>> your overall impressions of this bill, it is called the highly effective teacher incentive act of 2011 what do you thing of it? are you in favour? >> it starts an important conversation in the district around the question of how do we get our best teachers to our neediest classrooms it is a little more complex than just providing financial incentives, it assumes teachers are good wherever they are. and some times, teachers who are great in one concept are not so great in another concept we have to dig in there are lots of places around the country that have tried this we want to make sure we take the lessons learned to ensure we are successful. the bill as it stands now proposal now, we need some fine tuning. >> the chairman's office and my staff have committed to working together to try to figure out which are the best levers to get high performing teachers in our low performing schools and ensure they can be successful over the course of this process we will have hearings, introduce evidence from other places really, ensure that we do this right. >> i am sure you heard concerns expressed by some people some teachers, parents and the like that for example, there are people concerned about providing incentivemoving teachers who have proven to be highly effective, very good teachers to other schools might be good for other schools but does it negatively impact schools they would be leaving. >> yep there are lots of concerns i think, in many cases we have seen these programs, where teachers have gone for a short amount of time and not been successful and come back. it is really complex there are a lot of issues surrounding it. generally speaking what is the response of teachers that you may have interabilitied with or heard from. -- interacted with or heard from. >> teachers i have heard from said it is not just about waiving my impact score, not just about providing financial incentives for me i work in a collaborative team and as such i am successful because my team is supportive of me one question we have do we try to move teams of people instead of individual actors many teachers feel their principal is a key factor in their ability to be effective i think the thing for me is i want to treat teachers like professionals we don't just pick them up and move them from one place to the other they are adults we have to ask what is it, what professional context are you best suited to be in. >> we mentioned earlier, today, perhaps over the weekened, that you were going to be on the show i received a couple phone calls from parents i think who left messages, in southeast washington and some of the schools there would benefit from this, specifically mentioned, anacostia, and balou two people expressed concern act teachers who left those schools already they felt were highly effective who were doing a good job and they have lost them they have expressed those concerns how do you express that? apparently some parents saying well, we had some good ones they are gone. >> we still have highly effective teachers in some of our most critical areas i salute them for the job they are doing every day teaching is a demanding profession at this point tony we have to figure out, it is my job to figure out how to make sure our best teachers want to stay one of the things teachers said to me as i came in about a year ago, we know how you want us to teach through our evaluation but let's concentrate on what we are teaching because we are not teaching things that are academically rigorous i don't have the tools and resources to be successful in the classroom in fact, what i am teaching over here in ward 8 is very different than what my colleagues are teaching in ward 3 that was the big cry we heard from teachers that lead us to embark on development of an academic plan, cutting edge and rigorous and teachers are saying i finally have the tools that i need to be successful in addition to a curriculum, ensuring a safe and secure environment, leveraging technology, everything we can do to create a work environment where teachers can be successful is the thing that gets people to stay. this academic plan i was surprised when i read that something like this wasn't in place before, the objective as you said is to make it more uniform across the city what is being taught when it is being taught so it is more uniform are you surprised that wasn't being done to begin with? >> well, surprised, sort of i understand the evolution of it, i think the important piece is that after spending four years of really working on a system in the district, that impeded us from getting the classroom work we are finally at a point where we can ensure all the changes we are making significantly benefit the classroom. i've got 20 seconds left, what can you say if you want to address parents right now we are fairly early in the school year how do you feel things are going so far this year and, anything that you want to say to parents to as sure them they are you know, you have their children's best interest at heart obviously you do, you are running a school program but everything is being done to to make sure they are working out the way they should >> i would say to parents, community members all citizens in dc we are at a good place in dc public schools this academic plan is going to ensure when our children leave our school district they are ready for college and career, we are bold and innovative and not doing things the way they used to be done so we are looking at how we leverage technology we want to ensure that the arts and athletics are integrated in our schools so our children's interest can flourish and we want our schools to be fun environments supportive environments safe environments i want to make sure that our children love going to school every day that is what i want from my child and that is what i would like to ensure to the parents of dc public schools that is what we are in the process of creating. >> we have a lot going on you have a busy schedule. >> and a long way to go. >> yes we are happy when you come in and talk about it thank you for taking the time to do that. >> thank you for having me. >> all right, dc schools chancellor alison. another big story we are following students at frost burg state university mourning the loss of a classmate police say she was stabbed and killed by another student let's get more on what happened from fox 5s. stacy cohen live in the newsroom. >> well, good morning to you again 19-year-old courtney mccoy was trying to break up a fight when she was killed, this happened sunday around 2:00 a.m. at a house just across from the western maryland campus the 23- year-old frost burg senior named shenae leggens is accused in this crime. mccoy grew up in baltimore she was a physics major, worked as a residence advisor on campus and called herself a flower child on facebook. >> very helpful, caring and sincere and i know that whatever happened, she went in it with just the idea of trying to create peace because that is all she was about was peace. frost burg is at a stand still, because my daughter has been murdered. >> mccoy eventually planned on a career in medicine, liggens is being held without bond she is originally from waldorf. new this morning the sir. for a missing montgomery county man is now a homicide investigation. gomez was reported missing last monday his body discovered last night in anne arundel county along a road in hanover investigators hope an autopsy will provide more answers surrounding gomez's death. >> an alert for those in virginia after four attempted abductions in the last month the latest happened saturday night an 8-year-old was approached by austrianeninger in a van when the -- by a stranger in a van ken the man tried to get the girl to come to the van she ran inside her home. developing story overseas now we continue to follow this financial situation, the minnesota born harvard educated, agreed to resign only if the new government stick s with the latest deal on the european union getting another bailout installment more worries about another european country, italy, too big to bailout warned about defaulting on debt. >> in the fight over money coming to the pentagon as well. they are looking at cuts to the military in areas that were previously off the table that includes rising fees, raising fees i should say for health benefits to current members and retirees right now military members pay only $460 a year for health insurance he has to cut more than $450 billion from the defense budget over the next decade. his meeting the target may require more base closings and buying fewer weapons. a sexual abuse scandal rocking penn state, allegations of sexual abuse of under age boys by a former coach. red skins, yep, lose one again but did they play better this week than previous games. dave ross sup next with details keep it here we are back in a moment 910 a.m. y keep charging you more.... and more... and more? showing that a driver hit four protestors in two separate incidents friday night. dc police contend three people were hurt in one incident when protestors formed a ring around the dc convention
