A deadline to increase the federal debt limit is just three days away. After two weeks of the shutdown, 350,000 federal workers are still on furlough. Food inspections and recalls are on hold. Most National Parks are still closed. But some states are using their own money to keep parks open. The grand canyon and the statue of liberty reopen this weekend, and mt. Rushmore will reopen later this morning. Nancy cordes is following the negotiations on capitol hill. Nancy, good morning. Reporter good morning, norah and charlie. Over the weekend, talks between the white house and House Republicans essentially fell apart. The white house said republicans were still demanding too many concessions in exchange for reopening the government. So now everyones best hope is that the democratic and Republican Leaders of the senate can work something out, even though their relationship has been strained, to say the least, the past few months. As he left the capitol sunday evening, Senate Majority leader harry reid said he was growing more optimistic after speaking by phone with his republican counterpart, Mitch Mcconnell. The discussions were substantive, and well continue those discussions. Reporter mcconnell was not as upbeat. In a statement he endorsed an entirely different proposal to reopen the government and raise the debt ceiling from maine republican Susan Collins. He said her plan has the support of democrat and republican senators. The new Sticking Point is over spending levels. Morning, mr. Speaker. Morning. Reporter with republicans getting most of the blame for the shutdown, democrats decided over the weekend to make a few demands of their own. Proposing that any plan to reopen the government roll back some of those acrosstheboard spending cuts known as sequestration. These aneither democrats nor republicans like the sequester. One of the strongest voices against it has been senator mccain correctly because of what it would do to defense. Reporter republicans accuse democrats of changing the game at the 11th hour. I think the democrats on the verge of being one tick too cute as they see the house possibly in disarray, they now are overreaching. Reporter and tensions over the shutdown are rising. Freedom reporter tea party and veterans groups clashed with police sunday, removing barricades from the world war ii memorial on the National Mall and dumping them outside the white house. They were urged on by Tea Party Favorite sarah palin and senator ted cruz whose plan to weaken obama care contributed to the shutdown. Let me ask a simple question. Why is the federal Government Spending money to erect barricades to keep veterans out of this memorial . Reporter there is a lot of concern up here on capitol hill this morning about how the markets will react to the fact that there is still no plan in place to raise the debt ceiling. Not only would the senate, which comes back into session at 11 00 pacific, have to pass that plan, but the house would have to pass it as well. And theyve been anything but predictable, norah and charlie. Nancy, thank you. John dickerson is in washington. John, good morning. Morning, collar harlie. So the question is have they moved the goalposts, have the democrats by going to try to make a deal on sequestration, move the goalposts . Well, republicans certainly think so. On saturday republican leader Mitch Mcconnell went into a meeting with harry reid and thought they had a bipartisan agreement on how to reopen the government. And reid said, wait a minute. Whats at issue here is republicans think that reids trying to move the goalposts. What reid says is hes just trying not to have those sequestration cuts that kick in in january. He doesnt want those to be doesnt want government to reopen and have those sequestration cuts kick in. So hes saying reopen government until the end of the year. And they hope democrats to negotiate those sequestration cuts. So this is in part about how long to keep the government open, and once its open, then what kind of negotiations take place. So how are they going to settle the difference . Well, they may settle the difference by just changing the time period. In other words, keep the government open until january, dont have those new sequestration cuts kick in. What democrats worry about is once those next round of sequestration cuts kick in, theyre locked in and they wont be able to kind of negotiate those out. So it may just be a question of where to set the timing. But as democrats are in this negotiation and are being accused of moving the goalposts, the worry here is that they are overplaying their hand. Theyre feeling very good about the way the polls are looking, that republicans are on the defensive, but if in this last round it looks like democrats are being too greedy, that could put pressure on harry reid. Now, the Senate Republican plan Mitch Mcconnell has endorsed, Susan Collins plan, what does the House Republicans think of that plan . The house hates it. What minority leader Mitch Mcconnell had negotiated and thought was on the books in that saturday meeting was something that would open the government through march and that would also tinker a little with obama care by delaying the medical devices tax. That was a pretty small set of demands from republicans. In the house paul ryan said that was basically total capitulation, as we all remember in the house, conservatives w t wanted to delay all of obama care. Thats a very small set of demands. The question, though, for john boehner is whatever comes back over to him from the senate, whats he going to do . Is he not going to bring it up for a vote, or is he going to have to basically be jammed, worried about not lifting the debt ceiling, and bring whatever the senate sends him up for a vote despite the grumbling from a lot of these conference. Stocks opened this morning. Investors are growing anxious about the continued fiscal standoff in washington. Keep in mind the markets did surge at the end of last week, and investors are not panicking yet. They still expect a lastminute compromise will likely be ree reached. Thursdays perceived deadline on paying americas debt is the biggest threat to the economy right now. U. S. Treasury bills are considered the safest investment in the world. And if the government cant pay interest on them, it could cause chaos in financial markets. Some economists say a debt ceiling crisis could cause Interest Rates to double on new mortgages, credit cards, even car loans. But gigi, we had over the weekend not only the head of the imf but also the head of the world bank coming in and saying this would be a global disaster. So why arent the markets reacting to that . Reporter thats right, christine lagarde, the head of the International Monetary fund, did warn over the weekend that a default could trigger a global recession. Still the markets have proven resilient so far. Now, one reason is because the Government Shutdown is likely to prolong the federal reserves stimulus plan which basically means Interest Rates will stay low for longer, helping boost the economy. Also, investors believe the odds of a default actually happening are slight. But wall street analysts tell me one thing is clear. This is a country that has always paid its bills on time, and the effects of a u. S. Debt default could be catastrophic to the economy. Back to you. All right, gigi, thank you. In austin, texas, flash flooding could reach historic levels today, up to a foot of rain fell sunday. Rescuers saved several drivers stranded in their cars. The flash flooding forced more than 20 families from their homes. Organizer s canceled the last dy of the Austin City Limits music festival. Heavy rain is in the forecast through tomorrow. Ranchers in south dakota are burying thousands of cattle this morning. The cows were killed in a freak autumn blizzard. It dumped up to four feet of snow in parts of the state last weekend, and the political impa says sse in washington means ranchers cant turn to the federal government for help. Manuel borjorquez is in st. Onge, south dakota. Reporter good morning. Its being called one of the worst Economic Disasters in south dakotas history. Because the storm came so early, the herds were still in summer pastures, and the cows had had not yet grown the winter coats that protect them from the cold. South dakotas 7 billion livestock industry will be digging out for years to come. The numbers are astounding. Tens of thousands of dead cattle are being collected from south dakotas western prairie. On october 3rd, an unusual autumn snowstorm blanketed nearly 100 miles, stranding animals in ravines and pastures where they froze to death. And many more could die in the months to come. As the snow cover came over top, it literally started burying them. Reporter sioux falls rancher Mike Mcintyre lost nearly 200 cattle worth over 1,000 a head. The wos thing was we had two inches of rain followed with three feet of snow afterwards. So not only was the ground wet, the cattle sunk into it, many of them actually drowned. Reporter others lost 80 to 90 of their herd. The result is catastrophic. It creates quite the Economic Disaster for them. By losing the cows themselves, theyve lost paychecks from years to come. Reporter the blizzard coming just days after 80degree weather brought winds of 70 miles an hour and record snowfall, as much as four feet all the way to the wyoming border. Drifts were so deep, cattle were able to step over fence lines, walks as much as 12 miles before they froze to death. They started out kind of being in shock and then you went numb. I dont know what stage were at now. Reporter Officials Say some 6,000 ranch families have been impacted by the storm. Its effects magnified because ranchers had already suffered through last years devastating drought. Some of the ranchers arent going to make it. They are not going to survive this storm. Reporter traditionally, the federal government would provide a financial cushion in a crisis like this. But the farm bill expired during the Government Shutdown, and ranchers say help, if it comes, is months away. Theres guys that aint going to recover from this without some type of assistance or something. Reporter the Farmers Union says ranchers have lost this years paycheck because they lost this years calves, but theyve also lost next years paycheck because they lost the cows that were carrying next years calves. Their cargo ship sank after a devastating cyclone battered the countrys east coast. 23 people are now confirmed dead. The storm destroyed thousands of homes and millions of dollars worth of crops, but the evacuation of nearly 1 Million People is being credited with saving lives. It is the strongest storm to hit india in more than a decade. The International Red cross says this morning three of its kidnapped workers are free and safe. A fourth person was also released. They are among seven workers abducted sunday in northern syria. Officials say the aid team was delivering medical supplies when gunmen opened fire on the convoy. And fresh clues this morning in the search for a british girl, madeleine mccann. She vanished more than six years ago. At the British Police will launch a new appeal on television tonight. Now, madeleine disappeared back in 2007 in portugal, and the portuguese closed their investigation the following year. But the British Police reopened their investigation this year, and they say they have made massive steps forward. The British Police believe these two composite sketches are the same man who was seen on the night of Madeleine Mccanns disappearance. Six years after madeleine vanished from a portuguese resort, the police say its vitally important they speak to him. But hes just one of several men the police are looking for after their new investigation reviewed more than 40,000 pieces of evidence. Primarily what we sought to do from the beginning is trying to think back to zero, if you like, try and sort of take everything back to the beginning and then reanalyze and reassess everything, accepting nothing. Reporter madeleine was 3 years old when she disappeared and would now be 10. Her parents, jerry and kate mccann, believe shes still alive. When its a special occasion when you should be the happiest, and madeleines not there, thats when it really hits home. Obviously, madeleines birthday goes without saying. Yeah. Then you have the big family occasions. I mean, thats basically it, family occasions, when you havent got your complete family. Reporter tonights televised appeal will show a detailed reconstruction of the events leading up to madeleines disappearance. On the night of may 3rd, kate and jerry mccann left their three children asleep in their room and joined friends for dinner 50 yards away. When kate mccann went back to check on them at 10 00 p. M. , madeleine was gone. The Portuguese Police later named the mccanns as suspects but cleared them in 2008. Were not the ones that have done wrong here. Its the ones that have gone into an apartment and taken a little girl away from her family. He did it by eating squirrels and other little animals to survive. Ben tracy looks at why it took so long to find him. Reporter 72yearold gene penafore was final rescued saturday. My husband comes into the room. And theyre like they found uncle gene alive. I was like what . I started crying i was so happy he was safe. Reporter he split up from his hunting partner and later fell and blacked out. When we heard the news, it was devastating. Its as if somebody took our hearts and stepped on it. So we felt helpless. Reporter nearly 20 agencies spend 20 days looking for penaflor. With a storm approaching the search was called off. He used the survivor skills he knew. He kept himself warm, slept underneath it, ate squirrels, some lizards, snakes, and algae from the water to survive. Reporter a search team headed out on saturday but it was a group of hunters who happened to hear penaflors cries for help. They bumped into each other, found him, made a gurney from their jackets and lifted him all the way back up the road. Reporter family members say penaflor was found in surprisingly good condition. I had set my mind to do something and no matter what it took, nobody was going to take that away from me. Senate majority leader harry reid said he was growing more optimistic after speaking by phone with his republican counterpart Mitch Mcconnell. Our discussions were substantive, and well continue those discussions. Reporter mcconnell was not as upbeat. In a statement, he endorsed an entirely different proposal to reopen the government and raise the debt creeling from maine republican Susan Collins. The new Sticking Point is over spending levels. With republicans getting most of the blame for the shutdown, democrats decided to make a few demands of their own, proposing that any plan to reopen the government roll back some of those acrosstheboard spending cuts known as sequestration. Neither democrats or republicans like the sequester. Republicans accuse democrats of changing the game. I think the democrats are on the verge of being one tick too cute as they see the house possibly in disarray. They now are overreaching. Reporter there is concern on capitol hill act how the markets will react to the fact its monday and there is still no deal to raise the debt ceiling. Can you tell me why it is that some people doubt how significant the failure to meet the deadline and a default by this government is . Charlie, first of all, the narrative is all wrong. We are a principled nation. We built this country on principles of standing by your world. Were a model of democracy. Were trying to help other countries begin their Journey Towards democracy and were showing that democracy is not working as well as it should be. And so just the narrative of not paying our bills is bad enough. Its like somebody going to a bank after having a car loan or Mortgage Loan and saying im not going to pay you. Now do you think the next time youre going to need a loan, that bank is going to give you that money . And so were a country thats very dependent. About 25 of our debt is independent on foreign sales. And so china and japan are princely large owners. What i worry about is that narrative is going to harm us long term. Many on capitol hill say theyre going to wait to see what wall street does today to know whether theyre going to act. But thats the problem. I dont know if were going to run out of money the 17th or 18th. They just put a target and now with the government shut down for 14 days, the reality is there may be a little wiggle room. The problem is this nary stif purely unacceptable. And obviously if we do default this probably will be much larger than Lehman Brothers in that even municipality, when they try when they buy back their debt, they do this through we call it bdiffusin. Theyre buying back treasuries to back it. When were doing some type of borrowing, sometimes its collateralized by government. The whole foundation of Financial System is based on the backing of u. S. Treasuries, so its not as obvious for most people. In addition most banks Balance Sheets isnt there a disadvantage . All the solutions we hear are shortterm solutions. Isnt there a disadvantage to talking about a shortterm solution . I lobbied quite hard this weekend. I was in washington until saturday night. That a shortterm solution has suggested, a sixweek solution is unacceptable in that, a, i dont think wed have a resolution on how to work this out. B, were going into Holiday Season and everybody i know is going to defer their decisions. We have to understand. We know that individuals defer their decisions and theyll wait until this plays out. The bigger issue is ceos. Ceos are not going to invest those jobs. Theyre not going to invest in plants and equipment. Theyre going to hold back. Here we are. We have a very, you know, unquestionably poor job economy and were only going to make it worse. You know, three quarters of the economy is controlled by Consumer Confidence and sort of and i talk to somebody who owns real estate companies. He can see all the retailes that its dipping right before this holidaying. People are worried. How will it affect their 401 k s and their pensions . As they should. I think washington forgets the notion of confidence. And they are not exhibiting confidence. Quickly, should the senate have insisted on an end to sequestration if, in fact, they could have had a deal that would have meant there would be no default . Theres no question sequestration is having a huge impact on job creation right now. This is why im suggesting a longer term workout so maybe its a nine months type of workout. Most people, when you see a picture of something that looks good, you want to run out and get it. You say what . Think about it. If i show you a picture of a rich chocolatey cake, whats going on in your mind is going, this looks good. How is that possible . What youre actually doing is part of your brain is simulating eating it. Part of you is thinking it tastes like chocolate. As a result, if youre looking at a lot of pictures of chocolate cake, in the end you feel like youve eaten a bunch of chocolate cake. So when you eat it it wont taste that good. You feel like youve already eaten a lot of it. How did you do this study . It was based on the idea that you simulate. We showed participants a bunch of pictures. So on one condition they saw 60 pictures of salty images and on the other they saw 60 pictures of sweet images like desserts. What would the salty images be . Pretzels, popcorn, potato chips, things like that. We didnt want to show them peanuts because we didnt want to ruin the study in that regard and then in a seemingly unrelated study we had them eat some pea nuts at the end of seeing those images and we said how much do you enjoy eating those peanuts . There was a significant drop auch if theyd seen the salty images. They focused on this image of saltiness. How many pictures do you have to see before you satiate . Thats what i was wondering . Wy had two different conditions. Even in the 20 picture condition you started to see a little dropoff in the enjoyment. In order to lose weight, its 20 pictures before lunchtime. It aint going to work for me. Are you suggesting its going to be diet . I dont want to overstate or overclaim anything. It showed it makes you like the food less. We havent shown it but it actually help you lose weight. If you have a particular weakness, you watch the amazing race and eat a tin of brownies overnight, maybe you can look at brownies. I bet food advertisers are looking at you going, come on, bus they build their whole lives putting out pictures that make us want to go and get it. Thats what my research focuses on. You know, he was 14. I was like, youre not going to get a lab. Youre 14. Come up with something easier. But he was always very persistent and stubborn and really believed in his idea. Why did you not give up all all o those rejections . Its more than persistence. What happened is that because of my close family friend but also 100 people die of pancreatic cancer every day. Every day id go into the lab and think how am i going save a hundred lives today. Youre not the first person to think aboutist. I think steve jobs died from pancreatic cancer, didnt he . Yeah. He had a great saying. You have to thing like a beginner. Is that part of it, you think because all these smart scientists who spend a lifetime, they thought of it in an unoriginal way and you because you didnt know all that thought of it in an original way. I think what happened is you get encumbered by all this knowledge. You dont seek the obvious. And so looking at it in a different way, so maybe someone who doesnt know anything might say, well let me try sniet what about him as a kid because they think hes a whiz kid. Are you thinking advice to guide him . Yeah. You know, just from the beginning whenever he would ask questions id say lets figure out how to ask those questions so to teach him from an early age how to find the answers himself. Hes still a typical kid. Even though hes an amazing kid, hes still 16 and still needs his mom and dad to help him out.
