If my memory serves me correctly, once the new Relief Agency started, foye which i believe there was definitely a need, the voluntary giving to the red cross plum netted. Hoover was worried about the longterm implications of turning away from volunteer, selfhelp, community organizations, helping your neighbors and being your brothers keeper.
