due to high water. >> we understand there is flooding on the first floor of the county administrative building in prince george's countiy. tony has the task of keeping an eye on the rain out there. >> speaking of that. we have a new flash flood warning in effect for pledge prince george's countiy, southeastern howard county, western anne arundel county, central baltimore county and some other counties as well. northeastern charles county until 8:45 because of flooding that is occurring now. that is some of what you are talking about there. that is a new flash flood warning in effect until 8:45. we are not seeing as much rain as we've seen at some other points like during the overnight hours. but here we go again. where we're getting rain is where we've had rain already. that is the problem. and there are some spots where that rain is heavy. it is continuing to train from the south to the north, points east, so again, these counties that we're mentioning, prince george's county, anne arundel county, charles county, calvert county, places like that. this is where we're having problems. you just mentioned both of you upper marlboro. take a look, right there. there is your heavy rain in upper marlboro, largo, just to the east of waldorf and la plata and all of this is moving north. we con to have problems out there. these are places where we've seep several inches of rain. we go to the graphics. reagan national airport is reporting 71 degrees. the forecast for today looks like this. more rain, heavy at times. some thunderstorms are possible. heaviest rainfall the early part of the day east of i-95 but later on today, we could get heavy rain west of i-95 as well. maybe 0 degrees at the airport. we'll tell you about all of that and more coming up in just a bit. >> if and pick them up. as more people get out and about, it is a laundry list of what wear dealing with. on the inner loop of the beltway, as you work your way past old georgetown road headed around towards 355, we have that jackknifed tractor- trailer. still only the two right lanes are able to get by at this time. upper marlboro, we've been talking about that a lot this morning. it was hit hard. route 4 over at water street. the good news is the courthouse is closed today so you don't have to worry about getting into work. that portion of the highway remains blocked off. there is flooding along 301 between route 4 and upper marlboro. several of the intersections are closed due to flooding. we've got problems now with flooding along the marlboro pike between crane highway and 202. we have 5 shut down at branch avenue because of standing water so allow extra time there. you we'll find in virginia, flooding along route 1 at fort belvoir. a lot of the streets leading up to fort belvoir will be shut down. 95 on the brakes as expected at this hour coming out of woodbridge headed into newington. the crash on the inner loop at 35 #, it -- 35 #, -- 355, the two right lane that are blocked there. george of a south of new hampshire avenue, that is shut down because of wire as cross the highway. vre also affected because of the storms and the rolando paulino and flooding. you will find that they are adding an additional 30 to 45 minutes into the commute this morning because of that standing water. manassas trains are going to slow as they work their way through alexandria. minimum delays expected there on the manassas trains. that's a check of your fox 5 on-time traffic. here is some flash flooding video from yesterday. this was the scene in ellicott city. main street inundate with water. parts of 395 had to be shut down on the highway because of high waters. that caused major backups before before that was reopened. there are a slew of roads that are closed and reports of people having to be rescued from their cars and their homes this morning. fox 5's audrey barnes is live in beltsville with the latest on the flash flooding there and the rain that continues to come down. good morning. >> good morning. >> reporter: it is really coming down here in beltsville. i'm at route one at ammendale road. this road is shut down now in both direction. originally, when we got here about an hour ago, it was only shut down northbound. but police have just now made the decision to close route 1 southbound right at ammendale road as well. this is a lot of standing water on the road up there and they want to make sure that people stay safe. as people come here, they are finding this detour area and they are having to turn around. a lot -- at time, it does bottleneck and back up here so that is an area to be avoided. this is one of about 14 roads in prince george's county that are closed this morning. we want to show you a few of those and let you take a look at this to plan your morning commute. they include sunny side avenue, conti road, also crume station road. big trouble spot. they had a water rescue there and three people were stuck in their car and had to be rescued. there was another rescue on woodyard road so prince george's county officials are asking you to keep your eyes open for anied intoed areas. they've just given us a new phone number that they would like you to call if you do spot some flooded streets in prince george's county. that number is 301-350-0500. and as the rain continues to come down here in prince george's connie, i want to let county employees know that the administrative building is closed today because of some flooding on the first floor of the prince george's county administrative building. all, the told you about a short time ago. the county in dark green, dark green, that is a flash flood warning in effect now for prince george's county, central baltimore county and the city of baltimore, southeastern howard county, western anne arundel county. and northeastern charles county, a flash flood warning in effect until 8:45 this morning because of flooding that is occurring now. the light green areas, that is where we have a flood watch in effect. that is through the day today. we have seen tremendous amounts of rain from this system. turn is over in the weather center and keeping an eye as we go to the graphics. keeping an eye on just how much rainfall we've seen. >> we talk about how mother nature lays down the train tracks and the train comes through and that is what we've been dealing with for the last 24 hours. look at that dark trip there. that is where the most intense rainfall amounts have been during the past 24 hours. i have a little query here so i can show you how much rain has fallen. in charles county, about 10. # inches of rain in parts of charles county -- about 10.8 inches of rain in parts of charles county. you get the idea. wide swath of rainfall totals anywhere between about 6 and 10 inches just to the east of wash. i'm in the including out to the west where we've picked up 3, 4, 5 inches of rain. we continue to seat rain. the heaviest rain to the east of washington as we speak. >> and again, just training along the same areas that we've seen it during the last couple of days. that is a problem. that is why we have the flood warnings in effect and the problem across the region. there is some indication that some of this system will push westward later on today. some spots where you haven't gotten as much heavy rain, you could get some of that later on today. temperatures around the region, we are at 71 degrees right now in the district. let me check. see if this is updated. yeah, 71 degrees is where we have we are. patuxent naval air station is at 72 degrees. ocean city, 74. forecast for today, you know t flash flash flood watch in effect for the day. cloudy skies, period of showers. some thunderstorms possible. i don't think the thunderstorms will be as numerous as yesterday but wherever we get some of this rainfall and thunderstorms, some of the rain could be heavy. highs in the upper 70s, maybe 80-degree at the airport. tonight, cloudy skies, showers continue tonight. 68degrees. i think we'll get breaks in the ask and more shower activity. i think things then begin to wind down. 08degrees. saturday and sunday, things look better. isolated showers those days. we might get through the bulk of saturday without rain and then monday, some showers are possible. that is what is happening with the weather. now, we have full. we are going right out to upper memorialboro. along route 4 at water street out near the courthouse, that is shut down a good portion of 301 closed because of standing water at route 4. let me take you live into largo. we just showed you this picture a few moments ago and simply can't believe it. as steve pointed out, if you see a couple of cars that are stuck in water, don't try to drive through it. learn from their mistakes. if you see standing water, turn around and head back in the opposite direction. that is the problem we find during times like this. people think i can make it. you drop know how deep -- you don know how deep that water is. this is 202 at white house road at largo maryland. the roadway remains tied up because of that standing water. you do not want to attempt to go through this. if you see that you are coming up to standing water, turn around and head back in the opposite direction. let me take it bakken side. we had route 5 shut down at surat road with standing water. we have a portion of brandy wine road at 301. route one sneer sacramento drive at fort belvoir. i got an accident involving an overturned car northbound 295 before malcolm x. upper loop. beltway as 35 #, two right lanes squeezing by scweep of that jackknifed tractor- trailer. that is what is causing major tie-ups there. 28 at avery road. we've also got a portion of beach drive out of montgomery county down towards d.c. line and again, that is all due to standing water. wires are down, georgia avenue south of new hampshire avenue closing that intersection. this is a live through t but now, they have turned folks around to make sure they are not going through there. it is for everybody's safety. folk are trying to get to work this morning but the water is a huge concern. now, it is also prompting some closures as well. charles county schools are closed today for students. they have shut down because of the bad weather and the flooding that is going on and it is a code 2 for charles county schools staff. also, have one school in howard county that is closed this morning. county-wide, schools are open but there is one elementary school, which is worthington elementary school, this is closed because they have no power there. that is it so far. an arundel county said schooled are open. might be a few delays with people getting there because of the. charles connie government opening two hours late today. liberal leave is in effect for employees and prince george's county government will open on time but the county administration building and the county courthouse in upper marlboro are closed today. we do want to let you know the bridge connie courts in hyattsville are open. there is flooding on the first floor of the county administering building in up are marlboro in prince george's countiy. that is the latest on the closings that we have right now at 6:30. >> lets get an update on the situation out there from tony perkins and still have -- you of the heaviest rain at this hour, largo, kettering, near mitchellville, up in crofton, very heavy rain. rain right this minute in annapolis not so bad. they don't need any more rain. upper marlboro getting heavy rain. we still have problems out there. it is primarily east of the washington area. in fact, some of you well out to the west are getting no precipitation this hour. sporadic or -- yeah, sporadic heavy rain showers here and there down to our south just north of waldorf, west of dunkirk, places like that. that is what is happening now. let's get to the graphics. a couple of things to tell you. we have a flash flood watch in effect for all those coupees you see there in green including here in washington until late tonight. there is a flood warning. there are flood warnings, i will say for many coupees in this region. they vary in length from 8:45 to 9:45 to 10:30. it just depends on where you are and there is a coastal flood advisory in effect until 8:00 this evening for the tidal areas. so right now, reagan national airport, 71 degrees. dulles, 69. bwi marshall, 66 degrees. forecast for today, clouds, periods of rain. at time, that rain will be heavy. we are seeing that now. highs today, upper 70s to around 80 degrees. coming up, today's edition of ask the weather guys. the question is about coastal flood advisories which we have one in effect today. this person is curious as to why they are under a coastal flood advisory when they are not near the river or the coast. >> a good question. >> we'll tell you in just a little bit. >> very timely for you dope want to get stuck in this position. sometime it work out for you and sometimes it does not. so if you encounter standing water, just simply turn around and head back in the opposite direction. this is one live shot that we have. 202 white house road there in largo, maryland. let's start mapping out some problems because again, our friends in spring county, charles county, here in upper marlboro are feeling it is effects of the storms that came through last night. that is still under water at this time. a good portion of 301 between route 4 in upper marlboro that remains shut off. flooding closes the marlboro pike between crane highway and 202. also in prince george's county, route one at ritz way between ammendale and mirakirk, that is blocked off. in virginia, we've got a portion of route one tied up right now near sacramento drive out near fort belvoir. that is due to standing water. 95 slowing out of dale city to the occoquan being springfield to the beltway, all of your lanes there or open. trouble on the inner loop in montgomery county. it is the crash involving the jackknifed tractor-trailer. back to the standing water. 28 at avery road. beach drive as >> let's get the latest from susan hubbard from the department of public worth and transportation. she is on the phone with us right now. susan, tell us what the situation is, what you know right now. >> well, prince george's county was certainly hit hard as you all have been saying all morning. folk just need to drive with caution. if they see standing water, police don't drive through it. heaven for bid, don't try to walk through it either. we have roadways that are closed as was just mentioned and many of those roadways are state roadways. any roadway number is a state road. but we are working with our counterparts at the state to try to notify them and get the bare barriers up so folks don't drive through them. >> we are seeing that as folk are doing it on the state roads appear county roads. is there any protocol in in place to try to block off the roads if the flooding gets too high and at what level do you do that? >> absolutely. we have had crews out since it started raining yesterday. if the roadway gets up to six inches, we normally block it off. we put up a barrier so that folk can't drive through it and definitely discourage them from trying to walk through it as well. but the state has been inundated and, as, we are trying to work with them to let them know, to help them get the barriers up. >> are there also -- i know a lot of folk are trying to get into work. any advice on alternative routes or things you are trying to do to get people to get to work? >> well, the only thing i can tell you is proceed with caution. there are roadways that are closed. the arterial roadways and roadways with numbers are state roads. whatever you do, don't try to get into the town of upper marlboro. the courthouse is closed. the county administration building is closed. county government is open everplace else vikki vargas for those two buildings. it is just a matter of common sense and to drive with caution. >> it seem like just a couple of days ago we were talking about the same thing with you when it was tough to get into upper marlboro with the hurricane rains that came through recently. >> right. >> but it done look like two mean many people have learned from that -- like too many people have learned from that as folks are still trying to get through it. >> we are americans we have that can-do spirit. unfortunately, we can't always do it. >> today. fairfax county police have identified a suspect in one of serial back side slashing cases in fairfax county. police are looking for 40-year- old johnny pimmental. police think he is driving a blue honda civic with a virginia lance plate of klx 2689. more controversy to d.c. mayor vip gray's administration. his deputy chief of staff resigned yesterday. andy pringle had just been hired last week. she stepped down following reports that she voted in a district primary even though she lives in maryland. a crane collapse a national cathedral. the 500-foot crepe was being used to repair work on the cathedral's central tower after the qoirk. it was being lowered when it crashed hitting a gift shop and crushing four cars. the crane operator had minor injuries. it could be several days before the cause of that collapse is determined. some of the bus stops were noting could be inaccessible. they want parents to use their judgment as to what exactly they thud do with the children for that. >> speaking of prince george's county, as we told you a little bit earlier, this is a flash flood warning now in effect for prince george's county. also for western anne arundel county, central is a flood warning in effect for anne arundel county, prince george's county, calvert, charles, st. march mary's county until 10:30. flash glad watch in effect for the area until late tonighten a coastal flood advisory in effect until 8:00 this evening for much of the area. -- flash flood watch in effect for the area natural late tonight. we'll show you where the rain is right now. it done have to be raining for flooding to occur. we've had a lot of rain. this water moves down the rivers and streams and all of that. it will take some time. rain could end right now and we would still have flooding problems today into tomorrow. the rain has not ended. what we continue to see is this train effect. rain coming up from the south to the north, generally speaking, east of the i-95 corridor and there are many spots of heavy rain. charles county, some areas of heavy rain as this all moves up to the north. airports, let's take a look at the -- something at the airports, forget what. the rainfall totals we've had during the last couple of days. reagan national, over 5 inches of rain. web, we've been talking so much about the rain, we need the rain. we don't need it. we've made up the numbers now with the significant rainfall that we've had. over 4 inches at dull 6 2/3 inches at bwi marshall. -- over 4 inches at dulles. some of this may actually push over farther to the west later on today. so some of our viewers west of i-95 that have not seep particularly heavy rain could get some batches coming through later. forecast for washington for today, look look this. cloudy skies, periods of showers and thunderstorms. some of the rain will be heavy. highs generally in the mid- to upper 70s. maybe 08 degrees at the airport. for tonight, cloudy skies, some showers continue although i think it may be a little bit better. 68degrees overnight tonight. five-day forecast, we still have at left a chance of rain on every day for this forecast but we think saturday might be pretty teasent with some sunshine. i think -- pretty d.c. went some sunshine. i think saturday is the day where we have a better chance of rain but we have to leave the possible in there because of the pattern that we're in. so there you go. all right. that is i alike at what is happening with the weather. now, it is time for ask the weather guys, the segment where turn and i put our big heads together to answer your most pressing questions weather- related or otherwise. today's question is weather relatedded. it is so timely. it comes from actual nil in fairfax. he wants to know about coastal flood watches and warnings. he writes, i've lived in virginia for 30-plus years and have yet to see a coast in fairfax city. what is meant by coastal flood watches and warnings when there is no coast? excellent question. now, in fairfax city itself, there may not be a coast but these coastal watches, warnings, advisories are issued for the counties and other areas. and we have a coastal flood advisory in effect today and it does include fairfax county. do you want to start or should i start? >> no, take it away. >> coastal flood advisory, watch or warning is underred when some flooding is -- the conditions are good for it or it is likely to occur or it is occurring. coastal areas are not justify the coast along the east coast of the united states, the beaches and south. coastal areas can include the areas of land along the rivers, streams and creeks as well though you dope typically think of that as a coast. it is included under a coastal flood advisory, watch or warning and essentially what it means is there will be flooding wherever we have water. not just the ocean but rivers, streams and creek as well. >> 59% of the time a coastal flood warping is issued in response to high tides. the tides get up into the potomac river as well. in in case, it was because we are expecting high tides. what we are looking at, all of that is what we call fresh water intrusion. that can cause flooding as well. when a coastal flood vied is,ed, it is generally because of tided. or it can be a combination of arraign coming down the river and unusually high tided. >> it might not be raining at all but there could be a big storm out at sea, a hurricane or something like that that will push the water. we can get water being pushed up into the chesapeake bay and that leads to flooding in some of those areas as well. so it doesn't have to be just along the coast. it can be anywhere where we have water. >> thousand this is different than from a flash flood warning and watch than -- >> completely. >> how that is different? >> oh, boy. >> or that is a difficult question? >> because we have a variety of these and we don't have time to answer all of that. a flash flood is when sudden -- you think about the term. it is when sudden flooding begins to occur. we will have a flash flood watch because it is fairly easy to predict, if we get this actual rain, this is going to happen but it happens very quickly. and remember, generally speaking, advisory and then the next serious watch and then the very serious is a warning. that is when it is imminent or occur jim giggans what happened in ellicott city is a perfect example of flash flooding. within an hour, it goes from nothing. >> that is i good question -- that is a good question. good timing for that. yes, you are under a coastal flood advisory. if you have a question, go to myfoxdc.com and click on the weather tab. >> when did we move to seat until it certainly feel like it. >> we
