in the murder of his girlfriend in 1999. but it took a savvy customs agent to finally nab him. alice sims was a 21-year-old college student and new mother when her boyfriend reported her missing. he became the focus when sims remains were found in the nevada desert. a failed lie detector test and a big insurance policy on her. but it wasn't until today that raymond wong now 40 face adjudge and showed no emotion arranged for murder. >> he is a very cocky, somebody i would consider arrogant individual. and i believe that for years he's thought he's gotten away with this. >> reporter: originally wong fled his pinol home for canada and more recently china. but a child pornography wrap tripped him up. a customs agent apprehended him as a sexual predator. pinol police got the call that reopened alice sims murder. >> when we found out he was back in the country we decided to run with this case and move forward as if it had almost occurred a day prior. it was only a matter of putting the pieces, the final pieces together. >> reporter: alice sims father who spoke with us 12 years ago about losing his only child says tonight he's glad for the arrest finally. he says he misses everything about alice, but he's been busy raising her son. a baby then, now 13. >> i have a grandson to raise up, so that made -- that gave me something to do. >> how is he? >> he's fine. >> reporter: the murder charges against raymond wong carry special circumstances killing for financial gain which rules out bail. so police say they won't be losing his again. we're live in martinez, debra villalon, ktvu news with the end of the year just two days away we wanted to take a look at homicide totals in the bay area's three largest cities. here's what we found. san jose has seen a huge increase reporting 38 homicides compared to 20 last year. and if authorities included two people killed in san jose state that number would be 40. this is san jose's highest number in 15 years. oakland has totals 102 killings so far compared to 92 last year. that's an increase of about 10%. and san francisco recorded the same number of homicides, 50 last year, 50 this year. new video ton of a hazardous materials incident. la tierra fina is located at 1900 atlantic the street. a fremont crew hit a pipe and ruptured it. responders called a level two alert in case the freon leaked. teenagers caught a break after being found with drugs traveling through nevada. today officers displayed the items taken off the bus. the teenagers were on their way to a ski trip apparently without supervision. >> the kids brought out loads of con con -- contriband. >> the teenagers are from various high schools, most are from the bay area. new at 10:00, the city of walnut creek wants to close calls for service since the lift lounge opened here two years ago, now the owner says he can't be blamed for everything on here but the city is now ordering him to stop selling alcohol at 11:30 instead of 12:30. it's a busy thursday night at lift lounge in downtown walnut creek. and it's sure to be even busier on new year's eve but now owner chip cruz may have to cut off the drinks before the clock strikes midnight. >> we're going to fight it as much as we can, we're not going to lay down. >> reporter: cruz just filed an appeal to a degrees sis -- decision. >> can this place survive cutting off sales at 11:30,. >> for 90 days, yeah. more than six months, probably not. >> it's a popular bar, the problem is we're oversaturated with alcohol establishments downtown. >> reporter: police say that oversaturation has led to problems such as this fight caught on amateur video last year. >> there's three different sectors and the citizens and town want the service and if i have all my officers downtown dealing with drunks and fights, the citizens aren't getting the service they deserve. >> reporter: but cruz says he's getting an unfair share of the blame, a victim of his own success. >> if it was a perfect world for the city, they would have us close. >> reporter: cruz says his appeal will at least allow him to continue serving drinks till 12:30 this year. that appeal will be heard by the city council later next month. once again today oakland police moved in on occupy protesters, this time after they took over a house. this afternoon, police were out guarding the two story house on mandela parkway. activists from just cause said they occupied the foreclosed home to protest fannie mae's foreclosure process. the dow jones industrial average finish third-degree day up 135 points erasing yesterday's losses. the nasdaq closed up 23. one piece of encouraging news came from the labor department. it says the number of people applying for unemployment is up. that shows employers are laying off fewer workers. another sector is showing improvement in housing. the number of americans who signed contracts to buy homes in november rose to the highest level in a year and a half. sales of previously owned homes are barely ahead of 2008 figures and this year will likely be the first years for new home sales in history. happening now, more than 100 children locked down for 24 hours. the idea here is to get them all the streets, keep them safe and also give them some religion. alex sadvege takes us to the youth lock down taking place right now at the youth baptist church. >> reporter: it's a giant sleep over inside a church, although a lot of these children don't plan on doing much sleeping. it's 24 hours of food, fun and friends all in a safe environment. with luggage and sleeping bags in hand, kids checked into baptist church tonight for what's being called the omg lock down. >> some fun, something to do. possibly staying up most of the night. >> reporter: 10-year-old isaac jackson was dropped off by his aunt. one of more than 100 kids showing up. >> i am trying to keep him in the straight and narrow and keep him in this kind of environment. >> reporter: this is a party with a purpose. john french says his goal is to reach kids early and keep them out of trouble. >> this event is actually tonight but our success comes in the future when they're doing well in life and making the right choices and they can come back and say, you know it started here. >> reporter: there will be a band, comedians and all the video games these kids can handle. it's also a way for them to connect with the church. >> so i'm just excited for the night, to meet new people. and god. >> our children need outlets so they need to see both sides. they need to see that they can use the music that they're used to, that they can be with their own peers, but still have a way of expressing themselves that's positive. >> reporter: this event was not just for church members, kids came here from all over the bay area tonight and the youth ministry director tells me he plans to make this a yearly event at the church. alex sadvedge. fremont is mourning the loss of its major, bob wasserman died today after being hospitalized for respiratory problems. he served as the city's mayor since 2004. before that wasserman search ár served as the city -- served as the city's police chief and in the council. the ktvu weather department tells us the bay area fog bank is regrouping and expanding at this hour. thick gray mist poured through the golden gate and overgaps in the coastal hills today. blanketing the city and spreading into surrounding counties. the fog seemed to hang around longer than normal especially around the bay making driving an extra chore. schedules have been in a flood. arriving flights have been delayed up to an hour and 40 minutes. the faa urges travelers to check with their air carrier for specific timetables. and last a hit-and-run. rojo already had two other warrants. witnesses say rojo drove right on to the sidewalk at 98th and eve while she was trying to get away from fremont police. her car struck 54-year-old carl duke where he had just walked out of a market where he's been employed for the last 20 years. he also ran a neighborhood produce distribution service for low income seniors. >> i spoke to him, he said i do remember the car hit me. and getting knocked over to the wall. >> reporter: duke was hospitalized after being thrown an estimated 50 feet by the impact. even so he is expected to survive from his injuries. san pablo police are looking for a richmond man in connection with the death of several vehicles and $100,000 in car racing parts. a chevy pickup, race car trailer, motorcycle, and all terrain vehicle were all reported missing earlier this month from a warehouse on giant road in san pablo. police recovered the vehicles in richmond. now they want to speak with 42- year-old troy montiff of richmond who is the caretaker of those lots where some of the vehicles were found. the racing parts are still missing. the california supreme court today handed governor jerry brown a major victory saying the governor has the right to eliminate 400 local redevelopment agencies. ken pritchett reports on the impact this ruling could have here on the bay area. >> reporter: they are still pouring the concrete but it may not be pouring for long. this is union city's major redevelopment project around it's b.a.r.t. station more than 11 years in the making. >> it's really a tragedy that the legislature and the courts would like to desolve redevelopment agencies. >> reporter: union city redevelopment manager mark evanoff says this project was supposed to build 250 buildings. >> this area was a land that was blithed. >> it's a very important win we believe for k-12 schools. k-12 schools will be getting a billion dollars more in revenue that other wise they would not have gotten. evanoff says low income housing and other construction underway right now will be completed but not the overall plan. >> we'll be allowed to complete our existing contractual obligations. but anything that we don't have a contract for we're not allowed to make -- to make new decisions. >> reporter: it was a total defeat for advocates of those redevelopment agencies. ken pritchett, ktvu channel 2 news. san francisco mayor ed lee and oakland mayor gene quan both released a statement saying they are disappointed. how the bay area's biggest city is in a slightly different position than oakland and san francisco. the clouds are blanketing a good portion of the bay area and the fog is starting to settle in again. in the past hour we've had more fog reports. you can see the fog concentrated ballot. she hopes the national organization for women will help out. we have new information tonight about the death of a whale that got lost in the river. locals called her mama because she swam into the river with her calf. the calf headed back to the ocean three weeks later but mama stayed behind and scientists now say her skin was weakened by the lengthy stay in fresh water which allowed a criminal charges. she represented bey who is now serving three life terms for the murder of chauncey bailey and two other men. congress passed the law back in 2007, requiring lightbulbs be more energy efficient. the 100-watt bulb will be the first to go followed bid other wattages. california started its own phase out of those bulbs in january of this year. along with those 100-watt bulbs, beer with added caffeine are about to become a thing of the past. those drinks will be banned, although beer brewed from coffee will still be allowed. seven other states have also banned caffeinated beer. companies won't be able to lure workers here. but the board of supervisors say san jose's monster redevelopment agency siphoned the money away from social programs and education. >> returns taxes back to those development associations. >> reporter: some cities including san francisco and oakland may try to retain redevelopment openings. san jose's agency has too much debt and doesn't have that option. in san jose, robert handa, ktvu channel 2 news. a teacher from a middle school in clayton pleaded not guilty today to child molestation charges. andrew cartrell is facing charges for possession of child pornography. cottrell confessed when arrested. police are not showing down their crack down on drinking and driving this holiday season. law enforcement agencies report they have arrested 485 people. santa clara county has reported 279 arrests. contra costa county 188, and 84 in san francisco. the chp says it's officers don't plan to let up until after the new year's weekend. new technology that can track your face online is raising privacy concerns. the federal trade commission is investigating the use of facial recognition software by websites and mobile apps. they are by the time it gets here to the bay area. still plenty of cloud cover out there. we could have drizzle to start off the day. even a chance of a few showers, highest chance, this is all very light. a few sprinkles or a lightning shower mainly up in the north bay. this system really fizzles out as we head out to the south. here's the forecast model showing you all the cloud cover out there. plenty of overcast, some low clouds, fog, and also some drizzle. so here we are at 8:00. visibilities will be impacted to driving the bridges across the bay just be extra careful tomorrow morning. as we do take this into the afternoon hours by 12:00, you will notice a few light showers approaching the northern portions of the the area. maybe a few sprinkles concentrated coast side. then it's basically just fizzles out by mid-afternoon, by 3:00 still some clouds in place. i cannot rule out the opportunity of a few sprinkles developing. to the south bay down toward san jose, morgan hill and gilroy. it will translate to a couple of clouds, everyone by late tomorrow afternoon into the evening hours. if you're headed to the sierra, there's a chance of very light rain or snow. snow level still way up there right around 7,500 feet. the main issue for tomorrow with this system, winds in the higher terrain gusting to 60 miles per hour up toward lake tahoe. this weekend it'll be dry in the
