sure to hit your wallet. fox 5's laura evans starts us off from the newsroom. >> 12 members of the bipartisan committee admit they were not able to come to an agreement. i literally a lot of talk and no action -- it's literally a lot of talk and no action and the finger pointing that started months ago continues. >> reporter: after two months of closed door negotiations the six republicans and democrats on the super committee have given up. president obama is reissuing the call for compromise to lawmakers on both sides of the aisle. >> there will nobody easy off ramps on this one. we need to keep the pressure up to compromise, not turn off the pressure. >> reporter: the members of the bipartisan super committee had to finish a deal monday in orbed to meet a wednesday deadline to find -- in order to meet a wednesday deadline to find $1.2 trillion in deficit reduction. >> this is time not to be democrat or republican but be an american and step forward of? >> reporter: but the two sides of deadlocked -- step forward. >> reporter: but the two decides are deadlocked. republicans blame a tax hike while some gop members point to the president. >> the president except for his irresponsible budget and the republican senate has done nothing to actually lay out a plan that can be analyzed by the american people. >> reporter: democrats say republicans are protecting the rich and the white house was adamant in laying blame on the gop. without a deal automatic cuts of 1.2 trillion are required by law, almost half will come from the pentagon budget, a fact neither side favors. >> republicans held the line against raising taxes, they see that as a big advantage for them next year and democrats held the line on issues of fairness and equity which they believe will be a big issue for them and so essentially the issues that torpedoed this super committee will be the very heart of the 2012 election and voters get to make the deciding call. >> so again the bottom line here unless a plan is put into motion automatic cuts will kick in in 2013 and there are deep consequences, particularly for the department of defense. managing editor of the hill newspaper bob cusack joins us live with some perspective on. this thanks for being here. >> thanks for having me. >> this committee's sole responsibility was to reach a compromise on budget cuts. they didn't do their jobs. so what's the impact now on congress and on americans? >> on congress the public's faith is lost. the congress is broken. washington is broken. president obama is running against congress' reelection bid is running against a do nothing congress, but president obama vowed to change the way washington works and it's more partisan than ever. the election is a year away and we're already talking about that. it's going to have to be settled that way. the chances are we'll still have some type of divided government whether it's a house, senate, democrat, republican so at some point congress and the president is going to have to deal with this problem in a big way. even if they got a deal, the $1.2 trillion deal they didn't get, it wouldn't be enough. they need to go bigger. >> how does that failure affect us as americans? >> well, i think to be a lot of angry voters. there's high unemployment. nothing was reached today to create jobs and a lot of people say i'm concerned about the deficit, but i need a job and a lot of democrats were talking about getting a deal that not only cut the deficit, but also created jobs and republicans say they need to down the on government regulations to create jobs. clearly congress has not created jobs today and did not cut the deficit. it's been a big failure. >> bob cusack, thanks for being with us tonight. appreciate the perspective. >> thank you. wall street did not like the super come tie's inaction today. it led -- super committee's inaction today. it led to a big selloff, the dow closing down 249 points. the reaction to the arrest of a tsa officer charged with sexually assaulting a neighbor while in uniform after flashing his badge. harold rodman has been suspended from his job at dulles. fox 5's bob barnard with the details. >> harold rodman's closest neighbor said he can't believe it. the charges are serious, aggravated sexual battery, forcible sodomy and abduction with intent to defile. this is the scene of the alleged crime, winnfield loop in the bull run section of manassas where a 37-year-old woman says around 3:30 in the morning sunday she was sexually assaulted outside her home. later identifying the attacker as harold rodman, age 52, a baggage screener for the tsa at dulles. >> it's unbelievable to me. >> reporter: cameron morris lives next-door to the accused. >> he's always been very nice to me and very nice to my daughter and my wife and he always seems very helpful. like you'd expect a tsa officer to be, not anything but that. >> reporter: prince william county police say the victim was assaulted after getting out of a friend's car. >> in that time that she was standing by the vehicle still she was approached by the accused. he was wearing the uniform. he displayed the badge and then ended up in the process of talking to her sexually assaulted her. >> reporter: police say the attack was brief and plant ran off. he was arrested a short time later walking out of his nearby home no longer in uniform. >> it's obviously unnerving. it's a very uncommon case that happened in prince william for someone to display a uniform and approaches and assaults a victim. >> reporter: nobody answered our knock on rodman's front door. we're told he lives with wife, is visited often by his young daughter. police say the victim and accused are neighbors but strangers. >> to our knowledge, they did not know each other prior to the incident of. >> reporter: tsa officials say rodman was immediately removed from security operations following his arrest sunday. in a statement to fox 5 news telling us tsa is working closely with local law enforcement on this matter and that while disturbing the allegations should in no way reflect on the work of his fellow tsa officers. at last check rodman was still locked up at the prince william county jail. >> does this guy have a criminal record that you know of? >> not that police know of and all tsa officers undergo background checks. again his next-door neighbor doesn't believe, it but police are taking the allegations seriously. >> do we know without too much detail exactly what happened? >> police wouldn't really go into detail. they say it was more than groping but not a rape. alexandria police looking for main whether or not grabbed a jogger and pushed her -- a man who grabbed a jogger and pushed her to the ground on east delray avenue about 6 a.m. this morning. the man came up from behind her, groped her. she screamed and she shoved him and took off running. police say don't wear headphones and run with a partner. a new round of testing is underway at fort detrick after odor has been noticed coming from area b which is contaminated with chemicals. fox 5's audrey barnes joins us with the story. >> that mysterious odor has raised concern among some residents who have wondered for years if the cancer in their families is related to what's buried in area b. >> we lost actually two family members within three years. >> reporter: randy white used to live near fort detrick. he lost his 30-year-old daughter kristen and her mom to cancer. he started the christian renee foundation to investigate a possible link to the site known as area b. contaminants were buried there when fort detrick's biological weapons program ended in the 1970s. doctors treating the families' cancer said it wasn't genetic. >> it was environmental. >> reporter: so to hear that workers drilling at the site smelled a mysterious odor coming from it has raised his fears all over again. >> this is not a coincidence, but this is a wake-up call and it's certainly in my opinion is a time for fort detrick to have full disclosure to the community. >> reporter: geological scientist john bean brought in by the foundation to look into the matter agrees. >> this thing about noxious gas being released is alarming. >> reporter: officials say it's not uncommon for vapors to be detected while drilling and they were only detected within 10 feet of the drill site. initial tests show no risk to the public, but they're doing more testing now. in addition, workers will now wear protective gear while drilling as a precaution. >> definitely support them in investigating this. it's been a long time coming and the epa is behind this and i support them. >> reporter: there is also new tests -- the new tests are think a lot of people really get going for their thanksgiving vacations tomorrow. we wanted to give you a heads up that yeah, rain will be your companion if you're traveling across much of the east coast tomorrow. tonight we don't have a lot of rain around. it's just drizzle. our first stop is radar to see what we're talking about. you don't see radar picking up on a lot of moisture, although drizzle does not show up that well on radar. we do know that more is coming and while it will be more of the same through overnight hours, this is going to get heavier tomorrow afternoon and tomorrow night. by this time tomorrow night we may have picked up an inch of rain. over to sentinel radar as we give you sort of the mid- atlantic view here, a new batch is coming out of west virginia moving east. that will be here in a little while. it will be a little more than drizzle later tonight, more light rain and perhaps moderate rain, but this is really what we're waiting for, the big blob there across arkansas and that is that redbox, a tornado watch that goes until that is an area pressure. that will track toward us and as does, it's going to bring us some pretty significant rain between now and say wednesday noon on the order of maybe in the purple area across north central maryland into pennsylvania and much of new england an inch 1/2 to 2 1/2 inches of rain. follow the rest of us it's going to be about 1/2-inch to 1 1/2 inches. that's a lot of rain between now and wednesday. we'll have the timing when you can expect the heaviest batches and when it may be lighter and we're independent investigation into the penn state sex abuse scandal. the group will dig back into 1975 well before the first reports of incidents at penn state. former assistant football coach jerry sandusky is accused of sexually abusing at least eight children. some of the alleged attacks took place at the school facility. >> if we find or run across any evidence of criminality, we will report that immediately. we're not conducting the criminal investigation, but we will ask the criminal investigators for their help and assistance. >> louie free says his investigation will be fair, comprehensive and relatively quick. he's already brought in former fbi agents, federal prosecutors and others to look into records. the axe has fallen at the university of maryland. tonight we know which sports teams programs are being cut from the roster. the move will help the school make up a huge budget gap. fox 5 wisdom martin tells us. >> reporter: by june eight of maryland's 27 sports teams will no longer exist, maryland president dr. wallace lowe saying it was one of the most painful decisions he has ever made. >> today is a day for me of enormous sadness because we will be saying good-bye to some of the members of the maryland athletic family. >> gone are all three men's track teams, men's swimming and diving, men's tennis, women's water polo, women's acrobatics and tumbling. athletic director kevin anderson said he met with the athletes, coaches and parents to break the news. >> the only thing that i could equate it so is losing some family members. -- to is losing some family members. >> reporter: what did the students think about the loss of their sports teams? >> i thought it was ridiculous. the university of maryland, an acc school, a school of 23,000 undergrads, how could we not have a tennis team? that seems absurd to me. >> i think it's highly disappointing, but in terms of the financial situation i feel like it was something that really had to be done. >> reporter: a total of 166 athletes and 12 coaches are affected. >> even though it's unfortunate that these sports were cut i feel like these were sports that fewer students knew about or even attended the games. >> reporter: dr. lowe says the model of having revenue from football and basketball support all the other sports just doesn't work. part of the problem he says is fundraising and revenue from the football and men's basketball teams has been on a steady decline since 2006. bottom line, there is just not enough money to go around. >> financial responsibility means that we cannot continue year after year having expenses that are beyond our revenues, living beyond our means. >> reporter: wisdom martin, fox 5 news. it is cliche. there is a fine line, though, between winning and losing, yesterday certainly the case for the redskins, came up short in overtime came up short. sports director dave feldman. >> dan snyder has done a lot of whacky things since he bought the redskins in 1999, but he never lost six straight games until now. same goes for mike shanahan in his 18 years as a head coach, unchartered waters for two of the most powerful men running the wash redskins. the murder suspect mistakenly released on bond. the state's attorney office is investigating how it happened. frederick scott is accused of killing main in march, but a clerical -- a man in march, but a clerical error allowed him to be released from jail. police urge him to turn himself in. now to a story only seen here on fox 5, a d.c. superior court judge has taken the unusual step of refusing to accept a guilty plea from a man accused of first degree murder. reginald rogers wanted to take responsibility for the 2010 murder of calvin woodland but refused to identify an alleged ac miss telling the judge he acted -- accomplice telling the judge he acted alone. the judge didn't buy it. fox 5's paul wagner has the story. >> reporter: when 18-year-old calvin woodland was shot dead on barnaby street in january of 2010, the anguish in the community was palpable. pew do was the son of legendary boxer calvin woodland sr. his family was devastated. police and witnesses say two masked men cornered woodland at gunpoint and rifled through his pockets. after getting what they wanted the gunmen both turned and fired. now nearly two years later the only man accused says he acted alone. despite that claim the government's prosecutor urged judge motley to accept the plea to second degree murder. writing in the sentencing memorandum unlike a defendant who attempts to minimize his role in an offense, mr. rogers has readily admitted i committed the offenses. 20 -- he committed the offenses. 22 years is a significant period of time and will serve to protect the community. indeed the plea reflects that rogers earlier opted not to identify the second shooter. woodland's mother and other family members say they agree with the judge. >> we are very happy about the decision of judge motley because of the lie that mr. rogers told about being the only one involved in the shooting. >> judge motley i think has a good message to send to people who think they can just, you know, get a little bit of time for doing it, that judges will not accept the plea and make you do the time that you need to do. >> reporter: but the defense attorney bernie grimm thinks the judge has stepped out of grounds and could be reversed on appeal. >> it appears that the judge is trying to squeeze this defendant and naturally you would want to get to the bottom of it, but it's not the court's role to get in the middle of that. >> reporter: bernie grimm says in two other cases he's aware of that are similar the judge's decision was reversed on appeal. >> reginald rogers did not speak at the hearing
