claim the couple racked up dozens of violations. they say they did not get any notices. they owed more than $1,600 when they found out. only a fraction for the actual toll. it was typical to get answers. >> of their inquiries and questions fallen to a bureaucratic abyss. they are, in the nightmare of their life. >> he helped get the fees knocked down to $600. >> we heard from dozens of lane where there are no alarms or message boards. she said she never got any violation notices by mail. she thought her account was in good standing. we learned that violations are posted to a separate account. many customers tell us it is confusing. randy brown says the state has no plans to change that. >> we have looked into that. we will not be merging violation accounts and ezy-pass accounts. >> she was pulled over at the tunnel and by that time she owed more than $1,300 for administrative fees. >> we do not know of any glitches. we continue to use the u.s. mail system. it is a very accurate and very reliable mail system. >> she paid off her account two years ago, she said. giving the state's $884. in june, she began receiving letters claiming she owed more than $5,200. >> these claims are erroneous. i did not use the pass after 2008. >> she was referred to the state central collections unit. the demand could have a major impact on her education. >> if it was necessary, they would take my financial aid to set -- offset the balance. i was devastated. >> it may sound have been heavy-handed. >> you have a collection to collect all debts. whether it is an income tax issue or any other debt to the state. >> you can see this. >> there is one, two, three, four, five, six yellow. here is eight in red where it is a $1.60 rebate. they charge $1.50 and it should use -- it should work. >> he has to contact them every time and get the charges reversed. he was charged an extra $22. >> it should work. you should not have to keep track of this on a daily basis. >>
