we are fed up. we are angry. and i m just trying to be calm here. reporter: earlier in the day, chevron officials announced that corrosion in 200 feet of pipe is likely what caused the fire that sent a large flume of lingering smoke into the air last month. the environmental protection agency has opened a criminal investigation into unmonitored releases of gas, called flare-ups, between 2005 and 2009. he says the pipe was in place as part of a safety system to control pressure buildup. this amount is so small, that the cause on a port, would not be required by the bay area. and it presented no public health risks. reporter: because the flare-ups weren t monitored, air officials say there s no way to know how much gas was released into the air. and two years ago, the bay area quality management district fined chevron $170,000, after they bypassed monitors 27 times. those prompted the epa to open up a criminal investigation, the central question, whether chevron t ....
