skin to mock black people. it's an example of what is called black face, which is a practice of white entertainers blackening their skin to perform stereotypes of african- americans as a form entertainment. then this, a pair dressed as twin towers to represent the bodies that jumped out of the burning building. all of these are terrible ideas. experts say those types of costumes as well as parent's worst nightmare. a 3-year-old is recovering after a tv fell on top of them. it happened in the hudson estates neighborhood. the child was taken to bayfront medical center. this so much more common than you think. in 2010. there were 20,000 emergency room visits from falling it was. there are three things to do to prevent this from happening to your child. keep toys or anything a child door this morning. not feeling too fall-ish. i am tracking a front that's going to be bringing big changes to the temperatures. what to expect today for trick- or-treating and a look ahead to the from his costume and started shooting at people. three of them. right now an investigation is underway in virginia after somebody hit 22 people after a nascar race at martinsville speedway. nine people were taken to the hospital. they are expected to be okay. police say the driver was in the handicapped parking area and tried to pass another driver while waiting in traffic. that's when the investigation is underway this morning into a crazy crash out of north carolina. 17 people recovering after a woman drove into a church van. troopers say the victims range in age from 1-month-old to 90 years old. the woman is facing several charges today. they believe she was driving under the influence. a lot of people are talking about what happened during an nfl game over the weekend. we want couple of minutes. this is one of them. i-4 in tampa west of i-75. notice the westbound lanes. that's where we're picking up as you head out the door. your drive time along i-4 in tampa is 9 minutes from right here at 75 over to the downtown brake lights. it is that time where we're going to pick up. make sure you give yourself a little extra time. back to the maps as you head out the door, in pinellas county these are your hot spots. dandy boulevard before the bridge 21 miles per hour. as you pass mlk and 4th streets. and u.s. 19 as you travel north there near ulmerton road down to 22 miles per hour there. polk county quiet all morning long. we had an accident in davenport. that has cleared. speeds good on polk parkway. in manatee county this is the biggest accident of the morning. roadwarrior@wtsp.com. a warm start this morning. i want to give drivers in parts of pasco, hernando and citrus counties a heads up. visibilities down less than half a mile. take that slow if you are moving on i-75. north of the bay area around tampa bay we are doing just fine in terms of that visibility. but if you are to the north you we're seeing. it has reached the ground reducing that visibility out there. so for the next few hours do be safe. this is wesley chapel right now. we have reduced that visibility a little bit. not the worst areas there, but back up near inverness it's certainly a good big thickner the brooksville area. 68 in tampa. 66 degrees in clearwater. so our temperatures, everybody's pretty tightly clustered. we are seeing a lot of mid-60s out there. a little bit warmer for the bay area but still breezy, so with those gustier winds, that's why we're gonna allow that fog to lift out quickly here. since things settled down a little bit in our inland spots we are getting some of that fog east of i-75. futurecast gets a lot of sunshine throughout the day today. no worries there. notice not a drop of rain in our forecast. we are looking great for today. but a little bit on the warm side, especially since, yeah, it is halloween. like that. very florida-ish. 87 coming up for your afternoon high. it's gonna feel close to 87. it's to not so humid that there is much of a heat index, so no worries. you can definitely leave the jackets and sweaters home tonight. expecting temperatures around the 80-degree mark. we will probably fall back into the upper 70s drop the temperatures for weekend. we are looking great for the st. pete wine festival for saturday. still a little breezy, but it's gonna be a gorgeous weekend out there with temperatures again in the upper 70s to near 80 degrees both days, and it's possible that overnight sunday we are actually going to see those temperatures dropping down into the upper 50s on once we get that front in. ahead this comes after a massive earthquake in august that killed nearly 300 people. he's there and he gets it. >> it's not over yet. the world series will be back in cleveland tuesday night for game 6. right now the indians lead the series to get answers about a story that thousands of you are sharing on facebook. the mother of an 11-year-old boy is behind bars charged with locking her son in a closet for three years. the boy's body was discovered inside the closet in the family's home. 10news reporter sarah hollenbeck is live this morning. everyone sharing this story, sarah, wants to know how that family was investigated six times. >> reporter: every single one of us wants justice this morning, and that is the big facebook. lots of you saying, one, how did this happen, and two, why was that mother not arrested before it got to this point? this morning we are looking for answers as well. the cbs station in los angeles, they have found out that there is now an internal investigation with dcf to try to figure out what happened and how they failed this little boy. just take a look at his sweet face. this is yonatan daniel aguilar. police found him dead in bedroom closet of his family's los angeles home in august. new information shows that they were investigated not once, not twice, but six times for neglect and abuse. he was sedated and locked in the closet for three years by his another veronica. the stepbrother did not know he was kept there. our cbs affiliate in los angeles found out two teachers at the boy's school reported a also that he had symptoms of severe neglect and every single time that dcf investigated and dropped the ways, by 2012 yonatan was off the radar. since dcf never confirmed any abuse, they tell us they had no reason to ask any questions or to investigate further. now, the big question that a lot of you are also asking us on facebook this morning is why didn't that boy's stepfather ever know that he was locked in that closet? how could he have years without noticing that that boy was there? >> just makes you angry. what's more disturbing is who did know about the abuse? >> reporter: yeah. she had three teenage children that slept in the exact same room that this boy was being held in the closet. they knew about the abuse, according to police officers in los angeles, and they didn't tell anyone simply because they were too afraid of their mother. we are working to get justice for this little boy and we will absolutely keep you posted on investigation. >> all right. thank you. with only eight days to go there is a major shake-up in the presidential race between hillary clinton and donald trump. the fbi has obtained a warrant to begin looking through thousands of newly discovered emails. some of which could be related to the investigation into clinton's use of a private email server. the emails were found on the laptop of clinton aide huma abedin and allegedly shared with her estranged husband former new are less likely to support clinton. hillary clinton and bill clinton will be in the bay area tomorrow. a developing story to tell you about out of largo this morning. overnight crews removed a semi- night at 11:00. it was at indian rocks road and adrian avenue. here's what we know. the video from the scene last night as you look at this largo police say the driver was pulled from the water after blowing through a stop sign at a deadened narrowly missing two homes. largo police suspect alcohol may have been a factor saying the driver showed signs of impairment. while emergency crews were on scene, a second drive sped through. that driver was arrested for dui. a search is rw pinellas county this morning. a florida highway patrol says a man ran away after causing a crash near roosevelt boulevard and u.s. 19 sunday morning. a trooper was trying to stop him for do 90 in a 55-mile-per- hour zone. it set off a chain-reaction crash. he was able to run away. take a look at your screen. this is the trooper -- or the looking for. that's him in the white tank top. they say he ran through the parking lot of the car max off roosevelt and into a nearby hotel where he was caught in this surveillance video. deputies used helicopters and k- 9s to search but couldn't find him. if you know anything, get in touch with florida highway patrol order crime stoppers. people are trying to figure out why a man broke into a holocaust museum. nothing was stolen or broken, but he was inside for several minutes. police got a look at him kicking and breaking an electronic security panel before he went inside the panel. security measures kept him from getting past a delivery area. he was arrested and released on bond. office workers in london got tired of sitting behind their desks all day, so they did something else. they have a walk and talk program to get their creative juices going and heart rates link that it's a much more productive session when they walk around the block. bit of dense fog along the i-75 corridor in parts of pasco, hernando and citrus counties. in the bay area your commute should be smooth. want to make you aware if you are traveling north of tampa bay. who you see right here, told everyone she had sent the boy to an institution family reported to dcf six times for possible abuse and neglect. she pled not guilty to murder. and just over a week until instead of the wow emoji. the reactions were introduced sunday with halloween-themed face filters for the live video. we should have checked this out. so the reactions are retroactive. so if you week ago, it now appears as frankenstein. so that gets kind of strange had you are reacting to certain stories. a couple of stories in this article where some are fine. photos of when halloween was a terrifying halloween and you do a laughing face and it makes sense. other stories talk about an alleged gunman, posting live videos, and then it gets odd. it seems a little strange when you are seeing that. so the idea is great, and it's different emojis, but it's a little strange. >> you said this is a one-day- only thing? >> yeah, it will go away once halloween is over. something you're saying, i have had questions about the rock- throwing situation. that has been rocks were being thrown east of the veterans expressway earlier near -- along benjamin road. that has been taken care of. in hillsborough county here are the hot spots. i-4 down to 19 miles an hour. i checked the drive time between 75 and 275. it's taking you about 12 minutes. usually, that drive time is 9 minutes. live to sky 10 on i-4 at branch corridor. your five minutes delayed between polk parkway and 75. that's the i-4 corridor west into tampa from polk county. back to our maps. if you are traveling in sarasota county along i-75, watch out right here university parkway. there is a disabled vehicle in the northbound lanes. the right lane is blocked there. north of there in manatee county, this hit-and-run fatal crash that happened at 2 a.m. on state road 64 just cleared. so state roa at taylor road there in myakka city. and in pinellas county east lake road is now slow as you head south near keystone road. you're down to 27 miles per hour. u.s. 19 is still in the green. so a great time to get out of the door. polk county the hottest spot is polk parkway as you travel near bartow road. i-4 near issues for the bay area. a heads up if you are traveling into the nature coast especially along i-75 this may not be what you are seeing and you may encounters issues with low visibility over the next couple of hours. a couple of reports down to a half a mile near brooksville, over into parts of dade city there. definitely seeing some of that reduction in how 65 in clearwater. very comfortable 72 in st. pete. 68 folks in tampa. you're looking great. and 69 degrees right now in sarasota. so all across the board those numbers are looking good. here is the area where we have seen the fog settle in. along i-75 there into eastern pasco, but especially up into hernando and citrus we are seeing the low visibilities. not an issue for the tampa bay pavement. it's looking great for this morning's
