do it because there are simple ways of doing it. release the parents, put them on an ankle bracelet, let them reunify with their children. i don't know what's going on here, but there is clearly -- obviously lack of planning plays a part, but a general reluctance to just reunite these families. >> when you say "reluctance," are you saying a willful reluctance, they don't want to do it, or they can't do it, despite the secretary saying it could be -- the locations could be found with a key stroke a while back in front of congress, that they actually can't do it? >> certainly -- clearly there is a lack of planning that is playing a role. the parents in dhs custody. clearly they didn't do a very good job of keeping records so it was easy to reunite the families that should be a couple of key strokes. i think it's pretty apparent that it's not. i do think something more is at play here and that is that the administration is trying very hard to figure out a way to continue the detention of the families together. they're saying okay, we'll reunite, be we're going to do it in a detention setting that violates court that i.c.e. doesn't have the capacity to hold families in this situation. that's also driving this a bit. i think there is a general reluctance because they're
