Bob Jones of Outrageous Outdoors in Jerseyville, like many gun store owners, wants to see the state’s Firearm Owners Identification Card, or FOID, system abolished. Long delays, sometimes of more than a year, and the existing national firearms instant check system are among the issues cited.
SPRINGFIELD — Pandemic-exacerbated delays in processing firearm owner and concealed carry license applications are raising frustration and renewing calls by some to abolish or change a broken system.
Among thousands of bills introduced in the Illinois General Assembly, including several hundred specifically dealing with firearms, are a large number that would eliminate or modify the current system.

Gov. J.B. Pritzker gave his State of the State address on Wednesday, outlining a leaner $41.6 billion budget for 2022.
“I began working on next year’s budget by taking executive action to make cuts this year that will have the least impact on services while preventing the need for additional revenue from hardworking families, eliminating $700 million in spending in fiscal year 2021 alone,” Pritzker said in a pre-recorded address made available online. “The general funds budget I present … for fiscal year 2022 spends $1.8 billion less than FY 2021. It reflects $400 million in additional cuts to appropriations, a hiring freeze, flat operational spending, full required pension payments, and the closure of unaffordable corporate loopholes. All in all, it reduces spending to meet projected revenues.”

SPRINGFIELD — Riverbend lawmakers are offering mixed assessments of Gov. J.B. Pritzker’s $41.6 billion budget proposal Wednesday that would hold most state agencies at flat funding levels and rely heavily on increased federal funds, as well as proposed changes to the state’s corporate tax structure.

For the first time since COVID-19 mitigation efforts began in mid-March, two Illinois regions have reached the final tier and will be able to loosen restrictions to allow such things as the reopening of bars and restaurants.
Guidelines on hours and occupancy will remain in place under the Restore Illinois plan. For example, bars also must serve food to allow indoor customers, and indoor service is limited to either 25% of capacity or 25 people. Establishments also must close by 11 p.m. and not open before 6 a.m.

EDWARDSVILLE — A criminal reform bill opposed by Madison County law enforcement officials was approved by the Illinois House of Representatives on Wednesday.
Just before noon, the House voted 60-50 to approve House Bill 3563, formerly known as House Bill 163. The Senate met to debate the bill shortly after 4 a.m. Wednesday before the measure passed 32-to-23 just before 5 in the morning. The bill now goes to Gov. J.B. Pritzker.
Also known as the Pretrial Fairness Act, the bill ends cash bail in Illinois and overhauls police certification. The legislation was an initiative of the Illinois Legislative Black Caucus and opposed by a coalition of law enforcement groups in Illinois.
