started. you know this, democrats still control two-thirds of the government. that shows how politically potent the idea of cutting government spending has become. >> also, what they have agreed to, it also takes -- it stops all stimulus spending. that's done, over. now private investing can begin, but the policy riders we were talking about, how did they become so controversial. was there that much disagreement? >> absolutely. this is really a philosophical -- many of these, a philosophical disagreement between democrats and republicans. there were 40 or 50 riders they had in their bill, but alt the end of the day, i'll give you what happened to some of the most controversial ones. the one the democrats seized on we heard a lot on, was a plan to eliminate all federal funding for women's health clinics like planned parenthood. they agreed not to put that in the bill but allowed a separate vote in the senate.
