director in the department of the emergency department. this is one of the roles will collaboration so which it comes to event we as a city have long taken a pro-active approach to coordination of all departments all the emt providers and we try to get a sense of their plans a plans. at that point, we role it up into a concept of operations it gives us a chance to look and see what are the street closures what is everyone trying to do and we ll hold to a public safety meeting. well, all said or done for example, we did this where we had a long lead time this included a series of experience how would things go during a normal day or if there were changes. we did an exercise to see if there were as an explosive device. once the event is underway for like we activate we have the sponsors there and members of all the involved departments present and this really becomes a place that s a resource where a good way to describe it as a brokerage of resources. and then we re able to share that with the city partners. we do this for not just large events but memoranda size events. most of the time these are experiences to make us ready for the next unplanned events that are a tragedy. we as the city are getting better everyday at it. one thing to remember about the emergency operation center under any circumstances it s not a command center we share information we do really have the police department in charge because of the crowd. we make sure that everyone is working together and to make sure if something goes wrong what happens down the line and we can order resources for weeks and days to come. i was on a conference call to boston and they reviewed a lot of things after the fact things that seemed as reentry into the street that it happened. we re going to be taking lessons from that. in the end we as the city really do work together additional we do a good job of cooperated effort you just mentioned the lessons from boston and one of them are you applying they would change things. they would allow reentry of the businesses it was a lot more complicated letting people come back into their businesses in a fact that was respectful and i see no other questions even as the attacks were happening we had police officers there. we have a lot of cameras right now in downtown san francisco and we make some great cases and one that comes to mind is along market street there was a shooting on holiday plaza we got the video which was a privately held camera so. in an effort to be smart we will be about doing is mapping what exists before we want to map all the cameras on the market street and any that might be around the critic center to find out both privately and publicly what already exist so if we need to go to the refrigerator and get the box for evidence we want to know where it s at. at boston we moved through hundreds of thousands of pieces of videos and we made that case in days. if we knew ahead of time of what already exists along our major routes and foud found a way to cover up those blind spots that would be in the best interest of public safety. i m not saying down the line if there were a technical solution that could route all that video in one place we might come back for realtime moderating in instances of public events only on television. if you know an event is on television it would lesson the privacy and the crowds are so dense like the supper bowl and it makes it different to patrol on foot. if we had a bird s-eye view it would be the smart thing to do but i m not sure it exists tying all those cameras together. but with the help of an engineer is just so what we ve got actively i want to follow up in the boston marathon there was a private camera from a private business was the main source of capturing the two suspects. i don t know if we have a map. you re speaking of the lord and taylor map but there was so much video the lord video they showed us on television the general public i believe they had continuance video and they put it altogether and did it unbelievably quickly too. with that - i want to ask you a followup. i certainly appreciate the fact that in the boston incident we had footage through the surveyance video to find, you know who did it and to prevent another bombing from happening. the question is are we - what s the process for also creating some that rules that govern you know how that footage is used? in other words when clearly there s the kind of terrorist attack we saw we want the police to have access to that video but there might be cases you might not want the emergency situation of an incident how do we insure we have reasonable regulations that provided protection around civil cases we look at after the fact and certainly, if a private person owners a camera and they want us to get a search warrant we re happy to get that. i think that makes sense it provides a balance to make sure there s some regulation of how that works and still very good. thank you and good afternoon. today, i m going to walk i threw very quickly how we plan special events in san francisco how we handle threat assessment we ll talk about the data breakers race and the resources we re going to dedicate to it. you ll hear a little bit of redundancy we work as a collective team but first, we identify the event whether it by type of parade a democrats a dignitary invite a sporting event or like one in the data breakers. we need to identify the event and the venue the emergency ingress and assess routes. how the organizers the track record the type of crowd we re expecting whether or not alcohol is going to be served and the controversy of the group. the second step is putting together a mraep team and that team is assembled to get an overall view the crowd estimates and the permit and staffing that will be needed the need speciality equipment and respond teams. then the meetings begin the organers and the police department and outside agencies and law enforcement groups. and then finally, the police department prepares an operational orders it s a - it falls under the national system and it s basically lays out of the command structure, the staffing, the mission, information on assisting agencies then this order tracks resources and identifies the duties and responsibilities of all the participating people. n here in san francisco in a rural class city we re home to large events and our standard operating procedure is a comprehensive threat assessment 0 due to the safety concerns based on the high number of people attending those events. the data breakers has been may be seated who worked in the northern regional technical center and the fbi. this year s event the 1 hundred and second data breakers is expected to draw thirty thousand riders and walkers we re going to sewer pass 1 hundred thousand. since this event is one of our cities larger febts it requires a significant amount of evaluation. the police department has been working with the event organizers on developing a plan that will allow participants and spectators in a safe and secure environment. following the attack on boston those plans have been rise to provided an even higher level of safety and security. from the san francisco police department the following resources will be incriminated high visibility. from our special operations bureau and tactical teams and personnel to be available to respond to any anonymously. we will be on scene for any mitigated devises specially trained k9 units will be exploited. members of our violence teams will provide quick responses and emergency vehicles on scene. in addition our alcohol licensing unit will be looking at businesses along the route a day prior to the event and specially trained officers will be assigned to the route if there are any problems with alcoholic issues. we ve reached out to allied agencies. mta will saturate the highly buzz - we ll have additional personnel some point if people want to do something they ll find a way. so whatever else are you doing to prevent this. because banning large back packs might give you some sort of skirt but what else? we re doing everything we can. we re providing for the safety and security of spectators at this event we have greatly increased the numbers and we are bringing in blood more resources from our surrounding counties specialized resources to respond to the issues that occurred in boston. as i mentioned bomb tech and k9s from neighboring counties and a we re doing everything we can to make this as safe as possible i think the additional police academy officers and the security cameras license plate recognition you mentioned fbi assets. what does that mean when the fbi is present what are those assets? the boston thing what happens if this or that. we have plans in a place to deal with that. your question earlier is the city save? yes, we re very safe and we re ready. we go down the list of things that we really highlight on we have direct communication at all times. that communication plan give us every radio channel we can talk to that person immediately so we have direct line communications. that s a definite plus. we use that in day-by-day emergencies. usually we have your battalion folks there as well. another thing we do is emts is a huge part of our event. i ve made copies for you
