we're talking about billions of gallons of water in the midwest. chuck, i may have misled you, i said there's no infrastructure in america that could make it snow or rain more. i'm not sure anymore. $8 billion for western water issues, states like colorado, montana, they'll be going for that money and with these kinds of programs, chuck. >> as you pointed out, from "meet the press reports," we did this whole thing, they're already having to put restrictions on the colorado river. connect these two stories. if we have this kind of essentially snow drought this year, what does that mean for those restrictions this summer? >> reporter: it means they may happen sooner. it means the ones that were supposed to happen in 2023 might move up a year. so much of western u.s., the snowpack is slowly disappearing. if it doesn't snow, it's not going to be able to rebuild year after year. >> cal perry on the ground for
