at 5:30. the news from the gulf seems to get getting worse. new estimates for the amount of oil spilling out of that ruptured well may have been twice as much as previously thought. good evening i'm christian schaffer. now, according to the man overseeing operations, it will be at least july before bp has tankers in place to capture all that oil and that's if undersea efforts that direct the oil to the surface succeed. here's abc's t.j. winick. >> reporter: the size of the devastating oil spill ca catastrophe in the gulf keeps growing, the government now estimates up to 40,000 barrels a day are spewing from that blown well head. >> i'm not prepared to say anything is the right estimate until we get empirical evidence flow through a pipe or pressure readings where we know everything there is. >> reporter: the national commander insists regardless of the flow the federal response wouldn't have been any different. thursday before a senate subcommittee, louisiana officials characterize that response as disorganized, incompetent and uncooperative. >> i just need your help. it's like a war on the front line. >> reporter: that's not unified command's fault, according to admiral allen. >> gentlemen say give me what your problem was, who did you ask and what happened and i'd be able to respond to you but we have had coast guard officers standing next to the guys for three weeks. >> reporter: while the oil spreads in the gulf, hearings on the spill continue in washington. chairman from the five big oil companies will testify next week. >> we want to hear is the truth and then let's look at the larger picture of how we preserve our planet to clean up the air, to create jobs, to have a national security issue that -- energy policy that reduces our dependence on foreign oil. >> reporter: under pressure from the white house, bp's directors are reportedly considering suspending dividend payouts to shareholders. the money would be kept in an escrow account until the full scale of the company's liabilities from the oil spill are known. t.j. winick, abc news, washington. both of maryland's u.s. senators ben cardin and barbara mikulski are getting -- assessing the impacts on water quality and wildlife. in democracy 2010, the gubernatorial race is neck and neck. 45% of those questioned support martin o'malley. 45% favored his likely republican challenger the former governor bob earl he recallic. jim smith will not run for state senate. it came as a surprise to many including the senate president mike miller in part because smith had been vocal with wanting a senate seat. we had a pretty nice day out there. temperatures were into the 80s for many locations and we are going to get a little bit warmer and more muggier as we head into the weekend. so let's take a look at some of the numbers. go to the digital weather site and start you out in federalburg elementary. 84 degrees. you managed to get to about 86 degrees so a little bit muggier -- or milder into that neck of the woods. here's your time lapse photography. we did start out with a few clouds out but those skies cleared up pretty quickly and allowed for a lot of sunshine. here's the radar shot and we are watching showers and storms down to the south and west. we have got a warm front situated just over eastern sections of tennessee, back up into the virginias and right up into indiana and that's going to allow for a much milder flow so those winds are going to switch out of the southwesterly direction and that's going to allow for a lot of heat and humidity to build as we head into the weekend. so the rest of the evening, a father of sevens will do it, partly cloudy and it will turn a little humid. now, a little humid but a lot of humidity comes back into play as we head back into the weekend and showers and storms. talk about that more and your full forecast coming up in a bit. rescue boats plan to heat into the site in the frigid south indian ocean where abby sunderland, the 16-year-old solo sailor from california has been found battered by rough seas but otherwise just fine. kelly swoope is here with the details now. >> christian, 16-year-old abby sunderland was found safe and sound in the middle of the indian ocean waiting for help. a rescue plane from australia spotted abby and talked to her via radio for nearly a day no one heard from abby. yesterday she set off her distress signals after 30-foot waves knocked out communications on her sail boat. her last contact was through her satellite phone which later went dead. >> i think i knew in my heart that she was okay, but your mind does play out different scenarios. >> she did say that she was fine, which is very typical for abigail in most situations. >> the waves disabled abby's 40- foot boat. it is intact and isn't taking on water. aside from being cold from the frigid ocean waters she has plenty of food and supplies to last until she's rescued. because of the poor weather, the sunderlands must wait until tomorrow for a rescue ship to reach her. she was hoping to be the youngest person to sale solo around the world, something her brother already did. kelly swoope, abc2 news. >> thanks. now for a look at tonight's top stories. the search is on for the person that state police say shot and killed one of their own. authorities say off-duty trooper first class wesley brown was murdered while working a side job as a security job at an applebee's restaurant in pg county. there is a $25,000 reward for tips leading to the arrest of the subject in that case. the gruesome events leading to the death of a 21-year-old woman in peru are now being offered up by joran van der sloot. a suspect in the crime. but the information will provide no comfort to the parents of natalee holloway. van der sloot remains a lone suspect in holloway's disappearance which happened five years ago in aruba. authorities say they are not clear how seriously to take van der sloot's statements regarding that case. and parents check your child's toy bin. rhino toys is recalling about 5500 beato hand held bead play toys. the toy's plastic wires can detach from the hubs and the beads can slide off and children can choke on those small, loose beads but so far there are no reports of any injuries. the toys were sold at specialty toy and juvenile retailers from march through may. the city council could vote as soon as monday on a bill to change the fire and police pension system. the city council committee voted yesterday in favor of pension changes but the full council could vote next week. the city's public safety unions have filed a lawsuit in federal court against the city and the pension board in an attempt to stop those changes. well, it seems as if most people have cell phones these days, so is it time to cut the cord on your land line? consumer reporter john matarese explains so you don't waste your money. and deadly flooding sweeping through arkansas, 39 points posting its first weekly gain in a month. nasdaq was up about 25 points, s&p 500 rose five points. maryland's first slot machine parlor will open on september 30th in cecil county. pen national game asking building the facility. it was originally scheduled to open in late october but while other planned casinos had stalled, the cecil county casino is ahead of schedule. a casino at -- retail sales were way down last month. they plejd plunged to their -- they plunged to their lowest level in eight months as consumers cut back on everything from cars to clothing. it raises new worries about the durability of economic recovery. consumer spending accounts for 70% of total economic activity. in case you haven't noticed, the price of having a home phone is creeping up so you already have a cell phone. is it time to cut the cord? abc2 consumer reporter john matarese explains coming up so you don't waste your money and using what you have to get what you want. what one woman used to build her dream home. gary coleman's ex-wife says she wants control over her ex- husband's body. shannon price has filed documents that say even though she and coleman were divorced in 2008 she's still his common law wife and she should be the one to make funeral arrangements. his will names a friend and former manager as an executive of the state. they are asked to ask a nevada supreme court panel to overturn his conviction this was for the armed robbery at a hotel room back in 2007. a codefendant argue that neither man got a fire trial before they were convicted of robbing two sports memorabilia dealers of what simpson claims were his own belongings. south arkansas are a draw for campers and hikers but early this morning they turned into a trap after heavy rains triggered flash flooding. not sure exactly how many people might have been camping there but the number of dead continues to rise and dozens remain missing. here's abc's diana alvear. >> reporter: the early morning flood waters rose so fast in southwestern arkansas, dozens of campers were stranded and at least 20 people were killed. authorities say heavy rain gorged the cato and little missouri rivers. the waters rising as rapidly as 8 feet in an hour. they soon broke their banks, flooding the popular campgrounds where hundreds were sleeping. >> there's a lot of devastation in there where it's coming along this river, there's vehicles overturned, cab bins washed out -- cabins washed off of their foundation. >> reporter: search and res crew operations have researched -- rescue operations have reached 30 survivors. many people unaccounted for. the terrain may have been partly to blame. some areas in the valley are so rugged, campers would have had to hike downstream in the dark to get out. >> we are just in the process of right now trying to see if we have anyone to be rescued along the river there and they are also in a recovery stage. >> reporter: a temporary morgue has been set up on the river banks and the red cross has erected shelters for survivors. diana alvear, abc news. sad sight on jones beach in new york today. a baby hump back whale washed up on shore. no word yet on what caused the whale to die. no apparent signs of distress or injury. they are praising an 8-year-old for saving his young mother's life. young mother took control over the wheel of his family's car when his mother had a seizure. the child's mom says his mom -- the child says his mom wasn't responding. he crawled into the driver's seat and tried to steer the vehicle away from the weren't and away from oncoming traffic. >> he was talking to firefighters and pointed to the water in the front of the vehicle. he goes we were headed over towards that water there and i couldn't wake my mom up and that's when i got out of my seat and went to steer the vehicle so he was nonchalant about it. >> deputies say because of the child's quick thinking, lives were saved. now, the forecast certified most accurate by weather rate and maryland's most powerful doppler radar. >> walk around the inner harbor today, it was pretty hot. >> today is hot, then you're not going to like tomorrow or sunday. real quick, that story about the arkansas flooding, with the recreations that area we showed the video, they had about 8 inches of rain in less than a six hour period so that's devastating. it's like a big traffic jam down across -- >> can't handle that. >> no. back closer to home, though, good looking stuff. temperatures into the 80s, we are going for 90 or better for the weekend. as we walk to the wall, 78 degrees, that's edgewater, looking out to anne arundel county low dew point, low humidity, i should say, 49% so it is a pleasant 78 degrees across the area. here's a gorgeous shot, it's the harbor, looking in at the harbor, we have temperatures into the 80s, 81 degrees, there's that low humidity, 46%, that's dry atmosphere, so that's allowing for a lot of sunshine out there, but see that southerly wind, that's humidity that's going to start to usher in from southwest to northeast and there's the barometer starting to fall off ever so slightly. so temperatures across the area are into the 80s, cooler east in 81, down by the dug in salisbury, you're at 75 degrees, that's because we have a northeasterly wind component so the water temperature being about 60 degrees. that's allowing for the -- much of the del mar to stay into the upper 70s and middle 70s but out to the west and that's where you're starting to get hot spots, into the upper 80s. high temperatures for your day today, we are pleasant 82, 81 out there to the north and to the west, up into carroll county, into hartford county temperatures into the middle 70s but this is the dew point map and when you get those dew points that are starting to rise into the 60s and close to 70 degrees, that's a human atmosphere, a lot of moisture in the atmosphere so that's what we are looking for as we head into later tonight. there's the clouds out over west virginia, the blue mountains heading into the ohio valley, some thunderstorms actually rocking and rolling in portions of that neck of the woods. there's the flooding situation down into arkansas, that's the same storm system that's going to move up and over us but it's going to drag with it a warm front and that's going to allow for us to heat up across the area. let's do a fly here and we will show you the temperatures. we will start you out in eastern zones. d.c. 85 degrees but as you head down to the south, it continues to get warmer through the tennessee valley, back down into the deep south, look at dallas texas, 96 degrees so some heat is on the way. here's the future temperature map. watch it expand to the north and to the east, nearing 100 degrees, might be a little overdone for atlanta but these temperatures are going to heat up quickly for the weekend and it will moderate a little bit as we head into the harbor where temperatures will start to go into the 90s. so the remainder of the evening, pair of sevens out there, partly cloudy, turning humid. you'll notice the atmosphere, kind of a little humid out there and for your overnight we will drop it down to about 66 degrees, few clouds and comfortable. heading for the bay, one to 2- foot swells, the water temperature a pleasant 72 degrees. 88 degrees tomorrow, storms move in tomorrow night and here's the seven-day forecast as we head into the weekend, a better shot of showers and storms for sunday, we are going to put about a 60% chance of that, we will top to about 90 degrees, 90 for monday, cold front pushes through and that allows for temperatures to drop into the 80s. christian. >> thanks a lot, mike. remember when your home phone bill was $20 a month? i don't but now many of us are paying $50 or more and barely using the home phone. john matarese tells us whether it might be time to cut the cord so you don't waste your money. >> reporter: a new government report finds that one out of every four families has now cut the cord on their hard wired land line home phone. you know, with phone bills averaging $40 or more per month, it can be tempting to go cell only. but before you switch, you need know some downside. tim langston is one of many people who have looked over their phone bills in recent years and decided he was paying too much for a land line phone that he barely used anymore. >> i very rarely made calls. i felt like i was paying money to have the telemarketers call me. >> reporter: he told me he considered dropping his home phone line. a new report now says 25% of all people are cell phone only. age 29 and under, 50% have no land line. but before you cut the cord, some things to consider. one if you are cell only, 911 operators cannot automatically find you in an emergency. two, in a crisis like 9/11 or severe storms, you may not be able to get a cell signal. and three, services like directv and tivo still need a phone line for updates and pay- per-view movies so rather than drop his land line entirely, tim called the phone company and switched to a low usage plan for less than $20 a month, he has to pay for all local calls, but he still has that old line for emergencies. if you're reluctant to cut the cord because you're worried about your family's safety, ask the phone company about a bare bones plan. some will let you keep a phone number and line just for emergency use for a few dollars and month and that way you don't waste your money. i'm john matarese. a woman from missouri is breaking the mold for how she has successfully transformed five shipping containers into a livable home. it is now 2600 square feet made out of those metal shipping containers. >> there's three different have rights, we have an office -- varieties, we have an office on this side, kitchen container on the other side. we have two upstairs that are connected together for a master bedroom staff member when a raccoon walked onto the set. it happened at a station in flint, michigan, making the anchor. this raccoon managed to sneak into the studio in surprise of the anchors that were working. the animal then walked off the set. i guess tv isn't for everyone. hasn't been seen since. off to much more lucrative pursuits, i'm sure. police have made arrests on charges of human arrest in anne arundel county just this week. good evening i'm kelly swoope. police on monday arrested a -- rescued a 12-year-old from a forced life of prostitution and then two days later they freed
