we've seen hyperbaric weapons. those are just horrible, horrible, long-distance flame throwers. chemical weapons. they were used on syria. is that something we need to be concerned about here in ukraine? >> i think it makes sense, jim, for us to be prepared for it. it's really very clear that vladimir putin has put himself in a situation where he understands that he simply cannot walk away from this fight that he started. vladimir putin needs to have a decisive victory. in ukraine he already understands that decisive victory is not going to come. so what he has to do is he has to turn to every instrument of national power in his arsenal in order to make sure that at the end of this, he has achieved his objective. unfortunately, what we've seen is sort of this escalating willingness to attack civilian institutions and to bring ukranian civilians into this fight. i do think that over time we
