Ortega had previously served on Scottsdale City Council and succeeds Jim Lane, who had allowed the requirement that people wear masks in Scottsdale to expire. Former Scottsdale Mayor Jim Lane had lifted the city's mask mandate in September after Arizona's summer surge in COVID-19 cases.

“An ongoing effective pandemic response, focusing on education and equality and the environment — these are not luxuries. These are necessities," Giles said.
