Mr. Conyers madam speaker, i yield myself such time as i may consume. The speaker pro tempore the gentlemans recognized. Mr. Conyers members of the congress, i rise in strong opposition to h. R. 3009, the enforce the law for sanctuary cities act. This thoroughly flawed measure is a blatant attempt by the most of the majority to insert its antiimmigrant status agenda into local policing initiatives. And it does this by prohibiting state and local governments from receiving critical criminal justice funds if they have policies that prioritize Public Safety and Community Policing over federal Immigration Enforcement. The bill absolutely makes no sense because rather than improving Public Safety, it will achieve the complete opposite, and thats not just my conclusion. Law enforcement agencies from across the United States and n
Anywhere, people want to be able to test as quickly as possible to determine if the substance is anthrax or not. A large number of labs like to have this capability. I would like to add one thing. Because this was relieved to be inactivated, we were not intending to actually use laboratory staff. We were trying to grow new partners in technology. For that reason, they were trying to show that new technologies for detection and diagnostics against anthrax worked. We sent them an material to show them that their diagnostic testing worked. We were trying to grow the Technology Basis for our National Security. Some of the separate some of these were sent down to second and third laboratories . With who will you gather all of these things together, or will they be missing forever . Cdc is gathering all of these. Theyre completing that work. We will get to all of the laboratories that received a sample. It will just take some time. Some of the records are on paper. We are still going to go t

Over 146 officer fatalities per year. That is a shocking number. One officer killed somewhere in america every 60 hours. All right. But the good news is that numbers are going down. If you go back to the 1970s we were averaging 231 officers killed in the line of duty each and every year. That means the 146 number i cited is 37 lower than it was 40 years ago. That is at a time we have double number of officers serving and putting themselves at risk. Would you have expected that number would have gone up, not down. There are a number of factors that are responsible for that and i have enumerated some of them in my written testimony. I want to just spend a moment though reemphasizing the leadership that the attorney general of the United States eric holder, has focused on issue of officer safety and wellness. Im not sure he is getting enough credit for his leadership. Just a few years ago, when deaths were spiking, 171 officers killed in 2011 he held a summit in his office with about 40 L
