from jail, he's headed to federal prison. 33-year-old rocky music was faing vehicle theft charges when he was released from santa rita last spring under a pandemic policy meant to minimize the inmate population. within 40 minutes, he carjacked and injured a prius driver in dublin and attempted a second carjacking in san ramon, he was sentenced to five years behind bars. a live look at santa clara county which is asking to opt out of the state's new centralized vaccine distribution system. supervisors and health officials tell us they've been successfully targeting their most at-risk residents at the local level. and they're worried an added layer of administration could slow things down. >> to have the flexibility to move vaccines at a local level is critical to us meeting the needs of our community. they responded in a statement saying our quote is to save lives by providing all californians equitable access to the vaccines especially in communities hardest hit by the pandemic. as for other bay area counties, san francisco is moving ahead with the blue shield transition, marin is meeting with the ensurer this week but has not signed a contract just yet. and neither has contra costa county. after days of waiting, the johnson and johnson vaccine being distributed. they received 7500 single shot doses. more expected in the next two weeks. mean time under the state's equity plan, treasure island gets priority access to the vaccine. eligible residents along with those who live in the tenderloin district can go to zuckerberg's hospital to get a shot and folks on the island say not a problem. >> it's accessible. there's a bus that goes there. >> in terms of covid pandemic, they've been very resourceful. we've had free tests. at the local ymca. i've had four tests in the last four months and it's really convenient. >> under the state's equity plan, 40% of vaccine doses are set aside for those most vulnerable neighborhoods. looking live at san francisco, where some grocery store and retail workers could soon get hazard pay. the city is voting on an emergency ordinance to increase wages by $5 per hour to company sate workers for their efforts during the pandemic. mean time food deliver service can be required. gig workers from the we drive progress movement and san francisco supervisor matt haney are leading the effort. the city is expected to pas the ordinance. alcato welcome back visitors. tours will be cut down to just 25% capacity. masks, well, they have to be worn at all times and social distancng will be enforced. there will be a limited number of tours per day. disney land moves closer to reopening, bringing back thousands of workers as l.a. and orange counties are on the verge of advancing to the less restrictive red tier. rachel kim has more on what the theme park still needs to do before welcoming back guests. >> it's music to many people's ears, on tuesday, disney's ceo announced the company plans to reopen california theme parks, disney land resort, and disney land california adventure park with limited capacity by late april. health officials loosened restrictions because of improving covid numbers across the state. it's exciting to see the parks coming back to life. disney's ceo said it will take time to get disney land ready to reopen. that includes recalling 10,000 furloughed casts, and retraining them to operate a according to the state's new requirements. we're ready to get back to work and make magic for our guests. he says when the happiest place on earth reopens. some of the happiest people will be cast members like him who were furloughed in march. we're all probably, as of right now, on stand by right now, it just depends on the timeline of things, when the park opens. but hopefully entertainment will come back this summer or possibly in the fall. under the state's new guidelines, disney land and other theme parks may open at 15% capacity when counties enter the red tier. no indoor dining will be allowed. and guests must also stay in small groups with the maximum of ten people. in the red tier, theme parks would only be open to california residents. it's really just about getting it right and just trying to stay safe about it. and i think it's definitely the appropriate time with the vaccine out now. and things seem pretty promising. rachel kim reporting. now meanwhile the l.a. times is reporting universal studios and knott's berry farm said they're not ready to announce any reopening dates yet. breaking news out of san francisco, firefighters pulled a man and two dogs to safety from the base of a cliff. they just posted this video of the helicopter landing on the beach to assist with that rescue. we're told the three fell about 80 feet. incredibly. we're also told they're all going to be okay. well, still ahead, staying put for spring break, the new incentive for some uc students to prevent a coronavirus surge. i'm john ramos in san francisco where the city has a place for animals. coming up, we're minutes away from the governor delivering one of the biggest speeches of his career, his message to californians as he battles a recall and a pandemic. kpix 5 news with emergency planning for kids. we can't predict when an emergency will happen. so that's why it's important to make a plan with your parents. here are a few tips to stay safe. know how to get in touch with your family. write down phone numbers for your parents, siblings and neighbors. pick a place to meet your family if you are not together and can't go home. remind your parents to pack an emergency supply kit. making a plan might feel like homework, but it will help you and your family stay safe during an emergency. uc davis is paying students to stay put for spring break. the goal, help stop the spread of covid-19. but how will students prove that they actually stayed put. ryan hill is getting some answers. students at uc davis running toward the start of spring break. >> we all need a break. especially this year. it's been really tough. being on campus during a pandemic is different this year. and so is spring break. uc davis is paying them to stay put forgoing the typical spring break vacation, the goal, avoiding travel, and avoiding the spread of coronavirus. >> we're providing grants that students can apply for that they can engage in one of four activities that we're calling the get active grant. the get artsy grant. home improvement grant and let's stay in grant. the first 750 applicants who meet the grant's requirements will get a 75-dollar gift card. >> it's better than nothing. and i think it helps people on the fence of staying or not staying. >> it's easy money, you know. >> how will uc davis make sure students are actually staying put? the university says students won't be able to pick up the gift card until spring break starts and will have to do so in person. on top of that, they have to take a covid test during spring break. but -- >> i mean what's to say that somebody doesn't pick up the gift card, get a test and then go jet off to cabo. >> yeah, i mean -- it's possible. it's possible. but our student -- i believe our students are pretty honest and part of the agreement that they are saying they're agreeing to the conditions of this grant. >> many students feel that honesty is a policy that will be followed with a plan. >> it's a good education community. i don't see people exploiting it. >> if students say they're going to stay, they're going to stay. i feel like we're pretty truthful. >> spring break for uc davis begins two weeks from yesterday. the deadline to apply for the money is tomorrow at 5:00 p.m. san francisco could soon temporarily suspend citations to business and homeowners over graffiti. the citations are given if the business or homeowner doesn't remove the graffiti in a timely manner. the board of supervisors considering a proposal to pause fines. one board member says the citations are just adding on to an all ready difficult financial situation due to the pandemic. coming up, snow in the sierra and it's only going to pick up. how the slippery roads are all ready causing traffic this hour, rain in the foothills beginning to shift over to snow in the sierra. reporter renee santos spoke with people headed up to the high country. yeah, the snow continues to fall here in kingville. just look at how much has all ready fallen in this area. that snow storm not stopping people from heading up to the sierra. but down in the valley, the rain is what caught some people off guard. pop up showers dumping rain over the yolo cause way. some people unprepared for the change at our cameras spotting this man running to his car after getting caught in the rain. >> it's okay. >> and this delivery driver near the end of his shift. >> that's terrible. last stop. >> keeping products dry before the rain picks up again. >> extra try in the cooler. >> the snow causing crashes and traffic back-ups early. a semi-truck spinning out. coming to a rest in the wrong direction on i-80 near niyak and the roads are expected to get word. the national weather service warning travelers about the storm hitting the sierra. something elana james was unaware of. >> i thought about that. we were like if it gets too bad we're going to stop. >> a combination of strong thunderstorms and heavy snow making travel difficult and dangerous. james offering words of advice as conditions worsen. >> know what you could possibly get into. be prepared. >> we're learning 1 to 2 feet of snow is possible as low as 2500 feet. expect it to also be breezy. reporting in kingville, renee santos, kpix 5. it's a great reminder especially since it's been a minute since we've had a storm like this. travel in that direction not advised. that 1 to 2 feet of snow, that's additional snow on top of what they've picked up. we have plenty of rain making its way into the bay area. same storm system over the pacific. our weather pattern will remain unsettled until it passes by. that won't happen until late tomorrow. dryer weather, warmer weather by the end of the workweek, but it's not warm and it's not dry as we look out there right now. here's the band of heavy rain making its way on shore. that's going to intensify as this moisture makes its way up into the higher elevations, let's zoom in for a closer look at what's happening in the bay area now, some of the heaviest rain is offshore. moderate rainfall for most of san francisco at the moment, with pockets of heavier rain around daily city toward south san francisco and down the peninsula as well. for the north bay, it's light to moderate rain, it gets a little heavier farther west toward the coast with pockets of heavier down pours about to move into santa rosa. farther to the south and even on the east side of the bay, starting to see a few light showers. there are heavier down pours that will make their way through the coastal ranges across the bay, everyone will get in on the action through the evening. farther south, no rain yet in san jose. but the santa cruz mountains are picking up light to moderate rainfall. we'll zoom out and put everything in motion and you can see this is sweeping in from the west and the moderate rain extends over the ocean. there's the back edge of it. we'll stay in this off and on pattern the next 24 to 30 hours. future cast shows more waves of rain lining up late tonight. it's not going to rain everywhere all the time. but keep the umbrella handy, keep the rain jacket handy. wednesday will be another unsettled day with a wave of moderate rain moving through. a little small hail or rumbles of thunder and a dry break and another wave of rain moving through gradually through the evening, things will taper off. a pin wheel shape here, that's the heart of the storm system. once that dives south, things will come to an end, decreasing clouds on thursday with dry weather taking over. storm prediction center outlined us for a risk of general thunderstorms. no severe weather threat at all. but don't be alarmed if you hear a rumble of thunder tonight or during the daylight hours tomorrow. likely tomorrow, the threat of small hail. the center o of the storm system will be directly overhead. how much rain will we see? lement's zoom in on the north bay, amounts will vary depending on who the various down pours surrounded by areas of light rain will visit any one particular spot. any where from 1/4-inch to some spots picking up 2/3 to 3/4 of an inch of rain . but the numbers could easily change places depending on where the down pours track. farther south, we'll see amounts in the same range, 1/4 to 3/4-inch. the santa cruz mountains north of that. a few locations approaching an inch and a half. but even over the burn scars there, i think we should be able to avoid any debris flow problems because the rain will fall in waves rather than just all at once. drops on the camera lense now as we look out, temperatures topped out in the plied to upper 60s -- mid to upper 60s. i think temperatures were only in the 50s. the computer is throwing a curveball at us. maybe they don't like the rain either. it's not going to erase our rainfall deficit. but every little bit helps. current temperatures, everybody is in the 50s except half-moon bay. 46 degrees and it's raining heavily. that's raw. temperatures drop in the 40s area wide. half-moon and pacifica your temperatures don't change at all. the chilliest spots, dipping in the upper 30s. high temperatures in the low to mid 50s. this is 5 to 10 degrees below average for this time of the year, that's not going to last too long. we warm up thursday as we dry out. back to near normal temperatures for friday and saturday. one change to the seven-day forecast, it does look like there's a better chance of showers sunday late in the day continuing into early monday. it's not going to be as substantial as we're seeing right now, but it's another chance for much needed rainfall as we head toward the middle of march. we'll keep you updated on that and we'll have a radar update at 6:00. thank you, paul, costa city wants to handle the protest on a freeway over pass. and the east bay city is looking to bend its own rules tonight to preserve a piece of vice presidential history. still ahead at 5:00, animals waiting for a new home get upgraded dig ins are the mean time. an inside look san francisco has announced the opening of a brand new animal shelter and it all ready seems to be getting a quiet vote of approval from its furry residents. john ramos has a look inside. animals have always had a special place in the hearts of san franciscans and now they have a special place in the heart of the city. the building on bryant street was constructed in the 1890s. but its had a full seismic upgrade. they got it by swapping the old property with this one. speeb this is a whole new state of the art shelter for the city's s. it's a substantial upgrade from where we were. and it just improves the level of care we're going to be able to give every individual animal that comes through here. animal care and control executive director virginia donahue says the new facility can operate 72 hours off the utility grid in case of emgency it holds the same number of animals but they nearly doubled the space each can have. besides rooms for dogs and cats, they have separate spaces for reptiles, birds, and small mammals like bunnies. the shelter sees a lot of bunnies, and there's a room dedicated to grooming. >> we tripled the size of our veterinary suite. we have a space to do dentals. we have the x-ray machine next to the surgery room opposed to a floor above. the shelter averages 150 daily guests but handling nearly 10,000 animals per year, they don't stay long. but they should have more fun when they're here. there are now four play areas, including one just for those bunnies, and while the bulk of the animals have yet to move in, the ones that are here seem to appreciate the new surroundings. these dogs are able to play a couple times a day, multiple spaces, they're all ready way more relaxed. i mean just the level of barking and tension dropped dramatically. >> donahue says san franciscans love their pets and now they have a place that will love those who are waiting for a new home. in san francisco, john ramos kpix 5. the new facility cost $76 million, and it was a mix of city funds and public donations from supporters of the department. now at 6:00, critical speech elizabeth cook. we begin with the widespread showers tracking right now across the bay area, this is a live look at aquatic park in san francisco. the heavier rain of the day moving through right now. chief meteorologist paul hagan is checking high deaf doppler for us. >> we had a couple reports on twitter of small hail. very brief and very small. you can barely see it on the ground. but don't be surprised if you hear that pinging off the windows. farther down the peninsula right now. for the north bay it's moderate to occasionally heavy rain. heavier down pours about to go north of santa rosa. there's the heavier rain around san francisco into south san francisco and san mateo, and there's more of that offshore it's going to be rolling in over the next hour or so. plenty more rain
