Representatives from Guam appeared before Congress early Thursday morning to testify on the Insular Cases, a series of U.S. Supreme Court rulings from the early 1900s that have been used to deny access to federal programs, voting rights, and equal rights to people living in U.S. territories. U.S. House of Representatives Resolution 279, the subject of the hearing, calls for the rejection of the Insular Cases, which are “based on a history of racial discrimination, which established a doctrine of ‘separate and unequal’ for American citizens and nationals living in the U.S. territories."
