Are food hubs the answer to S.F. hunger crisis? Before the pandemic, 1 in 4 San Franciscans was at risk of hunger because of low income. As unemployment exploded, the problem only grew, with needs highest among communities of color. The city pumped money into new programs, and the Human Services Agency expects to spend $81 million on food insecurity this fiscal year — up from $22.5 million the year before.
