obviously that one. when we do know that someone has gone over to join isis and returns, what can we do to that person, the person just walks down the street of times square or chicago or appleton or any place. i mean law that says is there a law against joining isis? >> if you are a member of a terrorist organization, we can certainly take action against someone when they come here, yes, or monitor them carefully to see who else they are dealing with but it's essential that we do that because we cannot allow fighters to be going back and forth. people who are sworn to bring about a caliphate andor dedicated to islamic terrorism. >> i guess the question is like what does it mean to join isis if you pick up arms and fight, that's a pretty clear picture that you have joined isis if you have been in some sort of support capacity it really is a a daunting task for our fbi to try to and our other intelligence agencies to really trying to fight isis but at the same time protect us from isis coming here.
