into the area, you risk the possibility of the north koreans just going ahead with some kind of test. what are we going to do? the key ally there is south korea. they're the ones with 20 million people within range of north korean artillery. anything we do in the area of war really would have to involve the south koreans. they are not up for that right now. i think overall, the administration has done the right thing. they have sent the vice-president to south korea. they have also continued to have i think very close contact with the chinese. i think the issue -- for me the analogy with cuban missile crisis has to do with making calculations and with the possibility of preemption. i don't think preemption is something we can do especially when we're talking about an ally there. >> david, every administration
