was empty at the time and no injuries are reported. Important court cases in downtown san jose are now interrupted, and the problem is costing 150,000 a day. Ktvu is Lamonica Peters tells us the courthouse is waiting on pg and e to fix things for the second time in two months, Santa Clara Countys Family Justice Center says it moved its schedule cases to the hall of justice after losing power early monday morning. Superior Court Assistant executive officer lisa herrick says the facility first lost power back in march. On march fourth, there was a piece of equipment that failed. That failure affected the transformer through which our courthouse receives power from pg and e, herrick says. They made repairs to the equipment, and since march, theyve rented a generator but had to replace it three times because of malfunctions. She says renting and fueling the generator cost 150,000 per day. And so as of april 20th, that it has been ready to receive power from pg and e, we simply need to be reconnected. Pg and e released a statement monday saying the Family Justice Center courthouse in downtown san jose requested that pg and e dna ties their service so repairs could be made to equipment owned by the customer that had failed. Pg and e has been working with the customer to resolve all outstanding issues, and is committed to getting the customer restored safely and as quickly as possible, eric says all operations have been interrupted , including cases involving Domestic Violence, restraining orders and criminal cases. The disruption to the litigants is significant. We, the court has, really i think is quite nimble in addressing these kinds of failures and reestablishing operations as quickly as possible. Now Police Body Cam video from 2019 shows sorelle shiflett being detained by Police Officers after he was beaten and tased. Before that, on the stre, dressed up as a cartoon ninja when the Police Arrived and tried to search him. Shiflett says he became scared and ran his lawyer says that some of the Police Body Cam video of that incident has not been preserved. Now, San Leandro Interim Police chief Angela Abbott said in a statement. As a result, our Body Worn Camera recording retention policy was updated in 2022 to retain video footage for up to seven years. This updated policy ensures a longer retention of interactions with Community Members to allow for the future review of potential criminal, administrative or civil cases. The settlement, by the way that was reached does not include an admission of liability or wrongdoing by the city of san leandro. A man is in custody following a shootout with Benicia Police and now facing a murder charge. 39 year old David Ochoa Magana remains in custody at the Solano County jail. Vallejo police have now identified him as the suspect in a homicide. Now, hes been charged in connection with the death of a man. Back on march 16th. Magana was arrested following a shootout on interstate 780. Benicia police say the citys license plate readers originally identified a car involved in an armed robbery. They say magana and another person inside started shooting at officers during a chase. Both were arrested when that car crashed. A man was arrested in santa rosa accused of using a sword to threaten restaurant workers. 29 year old Shane Holbert is accused of walking into a restaurant on Fourth Street sunday afternoon, pulling out that sword and then confronting one of the employees. Then police say the suspect grabbed an alcoholic beverage out of a cooler and ran away. No one was hurt, and holbert is now facing charges of felony robbery. Well, in north carolina, a memorial is forming after four Police Officers were shot and killed during a standoff. It happened in charlotte. Thats where they were trying to serve a warrant for possession of a firearm by a convicted felon. When the Police Arrived, shots were fired from inside the house. The police fired back, killing a suspect in the front yard. But a second suspect fired even more shots, leading to a standoff that lasted three hours outside my door. Police were running by and then ambulance started coming in and they were just going everywhere. Everywhere. We heard about over 100 gunshots. It sounded like world war three. Now, three of the four officers killed were from the us marshal service. The other was a local Charlotte Police officer. Four other officers were injured in the shooting. Authorities ultimately sent a swat team in with an armored car to smash into the house. Two people inside were taken into custody as persons of interest. It has been one month since a rainy downpour washed out a chunk of highway one in big sur. Caltrans now says repairs are going well and both locals and tourists can once again drive in and out of the area. The convoys are running twice a day through that slide area. They run from 7 to 8 00 in the morning, then again from 5 to 6 00 in the evening. There are some restrictions during other hours its only going to be residents, any workers and those with reservations. And the reason for that is once they go through, they will not be able to leave until 7 a. M. The next day. So if people dont have reservations, then theyre not going to have a place to sleep. Caltrans says it does hope opening the convoys for tourists will help businesses that have taken a hit because of the drop in traffic. Now, the latest count show there are about 450 People Living on the streets in vallejo. Construction work on this new Navigation Center is expected to be completed by december. A cal fire dispatcher, who has only been on the job a few months, is proving he already knows how to respond to an emergency. Well, across the country, demonstrations and encampments on College Campuses against the war in Gaza Continue to grow. And that includes right here in the bay area at Sonoma State University. An encampment was set up on friday. It grew even bigger over the weekend at stanford university. A protest also continues to grow despite the School Administrators telling the students they are violating University Policies and a cow. More people have joined an encampment just outside of sproul hall, and the newest encampment is at San Francisco state, where a protest began just yesterday. Now protesters across these different College Campuses have similar demands. Theyre calling for an end to the violence in gaza and for universities to divest or sell their holdings in companies that do business with israels military. We obviously, see that this movement of forming an encampment is one thats, you know, taking the nation by storm , similar to other college encampment demonstrations, the students calling on the university to divest itself of investments from companies doing business with israel. San francisco state, as a member of the csu system, we think that its important to protest there, involvement and, you know, support of the genocide. In a statement responding to the protests, the university saying in part, quote, Sf State Foundation investment policy reflects its commitment to the values of the university, prioritizing social and racial justice, environmental sustainability and climate action. I mean, in the whole situation, ive been kind of like neutral, i guess. I try not to get too involved nearby. Zach weinstein passing by the encampment. Ive kind of kept away today. Im only kind of been here. As its calmed down, weinstein, who identifies as jewish, concerned about signs like these. Its basically saying, i cant be a part of that conversation whatsoever, because i believe that the state of israel has a right to exist. You know, it creates an unwelcoming environment. But more so, its just its shutting down even essential conversation. I am a jewish student myself, actually, and i have never felt unsafe across the bay at uc berkeley. We want to see the uc divest its Financial Holdings in companies that are doing business with the israeli state. The university so far refusing to do so but allowing the demonstration to go on while it remains peaceful. We plan to stay out here as long as that takes. During the night, propalestinian protesters at Columbia University in new york took over a building on the campus. The protesters broke into an academic building. They barricaded the entrances and hung palestinian flags and banners on the building. All this as the university began to suspend students who refused to take down the tent city that went up two weeks ago. We were engaging in good faith negotiations until the administration cut them off under threat of suspensions, where we ask for amnesty, they gave us more discipline. Now, today, education secretary Miguel Cardona will go before a House Committee. His lawmakers want to know whats being done to address the antisemitism being reported at universities around the country. A propalestinian mural in San Francisco has been repeatedly vandalized. The artist says he painted the mural on his friends building in noe valley about five months ago. He says the mural stands as a reminder of the families who have been killed in gaza. Seth chandler, owner of winter coin in San Franciscos marina district, announced the Scavenger Hunt last friday. He and his staff hid the coins across the city and gave out clues on social media. We spoke with some of the people who found the coins back and looked at the picture, found the exact bench and it was just kind of looking around and said, oh my god, theres a business card. San franciscos mayor wants to spend more than 300 million to improve the city. If the board of supervisors approves the mayors plan, voters will get the final say in november. Ktvu james torres joining us now in the studio to talk about the bond measure proposed by mayor london breed and where she wants that money to go. James. Pam, good morning to you. Well its a package thats worth 360 million. Mayor breed said her plan is to tackle four different categories in this city. 167 million of that money will go towards strengthening Public Health spaces. Places like sf general and laguna honda hospitals. Some would get a seismic retrofit. It would also expand some Psychiatric Emergency Services while also expanding the chinatown health clinic. 50 million would go toward projects meant to tackle homelessness. 70 million proposed to improve Street Safety. Thats more in terms of infrastructure. Think ideas like crosswalks, sidewalks and repaving projects. Finally, mayor breed wants to spend 25 million on revitalizing civic public spaces. That includes renovations at places like harvey milk plaza and the castro and hallidie plaza. The plan needs to first get the okay from the Capital Planning committee. It heard the pitch yesterday, and once it gives the green light, the bond idea will then head to the board of supervisors , which would require eight votes to pass. All of that just to get it on the november ballot. So San Francisco voters would have the ultimate say. San Francisco City leaders are trying to find ways to improve the night life. City officials, Business Leaders and Community Members met at the annual nightlife and entertainment summit. Mayor london breed said the city looks forward to working with venues to create easier pathways for more economic opportunities. We have to be a real partner from the city side in order to get rid of the bureaucracy, get rid of the layers of fees, get rid of the drama and get to yes, that is my goal. That is my hope. Now the mayor says the city is still not where it wants to be when it comes to recovering from the pandemic. But she says there has been progress and people in the community are looking for places to come together for its now. 503a family court in downtown san jose is now paying out more than 150,000 a day to keep their lights on. Thats following the second power outage at its Court Building in the past two months. The latest outage began early yesterday morning. The Family Court Center is now paying a huge bill for a generator and fuel, as it waits for a permanent power source to be restored. The court handles a wide range of important cases, mostly involving Domestic Violence and restraining orders. Disruptions happen to the litigants is significant. We the court has, really i think is quite nimble in addressing these kinds of failures and reestablishing operations as quickly as possible. But it takes some herculean efforts from our court staff as well to make that all happen. Pg and e has not said why it has not reconnected the power at this point, despite the urgent request from the family court and equipment failure caused the lights to go out at the same Building Back in early march, the San Jose Police Officers Association is demanding an increase in security for mayor matt mehan after a person attacked a bodyguard while the mayor was giving a television interview. I believe having another second set of eyes, second set of hands there maybe they could have done some different tactics. Maybe you could have had one officer have the mayor and his staff go into another building locked, secure it before this individual could approach, while the one was dealing with him outside the naacp chapter in san jose and Silicon Valley has questions for Police President jethro moore sent a letter to the department asking why an unarmed man who says he was just going to work was stopped by the mayors bodyguard in the first place. I see a black man, walking down the street on his cell phone. He said something that the black the brother did not take as, coming from somebody of authority or as a police officer. Unfortunately, reverend moore, has he entered into this with a race element and had nothing to do with race. The Police Officers Association Says the man who was stopped was a fugitive wanted in georgia. When asked about increasing the mayors security, city officials said its a police matter. Now, Police Body Cam video from 2019 shows sorelle shiflett being detained by Police Officers after he was beaten and tased. Before that, 911 was called after shiflett was seen walking on the street at 2 a. M. Dressed up as a cartoon ninja. When the Police Arrived and tried to search him, shiflett says he became scared and he ran. His lawyer says that some of the Police Body Cam video of that incident has not been preserved. Now. San leandros interim police chief Angela Alvarez said in a statement. As a result, our Body Worn Camera recording retention policy was updated in 2022 to retain video footage for up to seven years. This updated policy ensures a longer retention of interactions with Community Members to allow for the future review of potential criminal, administrative or civil cases. The settlement that was reached does not include an admission of liability or wrongdoing by the city of san leandro. It has been one month since a rainy downpour washed out a chunk of highway one in big sur. Caltrans now says repairs are going well on. Both locals and tourists can once again drive in and out of the area. Now the convoys are running twice a day through that slide area. They run from 7 to 8 00 in the morning, then again from 5 to 6 00 in the evening. There are some restrictions during the other hours. Its only going to be residents any workers and those with reservations. And the reason for that is once they go through, they will not be able to leave until 7 a. M. The next day. So if people dont have reservations, then theyre not going to have a place to sleep. Caltrans says it does hope the opening of convoys for tourists will help the businesses that have taken a hit, because of the drop in traffic, the agency estimates. It happened in charlotte, where they were trying to serve a warrant for possession of a firearm by a convicted felon. When the Police Arrived, shots were fired from inside the house. The police fired back, killing a suspect in the front yard. But a second suspect fired even more shots, leading to a standoff that lasted three hours stepped outside my door. Police were running by, and then ambulance started coming in and they were just going everywhere. Everywhere. We heard about over 100 gunshots. It sounded like world war three. Three of the four officers killed were from the us marshals service. The other was a local Charlotte Police officer. Four other officers were injured in that shooting. Ultimately authorities sent in a swat team with an armored car to smash into the house. Two people inside were taken into custody as persons of interest. Our time is 515. A man was arrested after a shootout with police in benicia and is now facing a charge of murder. 39 year old David Ochoa Magana is still being held at the Solano County jail. Vallejo police have identified him as a suspect in a homicide. Hes being charged in connection with the death of a man back on march 16th. Magana was arrested after a shootout on interstate 780. Benicia police say the license plate readers originally identified a car involved in an armed robbery, and they say magana and another person inside began shooting at the police during a chase. Both were arrested when the car crashed. It is now 515. Construction has begun in vallejo for a new Navigation Center to help the unhoused. The groundbreaking ceremony was hosted by the city yesterday. Its being built at a former parking lot near highway 37. After its completed, the 8 Million Center will offer 125 shelter beds. Its really going to give vallejo, and particularly those who are living on the streets, the opportunity to exit homelessness, will they plan their journey for what their next stage of living is going to be . Now . The latest count showed there are about 450 People Living on the streets in vallejo. Construction work on this new Navigation Center is expected to be finished by december. Its 516. Several roads now closed near the bart station in downtown concord because of the investigation into this. A two alarm fire last night. The fire is out now, but the cleanup and the investigation are just beginning. Ktvu ali rasmus here now with the details of what happened. Good morning. Ali good morning dave. Were at the intersection of park and clayton near downtown concord, very close to the bart station here in concord. And behind us is whats left of this corner building. This was apparently an Apartment Building under construction or under some type of renovation. You can see the roof is completely gone. You can kind of see some bits of sky poking through the windows here, and you can hear a fire hose continue to douse this building with water. In fact, behind this wall thats right behind us, there is a ladder truck with a hose positioned directly over what used to be the roof of this building, shooting water down into it. And theres actually what looks like almost like a waterfall of water coming down onto the ground floors. Firefighters are continuing to work here to make sure no hotspots flare up. And that this fire is completely out. This broke out around 1030 last night here in downtown concord. Again, this is apparently an empty building. It was undergoing some type of renovations, a large corner, lot of apartment complex that was under renovation. According to Contra Costa County fire, no one was inside and no one was hurt in this fire. But it took firefighters more than 2. 5 hours to put the flames out. Video sent to us from a viewer, from a building with an overhead view of this fire, shows some of the flames several feet high, towering over what was left of the roof. Now the fire is out, as we said, but theres still work to do to make sure it doesnt flare up again. And then firefighters have to start the investigation to figure out what caused this fire. So because of all that, there are road closures in this area from concord boulevard, clayton and grant street and clayton, several blocks adjacent to this building that caught fire last night. How it started is not known. Firefighters expect to be here for much of the morning, and i can tell you just around this building, theres at least a half a dozen fire trucks surrounding it and some firefighters still Walking Around the perimeter. Again theyre dousing this building with water to make sure that this fire does not flare up again. But the fire is out again. No one was hurt. According to Contra Costa County fire. Were hoping to get some more information from them in the coming hours. But if you live in the concord area or drive through downtown concord to get to work or to the bart station, be advised there are quite a few road closures because of this last fire that happened last night. Will around the country, protests, demonstrations and encampments are growing on College Campuses against the war in gaza. And that includes right here in the bay area at Sonoma State University. An encampment was set up on friday. It grew over the weekend at stanford university. A protest is also growing, despite School Administrators telling students theyre violating University Policies. At cal, more people have joined the encampment just outside of sproul hall, and the newest encampment is at San Francisco state, where a protest began just yesterday. Now the protesters at San Francisco state, like the protesters at other universities, want an end to the violence in gaza and for the university to divest or sell their holdings in companies that do business with israels military. We palestine. Palestine now. Shortly after a rally yesterday at the university, the protesters began setting up tents as a member of the csu system, we think that its important to protest there. Involvement and, you know, support of the genocide. Now, some jewish students on the campus say some of the language being used by the protesters and on their sides makes them feel very uncomfortable while basically saying, i cant be a part of that conversation whatsoever, because i believe that the state of israel has a right to exist. You know, it creates an unwelcoming environment, but more so, its just its shutting down even a central conversation. In a statement responding to the protesters, University Officials said in part, Sf State Foundation investment policy reflects its commitment to the values of the university, prioritizing social and racial justice, environmental sustainability and climate action. Protesters are also camping out at Sacramento State university. Demonstrators say the tents are designed to get the university attention. If camping is what we have to do to get our voices heard and the trustees to be forced to listen to us, then that is what the students will do. Similar to protests on campus across the country, this group is calling on csu to divest from companies with ties to the israeli military. Well, overnight, propalestinian protesters at Columbia University in new york took over a building on the campus. The protesters broke into an academic building. They barricaded the entrances and hung palestinian flags and banners on the buildings. This as the university began to suspend students who refused to take down the tent city demonstration that went up two weeks ago. We were engaging in good faith negotiations until the administration cut them off under threat of suspensions where we ask for amnesty, they gave us more discipline. Now, today, education secretary Miguel Cardona will testify before a House Committee as lawmakers want to know whats being done to address the antisemite ism being reported at some of the universities around the country. A propalestinian mural in San Francisco has been repeatedly vandalized. The artist says he painted the mural on his friends building in noe valley about five months ago, and he says the mural stands as a reminder of the families who have been killed in gaza. Now an update on a story we told you about last week about a Scavenger Hunt in San Francisco for rare coins. Its officially over. A 11 coins have been found. Seth chandler, the owner of winter coin in San Franciscos marina district, announced the Scavenger Hunt last friday. He and his staff went out. Lets go right to our triple a Traffic Camera and show you that even the carpool lane is slowing down as they clear that crash. It wasnt as severe injuries at all, but it just was blocking lanes. And you can see its a little bit slow. I wanted to back up and look at the macarthur maze. Its not really affecting traffic that much yet, but well keep an eye on it for you. 601 lets get back to the headlines. Okay, sal, were following developing overnight news from the Bayview District of San Francisco. Take a look at the scene at third street and quesada avenue just after 930 last night. Several Police Officers out there who appear to be investigating some type of violent crime. They placed a crime tape outside of several buildings. As you can see, were trying to get more information from San Francisco police about what was happening out there, and well bring you information as we get it. Well, this morning, fire crews are still cleaning up a massive overnight fire in concord. The fire started at about 10 00 last night at a building on sunset and east street. Video shows large flames and a lot of smoke as the firefighters poured water on the building to get that fire under control. Fire Officials Say the building was empty at the time. No injuries have been reported. Ktvu is ali rasmus will join us live from the scene with an update on the investigation in our next half hour. San franciscos mayor wants to spend more than 300 million to improve the city. If the board of supervisors approves the mayors plan, voters will get the final say. In november, ktvu james torres is here now with more on this new bond measure proposal and where the mayor wants that money to go. Good morning, james. Dave, pam, good morning to you. Well, its a package thats worth 360 million. Mayor breeds said her plan tackles four different categories. 167 million of that money will go towards strengthening Public Health spaces. Places like sf general and laguna honda hospitals. They would get a form of a seismic retrofit while also expanding the chinatown health clinic. 50 million will go toward projects meant to tackle homelessness. 70 million proposed to improve Street Safety. And thats more in terms of infrastructure. I think ideas like crosswalks, sidewalks and repaving projects. Finally, mayor breed wants to spend 25 million on revitalizing civic public spaces. That includes renovations of harvey milk plaza as well as halliday plaza. A plan needs to first get the okay from the Capital Planning committee. It heard the mayors pitch yesterday, but it once it gives the green light, the bond idea will then head over to the board of supervisors, and that would require eight votes to pass in a statement, mayor london breed says the bond would, quote, create safer streets and smoother roads, deliver welcoming and vibrant plazas and public spaces, support families and strengthen our Public Health institutions that serve all our residents. This is how we build a stronger, thriving San Francisco. All of that just to get it on the november ballot, San Francisco voters will have the ultimate say. Well, today the Alameda County board of supervisors will vote on a funding increase to support young voters in the upcoming election in the past few years, the oakland and Berkeley City Councils adopted ordinances allowing 16 and 17 year olds to vote in school board elections. If todays vote passes, the board would earmark 1. 6 million for software to help administrate teen voters. Now, it would also hire six people to provide year round support with the election process. Our time now 605. A family court in downtown san jose is now paying more than 150,000 a day to keep the lights on. Yeah, they handle some very important cases as well. Thats following the second power outage at the Court Building in the past two months. The latest outage began early yesterday morning. That Family Court Center is now paying a huge bill for a generator and fuel, as it waits for a permanent power source to be restored. The court handles a wide range of important cases, mostly involving Domestic Violence and restraining orders. Disruption to the litigants is significant. We, the court has, really i think is quite nimble in addressing these kinds of failures and reestablishing operations as quickly as possible. But it takes some herculean efforts from our court staff as well, to make that all happen. Pg and e has not said why it has not reconnected to the power, despite the urgent request from the family court and equipment failure caused the lights to go out at the same Building Back in early march. Construction is underway for a major new Navigation Center to help the unhoused in vallejo. The latest count of the homeless showed there are about 450 People Living on the streets in vallejo. Construction work on the new Navigation Center is expected to be completed by december. The number of travelers at the bay area is. Three major airports has still not fully recovered from the pandemic. New figures from the san jose mineta airport show the airport handled just about 12 million passengers during the past year. Thats down 23 from the number of san jose travelers back in 2019. Its a similar story at the bay areas two other big airports. The number of passengers in oakland is actually down 16 from the final year before the pandemic. East bay commute 680 does look very nice from martinez to walnut creek for the commute hour, but we do have some slow traffic on westbound highway four this morning as you drive out toward the concord area, which is, you know, not unusual at all. Were going to hear from an oakland beekeeper who is frustrated with this heist and complaints in the east bay about teacher vacancies reached a courtroom. Now, we tell you what one School District says in response to allegations it broke the law by not hiring enough teachers our crime over the weekend. Shes also very worried. Ktvu is andre senior joining us now in studio with the details of this crime and reaction from the beekeeper. Good morning to you, pam. The amateur beekeepers name is sue donahue. Shes a chef by trade but got into beekeeping about seven years ago. On saturday morning, thieves stole a colony of 10,000 bees from outside of her home on manila drive in north oakland. They ran off with a queen bee. Donahue says. This was a crime she never expected. She immediately rushed out of her home after she heard someone disturbing her beloved beehives, but she did not respond fast enough. I heard somebody say, hey, free bees and then a moment later i heard a car door shut. Donahue says she has made bees a major part of her life in recent years. Her beehives are well known to her neighbors, who often come home to her home to buy some of that honey. And donahue says she loves to teach children about the wonders of bees. However, the focus of her bee lesson have now changed following this weekends theft. Instead of showing them how bees behave in a hive, we were explaining to them, about theft. Donahue is quite certain that thieves who targeted her home do not know the first thing about bees, and shes also certain her bees will die very soon if they do not receive proper care. So far, Oakland Police have no suspects in this case, and the motive remains unclear. One might ask, why would you steal bees . Almost 4 million will be paid by the city of san leandro to settle a lawsuit filed by a mentally disabled man who accused the police of using excessive force. Now, Police Body Cam video from 2019 shows cyril shiflett being detained by Police Officers after he was beaten and tased. Before that, 911 was called after shiflett was seen walking on the street at 2 00 in the morning, dressed up as a cartoon ninja. When the Police Arrived and tried to search him, shiflett says he became scared and ran. His lawyer says that some of the Police Body Cam video of the incident has not been preserved. San leandros interim police chief Angela Abbott said in a statement. As a result, our Body Worn Camera recording retention policy was updated in 2022 to retain video footage for up to seven years. This updated policy ensures a longer retention of interactions with Community Members to allow for the future review of potential criminal, administrative, or civil cases. The settlement, by the way that was reached, does not include an admission of liability or wrongdoing by the city of san leandro. Its 615 marin county says Public Schools have to stop asking parents to buy school supplies. A new report says some schools were being investigated for sending home lists of required materials and equipment. The countys civil grand jury says Public Schools in the state are required to provide students with supplies at no cost. Local School Superintendents say they appreciate the findings and they will work to address the challenge. Three teachers in the west contra costa unified School District may file a lawsuit against the district unless it takes measures to fill vacant teacher positions. Now, according to edsource, an attorney working with the teacher sent the school board an appeal demanding a plan that explains how for each teacher, vacancy will be filled. The teachers say substitute teachers have been covering some classes since the beginning of the school year, which they say is not providing students with an adequate education. Now, the district says finding and retaining teachers is a challenge statewide in a statement, the district says, quote, any vacancy was not purposefully caused by the district. The district has provided support and supervision for its students to the best of its ability. All right, our time is 616. Its now been a month since a rainy downpour just washed out a chunk of highway one in big sur, and caltrans says the repair works going well and both locals and tourists can once again drive in and out of that area. The convoys are running twice a day through the slide area. Look at the pictures. They run from between 7 and 8 00 in the morning, and then again between 5 and 6 00 in the evening. There are some restrictions during other hours, though. Caltrans is estimating this convoy system will continue until at least memorial day weekend. Time is 617. We do have some slow traffic on highway four. Were going to start this report first on highway four westbound. You can see it is going to be slow. I think i missed a place my there we go. Thats much better. Westbound highway four pittsburgh, antioch, bay point. Its pretty heavy. Its stop and go. However, 680 looks good when time to get there. If youre driving to walnut creek or beyond, the bay bridge has a slightly bigger backup from our triplea Traffic Camera. This is because of an earlier crash. It wasnt that serious, and they got it out of the way rather quickly, but it did kind of cause a bigger delay. You can look at the macarthur maze, especially in that carpool lane. Rohnert parks 41, fairfax 42, sebastopol 42, occidental 40. A look at ukiah 30. Upper lakes now 35, middletown 37. These are cold, cold temps. And speaking of cold, the San Francisco buoy temp is 49 and a lot of 51. Thats incredibly cold water for the end of april. The systems keep moving into the north. We get the sunshine, but we also get a breeze. So 40 on the temps here to a few 50s, but a lot of 40s 20s in the mountains, mammoths in there, South Lake Tahoe, truckee, alturas, thats cold. Even reno at 38, the highs just a little too far away. But we will get a slight bump up for inland temps. Cold morning, sunny, nice breezy, maybe a few upper 70s to near 80 for at least thursday. That means the state will be able to buy as much of it for the same amount of money to then distribute for free, the States Health directors say it is already proven to be a highly effective Drug Overdose treatment. Oh, no, we never start out there. Highway four in the bay point area, theres some sort of a blockage that we notice, kevin tuned the camera in, kind of show it. Look at. Look at this. Something is apparently wrong. Either its wrong or its roadwork. That is really beginning to stack up here at highway four. So this is eastbound as you go, you know, head out toward antioch westbound traffic, even though none of the lanes are blocked, it does seem as if people might be slowing down to take a look at it. So im not sure exactly what happened here. Maybe its a sinkhole. We do see some caltrans out here. Chp doesnt have it on its list, but pretty soon it will. If it continues to cause this kind of traffic jam, we just have a few more traffic incidents to talk about in a few minutes. But right now, lets go back to the desk. All right. Thank you. Sal, if you are heading to downtown concord this morning, be aware of some road closures because of that. Yeah. Firefighters still at the scene of a two alarm fire. It broke out last night. Ktvu. Allie rasmus, youve been out there. A wild show us whats happening. Good morning. Allie good morning, dave and pam. Yeah, the fire is out, but there is still, as you can see, work to be done here by Contra Costa County firefighters. You can see they just brought in another ladder truck that is now continuing to pour water on whats left of this building that caught fire last night. Im going to bring in steve ober with contra costa Fire Protection district to talk more about what happened here last night. This was a two alarm fire started around 1030, do you know where in the building it started . And what the response was, we did have initial reports, when the first few crew came on scene, that they had heavy smoke and flames coming from the structure, it was generally towards the top of the building at that point in time, we initially did a very quick, primary search of the ground floor in the parking structure made sure that there was no, nobody that was inside. That was coming up all clear. But then the conditions were starting to turn very quickly, and thats when we went, defensive firefighting operations, from that point on. So no one was inside the building. It was empty. You dont know what this building was. Its been empty for a while. Thats correct. So its a three story, vacant, structure. Thats at the corner of sunset and east street in concord. And, yes, its been vacant for a number of different years. And so thats going to be the challenging part about doing the investigation portion from there, here on out, figuring out how it started. Now, when the video of this fire last night, the flames were pretty intense, soaring above, you know, the top floor of that building. It took 2. 5 hours to put this fire out. What was so challenging about it, the challenging part, due to the conditions we did actually have some structural collapsing going on, the roof was collapsing down onto the structure and some of the exterior walls were collapsing both externally and internally, as soon as you start having that happen, you start making pockets, and its hard to get the water all the way deep down inside there to be able to extinguish that fire at that point. Is that why youre still out here this morning putting water on it . Thats correct. As you can see, we still have a lot of smoke thats coming up, and we still need to get to those hot pockets still. And how long do you expect firefighters to be out here and their equipment is part of the reason the roads are closed . Because you have to kind of stay around the fire and make sure nothing flares up again. How long will you be out here today, well probably be out here most of the day, we do need to make sure that we get all those little, hot spots knocked down. And then of course, yeah, the roads will be blocked until we can safely be able to turn this back over to the city. Maybe by the end of the day. Today probably by the end of the day today. Okay, steve, over with, contra costa. Fire protection district. Thanks for that information. We do have a map we can put up really quickly showing some of the road closures here in the downtown concord area, from, clayton and concord, concord boulevard and clayton grant street and clayton. So this is all very close to the downtown concord bart station, earlier this morning and overnight, some of the roads leading to the bart station parking lot had been closed. But those are now open. So you can get to the bart station parking lot. But some of the roads around clayton, road here in downtown concord are going to be closed because firefighters continue to put out some of the hot spots from this big two alarm fire that happened last night live in concord, ali rasmus, ktvu, fox two news. All right. Thank you for the update, ali. Sonoma county supervisor james gore is hosting a virtual town hall today to address the concerns over Fire Insurance and policies that have been canceled. Were getting a lot of notes from people who are hearing that their insurance policies are are being pulled or nonrenewed. This has been something thats been going on for years, especially since our tubbs fire. This is not really a legislative battle. This is a regulatory work product moving forward. Right now. Now, the recent wave of insurance providers leaving california has affected tens of thousands of homeowners. Gore says he spoke with several officials about possible solutions. And during todays panel, we will hear more about the push to help homeowners. Our time now. 636 a new wildfire prevention effort begins targeting forested areas in rural parts of san mateo and santa cruz counties to reduce the risk of another fire, like the icu lightning complex fire. That huge fire back in august of 2020 destroyed more than 900 homes and severely damaged big basin redwoods state park. Well now a 5. 5 million state grant will pay for thinning out overgrown forests in the area. The crews will be chopping down dense brush and removing dead and dying trees across the country. Demonstrations and encampments on College Campuses are growing here in the bay area. A new camp was set up at Sonoma State University on friday and grew over the weekend at stanford university. A protest also continues to grow, despite School Administrators telling students they are violating University Policies. And at cal, more people have joined the encampment just outside sproul hall, and the newest encampment is at San Francisco state university, where a protest started just yesterday. And pam, the protesters at San Francisco state, like the protesters at the other universities, want an end to the violence in gaza and for the university to divest or sell their holdings from companies doing business with israels military. Free. Free palestine. Free palestine. Now, shortly after yesterdays rally at the university, protesters began setting up tents as a member of the csu system, we think that its important to protest there. Involvement and, you know, support of the genocide. Now, some of the jewish students on the campus say some of the language being used by protesters and being written on their signs makes them uncomfortable. Basically saying, i cant be a part of that conversation whatsoever, because i believe that the state of israel has a right to exist. You know, it creates an unwelcoming environment, but more so, its just its shutting down even essential conversation. Now, in a statement responding to the protests, University Officials said in part, Sf State Foundation investment policy reflects its commitment to the values of the university, prioritizing social and racial justice, environmental sustainability and climate action. Time now is 639. We have a problem on highway four in the non commute direction. Eastbound highway four. We have it on camera here from our live Traffic Camera, something is going on where theyve had to shut down the lanes. Doesnt look like a lot of people are getting through. And all of a sudden, this backup has grown westbound. The commute direction is slowly moving back, but we do see traffic that is going to be affected, but people can see whats going on. Not really sure what it is. We do see some lane closures there, so some people are not getting through. Were going to keep an eye on that. Lets talk about the bay bridge that is backed up this morning all the way out to the maze. There was an earlier crash just beyond the toll plaza. No injuries, but it caused some slow traffic. Westbound 580 slow through the altamont pass, where chp says its windy. Southbound 680 after 84, there was a crash on the shoulder and south bay commute northbound 101 approaching 280. There is a crash there, but the rest of it, 85 and 87, are still looking okay. At 640, lets talk about todays weather. And heres steve. All right, sal, thank you for the last day of april. Its a cold morning here for many a lot of 30s here, especially up in Mendocino County. Lake county, a lot of low 40s, many 40s, 41 around petaluma, 42. Santa rosa, now 40, menlo park, 41 degrees. I mean, there are there are plenty all the way down to the santa clara valley. Cold in the mountains, mammoth lakes, South Lake Tahoe, truckee, all at 23 degrees, elko, 27, renos at 38. The High Pressure system just too far out. So we keep getting this westerly northwesterly direction here. And that has generated some extremely cold water temps with that upwelling but cold morning. Sunny, nice, still get a breeze here. The high will build in ever so slightly for a slight warm up wednesday thursday. There could be a few near on thursday near 80. But the screaming message here continues to be whats being advertised for the weekend. And thats a return to cold rain again four days away. So the details will change. But theres projections of maybe about 6 to 12in of snow in the mountains between now and next tuesday, and maybe some pretty good rain here for us for the first weekend in may.
