former senator leahy said this will have a devastating impact and pushback against the biden administration's decisions to send these munitions to ukraine. but of course, the administration is doing that at a critical time where ukraine has not made major gains in his counteroffensive against russia as is expected by this point. officials have said that this was taken under serious consideration. it was not until the national security team came to a unanimous decision, and then, it was ultimately up to president biden to make the final call. take a listen to what he said. >> two things and this was a difficult decision on my part, and by the way, i discussed this with our allies, with our friends up on the hill, and we are in a situation where ukraine continues to be brutally attacked across the board by these cluster munitions which are a danger to civilians. number two, ukrainians are
