people died in their cars trying to escape. we're down in malibu, the so-called woolsey fire. two people dead so far down here. 370 structures. but the winds up north have died down. the winds down here are going to keep on blowing through tuesday. some places into wednesday. it's going to be friday before we get a turn and get winds coming off the ocean bringing some humidity. a slight sliver of good news down here. we were driving around today, surveying some of the damage. it's supposed to be mandatory evacuation. we saw one man standing by the side of the road, an older man. so we stopped to talk with him. turns out he's david franzowni, hollywood screenwriter, wrote amistad, wrote gladiator, he was about to evacuate his home when he saw the flames lapping, licking at the side of his property and he had previously prepared for this. he'd bought a pump. he'd bought a big hose. and he has a swimming pool. so he basically became firefighter, he and his wife

>> reporter: it's going to be about another day or so before it completely clears the northeast coast, chuck and savannah. down here in north myrtle beach, 117 golf courses and a lot of golfers waiting to get back out after a very rainy period. let me show you some of the pictures from yesterday. wilmington, north carolina, has now set three, four, and five-day rainfall records, even wetter than hurricane floyd. they've had upwards of 21 inches of rain since sunday. so a lot of flash flooding there. we also have a tornado watch now, which covers eastern north carolina, all the way up towards d.c. and baltimore. that includes where you are in d.c., until 1:00 this afternoon. there could be some small tornadoes. but you get a sense of all the flooding from the rainfall. these low-lying areas tend to break pretty quickly. so if you get away from the rain, it goes away. we have what's left of nicole, a lot of tropical moisture. and a new storm has developed now in the carolinas. that's going to be the main storm, but it's still drawing up this big hose. line a pineapple connection,
they're still on target so that they're very close to the pipe that they want to intercept, the one that's gushing all of the oil. so that's the time consumer element of the relief well. but as for the actual pipe itself, the well that's leaking, you've got the containment dome on top, it's a big hose coming out of the seafloor, you've got the dome on top, we've all seen the underwater pictures of all of the oil and methane spewing out underneath it because there's not a perfect seal. of course a lot of the oil is going up and being collected about 27,000-barrel a -- 27,000 barrels a day. what they're going to do tomorrow is remove the cap, remove that dome, which means for two or three days, it's going to be full, 100 percent, gushing of oil and methane into the gulf. that's, of course, the negative consequence here, but the goal here is that in three days, they will then be able -- then be able to put a much tighter seal, one that perfectly seems the gushing wellhead at the top of the blowout preventer and that will allow b p-flt and the government and general public to finally get its best estimate yet as to how
