former senator leahy said this will have a devastating impact and pushback against the biden administration's decisions to send these munitions to ukraine. but of course, the administration is doing that at a critical time where ukraine has not made major gains in his counteroffensive against russia as is expected by this point. officials have said that this was taken under serious consideration. it was not until the national security team came to a unanimous decision, and then, it was ultimately up to president biden to make the final call. take a listen to what he said. >> two things and this was a difficult decision on my part, and by the way, i discussed this with our allies, with our friends up on the hill, and we are in a situation where ukraine continues to be brutally attacked across the board by these cluster munitions which are a danger to civilians. number two, ukrainians are

perception right now is that the supreme court is in a lot of ways a political body and its politics are conservative. i think it will -- you know, we see a lot both with president biden pushing for the student loan forgiveness and saying i think we can do it. we'll let the courts tell me if i can't. we're going to see that as well as republicans saying, hey, we think we can do it. but what they're banking on is this court will tell them that they can. >> right. how do you see this playing out for biden? this was a signature campaign promise and he has not been able to deliver on it. >> biden has always kind of suffered from the progressive base saying you're not going far enough, frustration. that's with anything, though, being able to do what they're a able to say they're going to do, making good on campaign promises. any president is going to face those pressure, but president biden is president now.
