inappropriate behavior toward an underage girl inside a firehouse. i'm doreen gentzler. jim is off tonight. the behavior inside that firehouse in virginia raises some serious questions. jackie bensen spoke with the fire chief there tonight. >> reporter: the investigation into what happened at this firehouse has resulted in the permanent suspension of nine volunteer firefighters and the arrest of a tenth. 20-year-old steven tyler perry is facing charges for a may incident in which a 17-year-old volunteer firefighter says she was physically restrained by two other firefighters and sprayed with a fire hose. she told investigators it happened after she refused to join a game called never have i ever in which players have to remove a clothing item if they lose. perry was arrested july 7th in virginia beach. the arrest warrant accuses him of attempting to take indecent liberties with a 17-year-old after he carried her into a shower stall. >> our deputy chief started an investigation as soon as we heard about it. and when he came to realize that there may be a minor or minors involved, he immediately called law enforcement. local sheriff's department. >> reporter: a second man, a 17-year-old volunteer firefighter, was also implicated in the investigation but has not been charged. the county has a hybrid system of both volunteer and county-paid firefighters. the investigation comes during a time of increased tension between the two. one resident told news 4 he does not condone the alleged wrongdoing, but he questions the severity of the punishment for the volunteers who were not criminally charged. >> i've been here since 1968, and i don't feel like they're giving them a fair shake. they're trying to put black marks against them. it's not right. it's not all of them that's doing this. >> reporter: the volunteer fire department has the largest number of volunteers of any agency in the d.c. area. reporting from virginia, jackie bensen, news 4. police in fairfax county are investigating what appears to be the discovery of a human skull just off route 1 near the prince william county line. officers got the call about 9:00 tonight that skull was found in a ditch off route 1 and furnace road. it will now be taken to the medical examiner for verification. strong winds knocked down some trees this evening. one tree crashed into a family's bathroom on vanessa street. nobody was hurt. we are not done with the stormy weather just yet either. veronica johnson's in our weather center about the latest. what's going on? >> well, we've gotten a couple of clusers of some pretty heavy rain coming through right now, doreen. and the number of warnings issued today, only a handful likely to see. many, many more tomorrow. here's where the primary cluster is. coming through howard county. southern carroll county and eventually up into southwestern baltimore county. as far as just down south and west of there in fairfax, also some more rain. but this one area from high ridge coming through columbia, maryland, possibly producing some hail as well as some heavy rains. there is a look at the potential or risk area for tomorrow. many more warnings. i think they'll be widespread between the afternoon tomorrow and about 8:00 p.m. so 2:00 to 8:00 is the window to watch for tomorrow. >> thanks, veronica. rain wasn't the only thing making the roads slick in montgomery county. a 24-inch water main burst in potomac on south glen road near norton road. crews closed part of the road to traffic. the city of rockville owns the pipe. so far there have been no service interruptions or water restrictions. that is the same 24-inch water main that ruptured last week. it sent water spewing high into the air for several hours on wednesday and prompted water restrictions for rockville residents into the weekend. city officials aren't sure how long it will take to fix the section of pipe that broke today. washington spends more than $70 million a year on homeland security. but last friday a 19-year-old imposter walked into a metro bus slot, started up a bus weighing close to 30,000 pounds and started driving, didn't stop until he wrecked into a tree. things were frightening for unsuspected passengers, but what if that teen had had a different idea? tonight that incident has led to new security checks, but one metro board member isn't satisfied with the agency's response. derek regard joins us live at the bus lot with more of the story. derek? >> reporter: well, doreen, there are some overt changes in security enhancements in place. first, saying there is a 100% i.d. check in place. they'll have bathrooms in them so there will be more consistent manning of those booths. there's no indication at this point in the investigation that any of those things were factors. there are calls for more steps to be taken to see that nothing like this ever happens again. clearly displayed at the gates days after a 19-year-old took it too far. police say william jackson wore a stolen uniform onto the lot and drove off in a bus during friday's evening rush hour. he drove the route, even picked up unsuspecting passengers. >> this is not an amusing situation. this is a very serious situation. >> reporter: jim graham, a d.c. representative on the metro board, says he has concerns that all of the problems this could have caused aren't being considered. >> if we'd have looked closely at him, had his i.d. been inspected, he never would have been permitted to either answer or leave that garage. >> reporter: and marques harris and his six-week-old daughter wouldn't have had the frightening ride they did failed to navigate a wide turn. >> he had hit the sign, then hit the tree. he crashed. the windshield, my bags flew. i almost fell on my daughter. but i caught her like this. >> it underscores the need for doubling our security, making sure that the proper identification is presented, and inspected. >> reporter: jackson was arrested charged with felony vehicle threat, property damage and other charges. and now metro has also put out a statement talking about future enhancements in security they are looking at. they include additional sensing and lighting here at this lot. a way to verify i.d.s electronically as well as visually, also a means for disabling buses remotely should the need become necessary. we are live in northeast, now back to you. >> all right, derrick ward reporting, thank you. a man is in police custody tonight after barricading himself inside a school bus in prince george's county for several hours. authorities say it started when the guy tried to rob a woman at a bank in temple hills. when officers arrived, he fled to a bus lot nearby and barricaded himself inside an empty bus. the standoff ended after officers were able to stun the man with a laser. he's being evaluated and questioned at the hospital right now. a teenage girl from maryland is recovering from injuries after two bombings during a world cup viewing party in uganda. the twin bombings in uganda's capital yesterday killed 74 people in 2 crowds of soccer fans including 25-year-old american nate hen, the somalia-based militia claimed responsibility for the attack saying it was retaliation for uganda's deployment of peacekeepers to somalia. at least 85 people were injured in the bombings including 16-year-old emily kerrstetter. she was visiting with her church missionary group. >> emily was so happy to be there. she didn't want to leave. she extended her trip a week and just had a great time, you know. and unfortunately it's coming to an end like this. >> she was among several americans medevac'd to south africa for treatment. still ahead on news 4, bp installs a new cap on the police in fairfax county hope 6,000 flyers in 4 different languages will lead to new information in the murder of teenager vanessa pham. the 19-year-old was found stabbed to death in her car on june 27th in the falls church area. surveillance video shows pha machlt's car made an unusually long pause while exiting a parking lot at the fairfax plaza shopping center ten minutes before her body was found. flyers principled up in spanish, vietnamese and korean have been handed out. northrop grumman announced it will move its headquarters to falls church. the company said today it is buying a complex on fairview park drive. northrop grumman is relocating its corporate headquarters there from los angeles. the move to falls church will add 300 high-paying jobs to the area. the company expects to move in by next summer. and construction could begin soon on a loudon county development plan that includes a new minor league ballpark. the board of supervisors approved the project by a vote of 5-4 tonight. the 424-acre kinkora village would be built. it would include 1400 condos and parmtds as well as businesses and a performing arts center. opponents had argued the development would turn an already congested area into gridlock. still to come tonight, the operator of a tugboat that hit and sank a tour boat in philadelphia last week won't talk to investigators. a new study finds the size of your head can determine how you cope with the onset of alzheimer's. and find out if the rest of the week will be a weather washout. the person piloting a tugboat involved in a deadly accident in philadelphia last week is refusing to meet with investigators. the national transportation safety board says the man is taking the fifth. last wednesday that tugboat pushed a barge right into a tour boat spilling dozens of people into the water. two students from hungary were trapped and died. they said they tried repeatedly to radio the tugboat but there was no response. bp has finished installation of a new containment cap on that broken oil well in the gulf of mexico. now hopes are running high that it will be able to stop the flow of most of the oil until a relief well can be completed. jay gray reports now from venice, louisiana. >> reporter: after a full day of delicate work on the floor of the gulf late this evening robotic arms nudged a new tighter-fitting containment cap into place over the leaking riser. and initially it looked like the thick cloud of crude and natural gas disappeared. that's not the case, though. not yet anyway. right now the oil is being funneled through vents and valves on the cap. engineers will slowly begin to close those tomorrow. the whole time monitoring the pressure inside. >> in essence, they want to confirm that there's only one leak and that is coming up through the pipe. no oil is escaping from other spots in a damaged well. >> reporter: they will also be watching for hydrates, those icelike crystals that derailed previous containment efforts. >> we've anticipated that risk in the design. but until we've successfully completed it, that risk still sits there. >> reporter: if it does all work, crews could be collecting most, if not all, of the oil by the end of the week. but that would not be the end of this disaster. as the president's commission investigating this bill opened hearings today in new orleans, bp officials confirmed the permanent fix, relief wells to stem the flow, are still weeks away. and for the first time talked about a backup plan if those don't work. >> we're working on pipelines to other facilities. and we're securing the pipe. we're working on all the designs, working on where it would go. >> reporter: at the end of day 84 of the spill, there is at least a bit of hope now that the oil would finally be going away. again, pressure testing on the new cap should start tomorrow. and engineers say it would take between 6 and 48 hours to finish that work and to ramp up the new recovery effort. in venice, louisiana, jay gray, news 4. veronica's here now with more on our weather. kind of wild out there. we're not used to this rain. >> exactly. what is that? didn't like the fact that it did come with a little damage earlier. we're going to see a lot more in the way of high winds, doreen, coming our way tomorrow. tomorrow afternoon 2:00 or so. we're starting to make small progress eating away at that rainfall deficit of ours. 87 degrees was your high temperature for today. that was right around 2:00. the yearly or the average high 188 degrees. your yearly rainfall deficit stands now at 5.66. so here we go. the rainfall for today, .4 of an inch of rain. it's just been with this last weather system, this last cluster that moved through where you managed to pick up about a quarter to just around half an inch of rain. humidity at 87%. so for tomorrow, 6:00 a.m., fog, around the area, some patchy fog. and then scattered showers. 77, the temperature. then 83 and 86 with some thunderstorms coming our way between 2:00 and 8:00 p.m. again, you can see that big cluster now heading up into baltimore county in areas of eastern carroll county. and then back down to the south and west. a little bit left in fairfax. for tomorrow morning, fairly quiet with just some showers, light showers and fog. close to a half inch of rain at andrews air force base. i wanted to show you the wind gusts up to 38 miles per hour throughout the day with some of these storms that moved through. some high winds. same situation for tomorrow. high winds, the main threat with any storms that come through. 1.32 inches. and .67 in great falls, virginia. one more stop, montgomery county, just over a half inch of rain. well, there's the rain weather system. out ahead of it we're seeing weaker systems coming through. tomorrow, same kind of heat as today. mid and upper 80s. 70s now. st. louis at 81. but high moisture, high moisture content all through this area, mid-atlantic, any storms that do occur back to more downpours. and about an inch and a half of rain or so. there it is for your morning showers possible. i think we'll definitely have fog around the area. 70 to 74 degrees. then for tomorrow, mostly cloudy skies. showers are likely. thunderstorms, pretty possible for the afternoon. 84 to 87 degrees. a look at your four-day forecast even on wednesday, 30% chance. then the end of the week, fairly dry. 94 to 95, your high temperature. right now the weekend, we carry a chance for saturday. >> let's hope we get enough to make a difference in forward mike miller agreed to a five-year deal with the heat. not a surprise. he wanted to be with lebron. meanwhile, wizards have worked out adam morrison, number three overall pick in '06. he won two rings with the lakers the last two years. as for the young guns for the wizards, tonight game two of summer league against the clippers. john wall scored a team high 24 points last night. tonight,
